If you need cash before a certificate of deposit (CD) matures, check your account terms and ask the issuing bank or credit union for a written estimate before requesting a withdrawal. The penalty, whether you can take out only part of the balance, and any exceptions depend on your specific CD. If the expense can wait, check the maturity date and renewal instructions; an automatic renewal could lock the money into a new term.
Start with your CD agreement and maturity notice
Find the current account agreement or opening disclosure, along with any recent maturity notice. Check the account type, maturity date, early-withdrawal penalty formula, withdrawal restrictions, and instructions for renewal. Federal disclosure rules require time-account terms to describe the maturity date and whether an early-withdrawal penalty may apply, how it is calculated, and the conditions for assessing it. Do not assume there is a standard penalty. The Consumer Financial Protection Bureau (CFPB) says withdrawing before maturity generally incurs a penalty, but the account terms determine its calculation. Ask the issuer for the net amount before you act
Contact the bank or credit union that issued the CD and request a written estimate for a withdrawal on the date you expect to make it. Ask these questions before authorizing anything:

- What exact penalty would apply, and how much would I receive after it?
- Can I withdraw only part of the balance? If so, does the rest remain in the CD, and under what terms?
- What method must I use to request the withdrawal?
- Does my agreement provide an exception, and what documentation would you need to consider it?
There is no universal right to make a partial withdrawal, and an exception offered by one institution does not establish a right at another. Use the issuer’s answer and your own agreement to decide. Keep the disclosure, written estimate, and confirmation of any request for your records.
Compare the cost with the timing of your need
Compare the quoted penalty and net proceeds with the urgency of the expense and any other options available to you. The appropriate choice depends on your circumstances; there is no universally best substitute for cash from a CD. Avoid relying on a general penalty rule as a prediction of your account’s cost.

The Office of the Comptroller of the Currency (OCC) says federal law sets a minimum early-withdrawal penalty but no maximum, and that a withdrawal within the first six days after deposit carries at least seven days’ simple interest. This is a narrow legal rule, not a typical estimate for all CDs or a substitute for your account’s calculation. The OCC page was last reviewed in April 2021 and applies to institutions it regulates. If you can wait, check the maturity and renewal terms
A withdrawal at maturity is different from an early withdrawal. Confirm the exact maturity date and follow the issuer’s instructions and deadline. Some CDs renew automatically, and the rate for the new term may be higher or lower than the old rate. Do not assume there is a standard grace-period length or that every CD offers one. Check your notice and agreement for the applicable dates and instructions.
Check what kind of CD you hold
Fixed-rate bank or credit-union CD
Most fixed-rate CDs allow early redemption for a fee, according to the FDIC, but the actual terms depend on the product disclosure. FDIC: CD shopping

Market-linked CD
Most market-linked CDs do not allow early redemption, according to the FDIC. Check the disclosure rather than assuming that a standard fixed-rate CD rule applies. FDIC: CD shopping
Brokered CD
A brokered CD generally does not use the same early-withdrawal penalty as a direct bank CD. That does not mean you can freely withdraw your deposit: selling before maturity may require finding a buyer in a secondary market, and the sale price can be below what you paid or expect at maturity. Keep insurance separate from withdrawal terms
Deposit insurance does not determine whether an early-withdrawal charge applies. The CFPB says eligible bank CDs are insured by the FDIC and eligible credit-union CDs by the NCUA, up to $250,000. Eligibility and coverage depend on the institution and applicable insurance rules; ask the institution or review the relevant agency information if you are evaluating coverage.
