In the U.S. Department of Energy’s 2011 100G network upgrade, Level 3 supplied dark fiber, LGS Innovations supplied 14 Alcatel-Lucent 7750 Service Routers, and Juniper was identified as ESnet’s incumbent router provider. These were distinct roles: the reports do not say Juniper supplied the new Alcatel-Lucent routers.

How the three companies fit into the DOE network project

Computerworld’s 2011 account of the DOE network upgrade describes a build using dark fiber from Level 3 Communications, services through Internet2, and routers supplied by LGS Innovations, which the report described as Alcatel-Lucent’s federal sales arm. It identifies 14 Alcatel-Lucent 7750 Service Routers in the project. Computerworld’s report is the source for these project details.

Why Juniper’s role is different from Alcatel-Lucent’s

“Incumbent router provider” describes Juniper’s existing place at ESnet, while the account names LGS Innovations as the supplier of the new Alcatel-Lucent equipment. The report therefore supports a distinction between an existing provider and a supplier for the described upgrade—not a claim that Juniper and Alcatel-Lucent jointly supplied the routers.

XO’s 100G procurement was a separate story

Light Reading’s separate account of XO’s 100G procurement says Alcatel-Lucent and Juniper were among vendors considered for long-haul equipment, and that XO used Juniper routers. It also describes Level 3 as a major wavelength-services competitor to XO at the time. This is a different company and procurement context; it does not establish the companies’ roles in the DOE/ESnet project. Light Reading’s XO account covers that separate example.

What the historical reports do—and do not—establish

The accounts document infrastructure arrangements and vendor context at the time of reporting. They do not confirm current contracts, deployments, product availability, or present-day corporate relationships among Level 3, Alcatel-Lucent, and Juniper. Nor do they provide comparable performance measurements or procurement prices for these roles.
