What Intel’s “Core Strategy Remains Intact” Meant After Pat Gelsinger’s Exit

Intel did not abandon its foundry ambition after Pat Gelsinger’s retirement. The board kept the two-part strategy but demanded stronger Intel Products execution and better returns on Foundry investments.

When interim co-CEO David Zinsner said on December 4, 2024, that “the core strategy remains intact,” he meant Intel was not abandoning its two-part model: design and sell its own processors through Intel Products while building Intel Foundry into a contract manufacturing business. The change was in execution, accountability and expected returns—not a cancellation of the foundry strategy—after Pat Gelsinger’s retirement announcement.

What did Intel’s “core strategy remains intact” mean?

Zinsner made the comment at the UBS Global Technology Conference shortly after Intel announced Gelsinger’s retirement. His explanation preserved two linked ambitions:

  • Intel Foundry: operate a contract semiconductor manufacturer and become a world-class foundry and “the Western provider of leading-edge silicon to customers.”
  • Intel Products: design and sell Intel’s own chips, which also serve as Foundry’s largest internal customer.

In practical terms, Intel was still pursuing both a manufacturing business and a chip-products business. The board’s message was that both had to execute better, rather than that one should be discarded.

Why Intel Products mattered to the foundry plan

Intel Products was not merely a separate sales division. It generated demand for Intel Foundry’s manufacturing capacity. Zinsner described Intel’s product operation as Foundry’s No. 1 customer, making the performance of Intel’s own chip businesses directly relevant to the foundry’s success.

If Intel’s product groups release competitive processors and other chips on schedule, they can provide a substantial base of wafer demand. Weak products, delayed launches or poorly coordinated development reduce that internal demand while Foundry is absorbing large capital investments. That is why the board wanted stronger product execution as part of the foundry turnaround.

What businesses were included in Intel Products?

Intel Products comprised three major groups:

Intel Products versus Intel Foundry

What changed after Pat Gelsinger left?

The strategic destination was described as unchanged, but responsibilities and operating emphasis shifted during the interim leadership arrangement. Michelle Johnston Holthaus was selected to lead Intel Products and improve performance and execution across its chip-design teams.

Zinsner focused on finance, investor relations and some operational activities. That division put a senior executive directly in charge of the product groups while the interim co-CEO concentrated on capital discipline, financial communication and operations.

The board also sought more cohesive product development and go-to-market execution across business units. Zinsner said those activities had been sub-optimized, so the immediate change was intended to make the existing model work more effectively.

Why return on invested capital became a central issue

Intel had made substantial capital investments in Foundry. Zinsner said the board wanted “some incremental return on invested capital” from those investments and identified delivering that return as a major focus.

Return on invested capital (ROIC) compares the operating profit generated by a business with the capital committed to it. For Foundry, the board’s concern was not simply whether Intel could build factories or process technology. It also needed evidence that those investments would produce additional economic value through internal usage, external customers, or both.

  • Capital investment: spending on fabs, equipment and manufacturing technology.
  • Execution: bringing products and manufacturing capabilities to market on schedule and with competitive performance.
  • Incremental ROIC: generating additional operating returns from the capital already deployed.

The statement did not provide a specific ROIC target, timetable or financial forecast. It established the board’s expectation for greater accountability from the foundry investments.

What the stock reaction did—and did not—show

CRN reported that Intel’s stock initially rose by as much as 5% after the retirement announcement, then declined 13% over the following two days. Those were short-term market movements reported in December 2024, not a measurement of Intel’s long-term performance or proof that the strategy was succeeding or failing.

Investors evaluating the statement should separate the market’s immediate reaction from the operating questions the board raised: whether Intel Products could execute more reliably, whether Foundry could win and serve customers, and whether the capital invested in manufacturing would earn higher returns.

How to interpret the statement as an investor

  1. Do not read it as “nothing changed.” The strategic framework remained, but the board demanded improved execution and clearer accountability.
  2. Track both businesses. Product launches, competitiveness and demand affect Foundry because Intel Products is its largest internal customer.
  3. Watch manufacturing economics. Foundry’s success depends on more than technical capability; it must translate investment into incremental returns.
  4. Distinguish an interim arrangement from a permanent plan. Holthaus’s product leadership and Zinsner’s finance and operations responsibilities described the temporary structure reported after Gelsinger’s departure.
  5. Treat short-term share-price moves cautiously. The reported 5% rise and 13% decline describe a brief period, not an investment conclusion.

What the phrase did not establish

  • It did not announce that Intel was abandoning Intel Foundry.
  • It did not say that Foundry had already achieved world-class status or a stated ROIC goal.
  • It did not provide a new product roadmap, customer list, revenue forecast or profitability target.
  • It did not guarantee that the interim leadership structure would become permanent.

The most precise reading is therefore: Intel intended to keep the products-and-foundry model, while changing how product execution, operations and investment returns were managed.
