What Howard Lutnick Said About Missing Social Security Checks

Howard Lutnick’s March 2025 interview described a hypothetical missed-payment month, not an actual suspension of Social Security checks. Here is what he said and what SSA advises if your own electronic payment is late.

In a March 21, 2025 CNN interview, Commerce Secretary Howard Lutnick described a hypothetical month when Social Security checks were not sent and argued that people committing fraud would be the likeliest to complain. The interview did not report that payments were actually stopped. “No big deal” is a paraphrase of how his example was interpreted, not a phrase in the quoted passage.

What did Howard Lutnick say about missing Social Security checks?

In the CNN interview transcript, Lutnick said: “Let’s say Social Security didn’t send out their checks this month. My mother-in-law, who’s 94, she wouldn’t call and complain. She just wouldn’t.” He then said, “A fraudster always makes the loudest noise screaming, yelling, and complaining,” and proposed: “The easiest way to find the fraudster is to stop payments and listen. Because whoever screams is the one stealing.”

His example was conditional. The transcript records a hypothetical and Lutnick’s claim about how a fraudster might react; it does not say that Social Security checks were halted. “No big deal” is a headline-style paraphrase of the perceived implication, not his exact wording in the passage. Why did the remarks draw criticism?

In the March 25, 2025 Congressional Record, senators criticized the comments and contrasted the circumstances of a wealthy family with those of people who use monthly benefits for essentials such as food, housing, or medicine. Those are lawmakers’ arguments in response to Lutnick, not a measurement of how much every beneficiary relies on Social Security.

SSA’s representative-payee guidance says a payee must use a beneficiary’s monthly payment for needs including food, clothes, and a place to live. What do current Social Security figures show?

The SSA Office of the Chief Actuary reported 70.451 million OASDI beneficiaries in current-payment status on December 31, 2025. OASDI covers Social Security retirement, survivors, and disability benefits; this figure is not a count of everyone receiving any program administered by SSA. The same fact sheet reported an average monthly benefit of $2,071 for retired workers in current-payment status on that date. It is an average, not the amount each beneficiary receives. A separate SSA Office of the Inspector General release dated September 3, 2026 said an audit identified more than 1.1 million SSI underpayments totaling about $291 million. The OIG defines an underpayment to include no payment for a period when one was due, a payment below the amount owed, or an issued payment the recipient died before cashing. What should you do if your scheduled Social Security payment is missing?

SSA’s guidance addresses an individual payment that has not arrived on its scheduled electronic pay date. It is separate from the hypothetical in Lutnick’s interview.

  1. Contact your bank or financial institution first. SSA says a posting delay at the institution may explain why the payment has not appeared.
  2. If it is still missing, contact SSA. Call 1-800-772-1213 (TTY 1-800-325-0778) or contact a local Social Security office.
  3. Let SSA review the case. The agency says it will review the missing payment and replace it if payment is due.
