Orange detected a cyberattack on one information system on Friday, July 25, 2025. The containment measures disrupted selected business management platforms and a smaller number of consumer services, mainly in France. In its July 28 statement, Orange said it had found no evidence at that stage that Orange or customer data had been exfiltrated. The public record does not identify the attacker, technique, malware or a confirmed data breach.
What Orange confirmed
Orange and its security subsidiary, Orange Cyberdefense, isolated potentially affected services after detecting the incident. Orange said it filed a formal complaint on Monday, July 28, notified relevant authorities and began a controlled restoration under heightened vigilance. The company’s official account is available in its July 28 newsroom statement.
Orange expected the main affected services to be restored progressively by the morning of Wednesday, July 30, 2025. “Progressively” did not mean that every platform or customer would return at exactly the same time.
Incident timeline
| Date | What was reported |
|---|---|
| July 25, 2025 | Orange detected a cyberattack affecting one information system. |
| July 25 onward | Orange and Orange Cyberdefense isolated potentially affected services. |
| July 28, 2025 | Orange publicly disclosed the incident, filed a complaint and said some services had been disrupted by isolation measures. |
| July 30, 2025 | Target for progressive restoration of the main affected services. |
Which customers and services were affected?
The incident was narrower than a shutdown of Orange’s entire mobile or fixed-line network. Orange said some management services and platforms used by business customers were disrupted, along with a few consumer services, primarily in France.

Some secondary reporting referred to public-sector services. Orange’s own statement used the broader wording “consumer services,” so those descriptions should not be treated as an independently confirmed list of affected government systems.
| Customer group | Supported description | What is not established |
|---|---|---|
| Orange Business | Some management services and platforms were disrupted. | The exact platforms, customer count and technical dependency were not disclosed. |
| Consumers | A smaller number of consumer services were affected, mainly in France. | A nationwide mobile or broadband outage was not reported. |
| Public sector | Some secondary coverage mentioned public-sector services. | Orange’s statement did not provide a separate public-sector breakdown. |
Why containment itself caused disruption
Isolation is a standard defensive response: a company separates systems that may be compromised to limit an attacker’s reach and preserve evidence. That protective action can also make legitimate services unavailable. In Orange’s account, some interruptions were a consequence of isolating potentially affected services, not proof that the core telecom network had collapsed.
For a business customer, this can mean that connectivity continues while account management, provisioning, support portals or other administrative functions are unavailable. Restoration can therefore occur in stages, with internal and customer-facing functions returning at different times.

- Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
- A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
- Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
- Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
- Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
Was this ransomware, a DDoS attack or a data breach?
The available public record does not establish an attack category. Orange did not name a threat actor, initial-access method, malware, ransom demand, encryption event or denial-of-service operation. The EU cyber-threat bulletin covering July 2025 summarized the Orange incident without adding a publicly confirmed technique or culprit.
Calling the event “ransomware” or a “DDoS attack” would therefore be speculation. The same caution applies to describing it as a confirmed personal-data breach.
What happened to customer data?
Orange said on July 28, 2025, that it had found no evidence at that stage that Orange or customer data had been exfiltrated. This was an update on the investigation, not proof that no data had ever been accessed.

- Service disruption: A system or service is unavailable or deliberately isolated.
- Unauthorized access: An attacker enters or controls a system.
- Data exfiltration: Data is copied out of the environment.
- Data-breach notification: A legal or regulatory determination may require notifying affected people or authorities.
Orange said it would not provide further technical detail for security reasons. The public sources do not state which systems were examined, whether access occurred or whether any later regulatory finding changed the July 28 assessment.
How Orange responded
- Mobilized internal response teams and Orange Cyberdefense.
- Isolated potentially affected services.
- Worked on controlled restoration while monitoring for further evidence.
- Informed and assisted affected customers.
- Filed a formal complaint and alerted relevant authorities.
A formal complaint does not identify the attacker or guarantee that a criminal prosecution will follow. No public source in this account names a suspect or gives a final legal outcome.

Why the incident mattered beyond Orange
Telecom operators support businesses, public services and consumers at the same time, so an intrusion into an internal management system can have customer-facing effects even when radio and broadband infrastructure remains available. The event also illustrates a resilience trade-off: isolating systems can reduce the risk of wider compromise while temporarily reducing availability for legitimate users.
The EU bulletin placed the Orange incident among other European telecom and critical-infrastructure attacks in July 2025. It separately described an attack against POST Luxembourg that disrupted mobile, fixed-line, internet and emergency-number services. Those were separate incidents involving different operators and should not be merged into the Orange account.

What businesses can learn for continuity planning
No single security product would guarantee uninterrupted telecom service. Organizations reviewing their exposure should consider a layered plan:
- Maintain a secondary internet connection from a different carrier where downtime is costly.
- Use automatic failover routers or SD-WAN for critical sites.
- Keep an out-of-band communications method for incident teams.
- Test backups and recovery procedures rather than assuming they work.
- Separate administrative and identity channels so a carrier or management-platform outage does not lock out responders.
- Consider a managed detection, incident-response or security-operations service appropriate to the organization’s size.
Orange Cyberdefense offers managed cybersecurity, threat intelligence, detection and response through its official site. Other categories that organizations may evaluate include Microsoft Defender for Business at Microsoft’s site, Cloudflare Zero Trust at Cloudflare’s site and CrowdStrike Falcon at CrowdStrike’s site. These services address different parts of security and continuity; none is evidence that it detected or could have prevented the Orange incident.
What remains unknown
- The attacker or group responsible.
- The initial-access route and technical attack method.
- The exact information system involved.
- Whether any unauthorized access occurred.
- Whether the forensic conclusion about exfiltration changed after July 28, 2025.
- The final restoration status of every affected platform.
- Any later regulatory, legal or criminal outcome.
The original “ongoing cyberattack” headline referred to reporting published in July 2025, including the July 29 TechCrunch article. There is no evidence in the cited sources that this 2025 incident was still actively disrupting Orange on August 18, 2026.
