A flexible-packaging recycling label tells you how to handle the specific package component it appears on—not necessarily the whole package. Read the material name, collection designation, geographic qualifier and preparation instructions together. If your municipality’s guidance conflicts with the label, follow the local program.
How to read a flexible-packaging label
Start by identifying the item or component named on the label. A package may combine paper and plastic, and each part can have different disposal instructions. Then check the recycling designation, any location qualifier and any instructions such as emptying, separating, flattening, or cleaning and drying the item. How2Recycle’s label explainer and Label Explorer explain its labels and categories.
A resin code or material name alone does not establish that a particular package will be collected and recycled where you live. How2Recycle says its assessment considers applicable law, collection access, sorting, technical recyclability and end markets. Local collection rules still matter.
What each designation means
| Label | What to do | Important qualification |
|---|---|---|
| Widely Recyclable | Use curbside recycling or a drop-off route, as directed on the label and by your local program. | How2Recycle defines this category by access for at least 60% of Americans and 50% of Canadians. These are program access thresholds, not recycling rates or a promise that every local hauler accepts the item. See How2Recycle’s Widely Recyclable guidance. |
| Check Locally | Look up the item on your municipality’s official recycling page or contact the program. | Access falls below the Widely Recyclable threshold; acceptance varies by location. How2Recycle explains the designation in its label explainer. |
| Store Drop-off | For qualifying polyethylene (PE) film in the United States, take it to a participating retail collection point. Keep it out of curbside recycling unless your local program explicitly accepts it. | The designation does not cover every flexible pouch, mailer or film item. Follow the printed instructions and local rules. Details: Store Drop-off: US Only. |
| Not Yet Recyclable or Do Not Recycle | Put the package or identified component in the trash, following the label’s instructions. | How2Recycle uses this language for items with limited access or substantial sorting, reprocessing or end-market challenges. Label wording and design are transitioning, so follow the wording actually printed on your package. See How2Recycle’s Not Yet Recyclable guidance and its February 2024 technical guidelines. |
What Store Drop-off means for plastic film
Store Drop-off is a collection route for qualifying PE film in the United States, not a general instruction to take any flexible package to a store. How2Recycle lists eligible applications that may carry this label, including grocery and produce bags, bread bags, stretch wrap, newspaper bags, compatible plastic mailers, paper-product wraps and cereal bags. These are examples of packaging types where qualifying items may be found; not every item in those categories qualifies.

Prepare the item as directed
How2Recycle’s Store Drop-off guidance says the film should be clean and dry. For plastic mailers, its FAQ says to remove the paper label fully. Apply those instructions to the items they cover; for other flexible packaging, follow its printed directions and verify what the collection point accepts. The How2Recycle FAQ addresses mailer preparation.
Find and verify a collection point
How2Recycle reports that its Flexible Film Recycling Alliance partnership directory lists over 60,000 retail and municipal drop-off locations nationwide, according to its current FAQ accessed in 2026. That is the program’s reported directory count, not an independent audit or confirmation that a particular store currently accepts your item. Search the directory and check the store’s current bin guidance before making a trip; collection listings and participation can change. You can also check your municipality’s official recycling page.

Where geography changes the instructions
How2Recycle says Store Drop-off is available only in the United States. In Canada, a package carrying this label in the US is treated as Widely Recyclable, but local municipal rules still determine whether and how it is collected. For other labels, too, use the local program’s instructions when they differ from national label guidance: collection access is not uniform.
