What DOGE’s Treasury Payment-System Access Involved—and What the Evidence Shows

GAO’s preliminary results found one Treasury DOGE team employee had access to three Bureau of the Fiscal Service payment systems between January and February 2025. The finding does not establish misuse or direct access by Elon Musk.

In early 2025, a Treasury Department DOGE team employee had access to three payment systems operated by the Bureau of the Fiscal Service (BFS), according to preliminary results in a 2026 Government Accountability Office (GAO) report. That finding does not establish that Elon Musk personally accessed the systems, that all DOGE-affiliated personnel had the same access, or that payment information was misused.

What Treasury systems were involved?

The systems belonged to the Treasury Department’s Bureau of the Fiscal Service, which carries out federal payment operations. The dispute concerned DOGE team personnel’s access to sensitive government payment systems and data—not a verified finding that Musk personally logged in or operated them. Treasury’s description of the payment-system context provides background on BFS’s role.

GAO’s 2026 report gives a specific, limited result: its preliminary work found that one Treasury DOGE team employee had access to three BFS payment systems between January and February 2025. GAO describes the work as ongoing, so this should be read as a preliminary audit finding, not as a final account of every person’s access or permissions. Read GAO’s report and preliminary results.

What did access mean for federal payments?

The available finding establishes access to systems; it does not, by itself, establish what actions the employee could take within each system. The reviewed evidence does not answer whether that employee could initiate, change, or stop particular payments. It also does not establish that payment data was altered, disclosed, or otherwise misused. Access and the risks it can create are distinct from proof of an action or outcome.

What did the courts require?

February 2025: restrictions and questions for Treasury

In February 2025, a federal court restricted access by covered DOGE-affiliated personnel and required Treasury to provide information about security training, personnel vetting, mitigation measures, legal authority to employ or detail the personnel, and reporting relationships. GAO describes a full injunction against DOGE team access to Treasury payment information and systems from February 8 through April 11, 2025. The February court order and GAO’s account of the injunction period document those measures.

April and May 2025: conditional access

On April 11, the court partially modified its injunction to permit access under specified conditions. A later court record describes a framework allowing access when the required vetting, training, hiring, reporting, and mitigation procedures were followed. The change was not an unrestricted authorization: access remained subject to the stated conditions. See the April 11 order and the later court record.

What did GAO recommend?

GAO identified a need for Treasury policy defining minimum screening requirements for personnel who receive broad access to BFS payment-system data. This is a control-policy finding: it points to the need for clearly defined screening standards. It is not evidence that the employee misused data or that a breach occurred. Where does the case stand?

A September 2026 court order asked the parties to address whether live issues remained in light of DOGE’s apparent dissolution. That procedural request does not itself dismiss the case or decide that all claims are moot. The court record reviewed here therefore supports describing the case as unresolved at that point, rather than claiming a final disposition.
