What Can Ireland’s 2026 EU Presidency Do for Irish Small Businesses?

Ireland’s six-month EU Council Presidency can influence policy discussions, but direct advice and funding come through business-support agencies such as Local Enterprise Offices.

Ireland’s rotating Presidency of the Council of the European Union can put issues such as business competitiveness on the agenda, chair negotiations and help Member States seek agreement. It cannot award a grant to your business or change EU law by itself. Ireland holds the Council Presidency from 1 July to 31 December 2026; for direct business advice or funding, contact your Local Enterprise Office (LEO) or check whether Enterprise Ireland supports fit your circumstances.

What the EU Presidency is—and what it is not

The Irish Presidency is the rotating chair of the Council of the European Union, where ministers from EU Member States meet. It is not the Presidency of the European Council, a separate institution, and it is not the European Commission.

Ireland’s six-month term runs from 1 July through 31 December 2026. Its stated broad priorities are competitiveness, values and security. During the term, Irish ministers chair most Council meetings, organise work within the agreed programme and work with the other countries in the Presidency trio to maintain continuity.

The chair is expected to act as a neutral “honest broker”: it can help move discussions along and look for compromises acceptable to Member States, rather than simply advancing Ireland’s national position.

What that could mean for a small business

Business concerns may get more political attention

Competitiveness is one of Ireland’s announced priorities. That can give business conditions visibility in Council discussions and Presidency events, but attention is not a policy change, a new entitlement or a promise that a particular small-business concern will be adopted.

Negotiations on relevant EU files may progress

The Presidency can chair discussions and try to broker agreement on pending proposals that affect the business environment. It does not decide the outcome alone. The Council adopts legislation and, for most EU laws, the European Parliament is a co-legislator; many measures also begin with a European Commission proposal. A file may take longer than Ireland’s six-month term to negotiate. A Presidency can help advance work, but it cannot guarantee enactment during its term or control what happens after the chair rotates.

Businesses can raise practical concerns, usually through representative channels

Business associations, sector organisations and other stakeholders can use consultations and engagement opportunities to explain how policy proposals affect firms. Ireland’s published Presidency programme includes stakeholder engagements, but it does not establish a guaranteed individual consultation route for every SME or a right to have a request acted on.

For advice and supports in Ireland, the Department of Enterprise points SMEs to their Local Enterprise Office. Enterprise Ireland’s funding and grants page includes a finder for businesses that may fit its programmes. Neither is a grant service run by the EU Presidency, and not every small business will qualify.

Digital supports to ask your LEO about

Digital for Business

The LEO describes Digital for Business as a support for small enterprises with 1 to 50 paid employees. Stated conditions include being established and trading for at least six months, registered and operating in the relevant LEO area, solvent, and not currently an Enterprise Ireland or IDA client. The support can involve analysis of existing digital systems, identifying gaps, exploring improvements and guidance on implementation. Check the current requirements with your LEO before relying on eligibility: Digital for Business support.

Grow Digital Voucher

The Grow Digital Voucher is described as support for eligible off-the-shelf software subscriptions that are new to the business, for up to one year. The LEO eligibility page says an applicant must have completed a Digital for Business project within the previous two years, as well as meet other conditions. It is not a general reimbursement for any software purchase or custom website work. Where to start if you need help now

  1. Contact your Local Enterprise Office. Explain your business’s location, size, sector and trading history, and ask which advice, mentoring, finance or development supports may fit. LEOs are the practical first point of contact for many small firms.
  2. Check programme conditions before spending. For digital supports, confirm eligibility, approval requirements and current scheme terms directly with the LEO before committing money.
  3. Use Enterprise Ireland’s finder if its support may fit. Review the funding and grants options and confirm suitability with the agency; its programmes are not universal small-business entitlements.
  4. For policy concerns, speak through relevant business channels. A sector body or business association may be better placed to raise an issue in consultations or stakeholder engagement than an individual firm approaching the Council Presidency.
