Brazil’s trade ties can affect a company’s sourcing costs, export opportunities and regional expansion plans, especially through Mercosur. But a trade agreement or bloc-level statistic does not guarantee a lower tariff for a particular shipment: the product, origin, destination and agreement status on the transaction date all matter.
How much of Brazil’s trade is with Mercosur?
Mercosur is a significant regional channel, but it is not the whole of Brazil’s trade. Brazil’s Ministry of Foreign Affairs reports the following figures for 2024; its Mercosur totals exclude Bolivia.

Brazil represented 41.6% of Mercosur intrazone trade in the ministry’s 2024 data through September. Vehicles, soy and electricity featured in trade within the bloc. These figures establish the region’s importance at an aggregate level; they do not predict demand or sales for an individual business.
For a broader but older comparison, the ministry reported US$684.5 billion in Mercosur trade with the world in 2023, including US$379 billion in exports. The bloc’s leading export destinations that year were China (29%), the European Union (14%) and the United States (12%). These are bloc-wide 2023 figures, not a current ranking of Brazil’s own trading partners.

Why the wider trade pattern matters
Regional commerce sits alongside substantial trade with markets outside Latin America. In the same 2023 Mercosur snapshot, soybeans accounted for 13% of exports, petroleum 12% and iron ore 6%. Petroleum oils, petroleum and potassium chloride were among the leading imports. For a business, this is a reminder to assess both regional suppliers and customers and the bloc’s links to global commodity and input markets; the figures alone do not establish the best source or destination for a particular product.

The August figures are preliminary monthly values, not consolidated results or forecasts. The ministry’s statistics page distinguishes preliminary recent-month data from consolidated monthly reports and historical series, so compare like periods and release types when assessing a market.
What Mercosur’s tariff treatment does—and does not—cover
Brazil’s Ministry of Foreign Affairs says Mercosur’s tariff-liberalization program reduced import duties to zero for most goods traded within the bloc. “Most” matters: sugar and automobiles remain outside the free-trade treatment described on the ministry’s page. The bloc’s common external tariff is generally lower for inputs and higher for products with more value added.

That broad framework can inform early sourcing and market-entry comparisons, but it is not a tariff quote for a particular shipment. Do not assume a product qualifies because both countries are associated with Mercosur or because an agreement appears on an official list. Confirm the applicable tariff classification, origin requirements, destination, effective date, documentation and national implementation before using a preference in a landed-cost calculation or customer quote.
How to read Brazil’s agreement network
Agreement status varies. Siscomex’s official table distinguishes arrangements in force from negotiations and other process stages. Examples listed as in force include Brazil–Argentina and Mercosur arrangements involving Bolivia, Chile and Colombia; Mercosur–Canada and Mercosur–South Korea are shown as under negotiation. Check the live table and the relevant legal and customs materials for the transaction date rather than relying on a static list.

Brazil’s Ministry of Finance reported in its March 2026 monitor that countries with agreements or advanced negotiations were related to approximately 56% of Brazil’s inward foreign direct investment stock in 2024 and 33% of exports in 2025. The monitor combines countries associated with ratified agreements, agreements in ratification and advanced negotiations. These are measures of network reach, not estimates of tariff savings or proof that every included trade flow receives preferential treatment.
Agência Brasil reported on July 3, 2026, that Brazil deposited its instruments of ratification for the Mercosur–EFTA and Mercosur–Singapore agreements on June 30, completing Brazil’s ratification steps. That report alone does not establish that all parties had completed their steps or that either arrangement was in force for a specific shipment. It also reported that Brazil–EFTA trade totaled US$7.8 billion in 2025, including US$3.8 billion in Brazilian exports, which were up 22.9% from 2024. Those are 2025 figures, not current-year totals. The report said a Mercosur–Japan public consultation on a possible agreement had been launched.

How businesses can assess a specific trade opportunity
Use the agreement network as a starting point for due diligence, not as a substitute for a product-level check. A practical sequence is:
- Define the transaction. Identify the exact goods, proposed tariff classification, country of origin, destination and expected shipment date. Agreement treatment depends on the transaction, not just the company’s regional footprint.
- Check the agreement’s status for that date. Consult Siscomex for the listed stage, then verify effective dates and implementation with the relevant agreement text and customs authority. Distinguish an arrangement in force from one being ratified or negotiated.
- Verify product coverage and origin. Check the applicable tariff schedule, any product exclusions or special treatment, rules of origin and supporting documentation. Broad government summaries do not settle eligibility for a particular SKU.
- Build the landed-cost comparison. Use the confirmed duty treatment alongside the other costs relevant to the shipment. Do not apply a preferential rate in a quote or model until the classification, eligibility and required evidence have been checked.
- Compare market evidence on matching periods. Use current, product- and partner-specific data where available; label whether figures are preliminary or consolidated and keep national data separate from bloc-wide statistics.
Brazil’s Comex Stat is a practical government starting point for goods-trade research. The government describes it as free, available without registration, updated monthly and offering detailed export and import data from 1997. It can help identify historical flows by product and partner, but trade data is not a forecast of a company’s obtainable sales.
What the available figures cannot decide
The published summaries above do not establish product-specific tariff rates, rules of origin, customs documentation, services-trade commitments or company-level outcomes. A business evaluating services, a specific SKU or a particular customs claim needs the relevant agreement text, tariff schedule and customs authority for the partner and product. Treat country-level investment and export coverage as context, not as proof of commercial eligibility or a guaranteed return.
