For refineries equipped to process heavy, sour crude, the leading alternatives to Venezuelan grades are Canadian heavy oil-sands blends—particularly Western Canadian Select (WCS)—and Mexican Maya. WCS and Venezuelan Merey have been described as close substitutes for complex heavy-crude refineries, but that broad comparison does not make them interchangeable cargo for cargo. The right choice depends on the refinery’s assay limits, processing units, logistics and the value of the products it can make.
What makes a crude oil a workable substitute?
A crude grade is not a replacement simply because it is heavy. Refiners need to compare a supplier’s current assay—the detailed description of the crude’s properties—with their own unit limits and operating economics.
- Gravity and distillation: API gravity and the distillation curve indicate how light or heavy the crude is and how its fractions are distributed.
- Sulfur, metals and contaminants: Sour crude requires enough sulfur-removal capacity; metals and other contaminants can also affect processing and yields.
- Conversion and treating capacity: Cokers or hydrocrackers can turn more heavy residuum into higher-value products. Hydrotreating capacity matters when processing sour grades. A simpler topping refinery has fewer options for handling the heaviest fractions.
- Blending and crude slate: Blending with other crude can help manage feed properties, but it cannot guarantee compatibility or erase the differences between grades.
- Delivered economics: Compare purchase and transport costs with expected yields, processing expenses, sulfur-compliance costs and demand for the resulting products. A lower posted price may not mean a better feedstock at the refinery gate.
Those factors are why a refinery-specific yield model and current supplier assay are needed before treating two grades as substitutes.

WCS is especially established as an option for U.S. refiners, while Maya remains a relevant grade to evaluate for Gulf Coast facilities. Neither label alone answers whether a particular cargo can be processed profitably.

How should a refinery compare candidates?
- Set the refinery’s limits. Identify acceptable assay ranges, unit constraints, sulfur-removal capacity, crude-slate needs and target product yields.
- Obtain current grade-level data. Review the supplier’s assay and blend specification for the actual cargo or stream rather than relying on a general description of “heavy” crude.
- Model yields and operating costs. Estimate product output and processing requirements using the refinery’s own configuration and market for products.
- Confirm the route and delivered offer. Check pipeline or marine access, any diluent needs and transport charges, then compare the delivered cost with expected value at the refinery gate.
- Recheck market conditions before committing. Availability, export policy, sanctions and licensing conditions, prices and transport routes can change. Confirm current conditions for the procurement period.
What the available figures do—and do not—show
The Canadian Association of Petroleum Producers gives WCS a typical range of 19 to 22 degrees API on its page accessed in 2026. That is a general characterization, not a substitute for the assay of a specific cargo or current blend specification.
The Canada Energy Regulator reports that 159 thousand barrels per day of heavy crude flowed into central Canada on the Enbridge Mainline system in 2024. This is central Canadian flow context, not a measure of supply to Gulf Coast refineries.
