Online casinos are remote gambling services that let people play casino games over the internet using a website, app, phone, television or another connected service. They commonly offer slots, roulette, blackjack and poker. Whether a particular site may legally serve you—and what protections apply—depends on the rules and licence for your location.
What an online casino is
An online casino is not a physical venue; it is a service that provides casino-style gambling remotely. The UK Gambling Commission’s definition of remote gambling includes services delivered through websites, mobile phones, television and other online services, and its examples of casino games include poker, roulette, blackjack and online slots. How online casinos work
Players access games through an online service on a connected device. The exact technical setup can vary. The regulator guidance cited here does not establish one universal game system, payment method or software arrangement, so a site should not be assumed to use a particular technology just because it calls itself an online casino.
In Great Britain, licensed operators must meet applicable remote technical standards. The Gambling Commission cautions that those standards should not be treated as a general measure of a service’s reliability, quality or security. A licence is relevant evidence of regulatory oversight, not a guarantee that every feature or experience will meet an individual player’s expectations. Are online casinos legal where you live?
There is no single worldwide answer. Laws and licensing systems vary by jurisdiction, and a licence issued in one place does not by itself establish that an operator may serve customers everywhere. Check the rules of the place where you live and use the relevant regulator’s official information.
Great Britain
Operators serving consumers in Great Britain need the appropriate Gambling Commission licence, including businesses based abroad. The Commission identifies poker, roulette, blackjack and online slots among remote casino offerings. UK Gambling Commission: Remote gambling and software technical standards

Spain
Spain’s gambling regulator says licensed operators have met legal and technical requirements, and may offer only regulated gambling activities. It describes protections that include clear game rules, fair play, secure deposits and payments, and identity and age verification. These statements concern Spain’s framework, not a worldwide guarantee. Spanish Directorate General for the Regulation of Gambling: Licences and authorizations
New Zealand
New Zealand is transitioning to a new online casino framework. The Department of Internal Affairs says the Online Casino Gambling Act is in force; qualifying existing providers may continue until 1 December 2026, up to 15 operators will be selected to apply, and licences are expected to begin from early 2027. These dates describe New Zealand’s stated transition and may change. New Zealand Department of Internal Affairs: Online casino gambling Online Casino Gambling Act 2025

How to check whether an online casino is licensed
- Find the regulator for your location. Start with the official gambling regulator or government site, rather than a casino’s own description of its licence.
- Check the regulator’s register or licensing information. Confirm that the operator’s legal name matches the site you are considering.
- Check what the licence covers. Confirm that the authorisation applies to the operator and the specific games or gambling activities offered; a licence for one activity or jurisdiction should not be assumed to cover another.
- Review the local protections and complaint route. Look for the rules on identity and age checks, payments, player safeguards and how to raise a dispute. A logo alone does not establish that a licence is current or relevant to you.
For example, Spain’s regulator describes protections attached to its licensed operators, while New Zealand’s future regime is expected to include a public register and a unique registration icon. New Zealand’s Department of Internal Affairs also says unlicensed platforms do not provide the same player protections. Regulation can set requirements for matters such as clear rules, fair play, payment handling, identity checks and age verification. The protections available—and the authority responsible for enforcing them—depend on the relevant jurisdiction. Do not assume protections described by one regulator apply to a site serving customers elsewhere.

Gambling also involves the possibility of losing money. The Philippine regulator PAGCOR advises players not to treat gambling as a source of income, to set session time limits, not to borrow or use all available resources, and not to chase losses. It also describes online self-exclusion and support contacts. These are PAGCOR’s recommendations for the Philippines; people elsewhere should look for local support and exclusion services.
