VPN Ban Could Cost Pakistan’s IT Industry $1 Billion, Warns P@SHA

P@SHA’s $1 billion first-year loss warning was a forecast, not a verified result. Pakistan’s reported policy path moved from possible VPN blocks toward provider licensing.

A blanket VPN ban could cost Pakistan’s IT industry $1 billion in its first year, Pakistan Software Houses Association (P@SHA) chairperson Sajjad Mustafa Syed warned in November 2024. That figure is an industry forecast, not a verified loss. Pakistan’s policy debate subsequently shifted from a proposed block on unregistered VPNs toward provider licensing, but the available reporting does not establish the enforcement position as of October 4, 2026.

What is behind P@SHA’s $1 billion warning?

On November 22, 2024, The News reported Syed’s warning that a VPN ban could cause a $1 billion loss in the first year, followed by further declines in later years. The report did not provide a calculation method or independent validation, so the figure should be read as P@SHA’s forecast rather than a measured or realized loss. The News report.

Syed also attributed preliminary findings to a 30% drop in orders and estimated that 200,000–300,000 jobs could be at risk. The report did not identify an underlying study or explain how those estimates were produced; they are separate claims, not evidence establishing the $1 billion figure. The News report.

The concern is that IT firms and freelancers rely on VPNs for secure access to client systems and services. A restriction could disrupt that access, but the available reports do not quantify the effect of each proposed policy approach or demonstrate that the forecasted losses occurred.

How large did P@SHA say the sector was?

In 2024, Business Recorder reported P@SHA’s claims that Pakistan’s IT exports had reached $3 billion, were growing by an average of 30% annually, and could reach $15 billion within five years if policy remained supportive. Syed also said VPN restrictions could add $100–$150 million to annual operating costs. These are association claims reported in 2024, not current official export statistics or independently validated forecasts. Business Recorder report.

The figures describe different things: the $1 billion is a projected first-year loss under a ban; the $100–$150 million is a possible annual operating-cost increase; and the export and growth figures describe P@SHA’s account of sector scale and ambition. They should not be combined into one estimate.

Did Pakistan ban VPNs?

The policy record in the cited reporting describes proposals and regulatory steps, not evidence that a nationwide blanket VPN ban took effect. On September 10, 2024, the Pakistan Telecommunication Authority (PTA) said VPNs were not being blocked at that time. It encouraged companies, freelancers and banks to register their IP addresses so they could maintain continuity during possible disruptions. PTA statement.

In November 2024, reports described a government direction to block unregistered VPNs, citing security concerns. The News report and Dawn report. On December 1, APP reported that PTA had decided against a blanket ban after the Law Ministry reportedly concluded that the Prevention of Electronic Crimes Act (PECA) 2016 did not authorize one; APP described the law as allowing blocks on specific online content. Later steps focused on licensing providers. Dawn reported on December 24, 2024 that a licensing category for local VPN providers carried obligations that could include providing requested information and lawful-interception equipment in specified circumstances. Dawn report. On February 24, 2025, APP reported that PTA had started licensing VPN service providers under the Class License for Data Services and approved two applications. APP report.

Those reports establish developments through February 2025, not which VPN services are blocked or which providers hold licenses on October 4, 2026. Current enforcement and licensee status should be checked against the latest PTA notices.

Why did Pakistan move toward VPN registration and licensing?

The cited reports present a tension between government security and oversight concerns, on one side, and dependable access for businesses and freelancers on the other. The PTA’s September 2024 statement proposed IP registration for institutional users as a continuity measure during possible disruption. Later reporting described licensing as a way to regulate local providers, with information-sharing and interception obligations in specified circumstances.

These approaches are not interchangeable. A blanket block on unregistered services would place the greatest immediate pressure on users unable to qualify for or complete a registration route. IP registration could help named organizations preserve access, but the cited reports do not establish how comprehensively it would cover freelancers or smaller firms. Provider licensing adds oversight obligations for licensed businesses, while firms still need secure access that meets international clients’ requirements. The available sources do not measure the outcomes of these approaches or establish how client requirements would be handled.

What does the warning mean for IT businesses and freelancers?

P@SHA’s central argument is that restrictions could threaten continuity in a sector dependent on secure connections with overseas clients. Syed put the balancing point this way: “We must safeguard national security without jeopardising the operational needs of Pakistan’s IT sector, which is vital for the country’s economic growth,” he concluded. The News report.

For a business assessing exposure, the practical questions are whether its client work depends on VPN access, whether it has followed any applicable PTA registration or licensing requirements, and whether it has confirmed the current rules with PTA or qualified local counsel. The historical notices and reporting explain how the debate developed; they are not a substitute for confirming current requirements.
