Effective July 1, 2026, Verizon lists an Administrative and Telco Recovery Charge of $3.78 per voice line or $3.97 per data-only line, a Regulatory Charge of $0.21 or $0.02 respectively, and a Federal Universal Service Charge of 38.8% of applicable interstate and international telecommunications charges. Taxes, service address, plan type, discounts and line count determine the final impact.
The two fixed Verizon surcharges total $3.99 per affected line before the variable universal-service charge and location-based taxes. The administrative charge is Verizon’s own surcharge—not a government tax—and it is assessed per line.

Verizon publishes these figures at its important plan information page. The 38.8% is not applied to your entire bill; it is calculated against the qualifying telecommunications-charge base, which may be much lower than the total shown on your statement.
What changed on July 1, 2026?
Verizon’s current information confirms the amounts and the 38.8% rate effective July 1, 2026. That publication alone does not prove that every customer received the same increase, or that the Administrative and Telco Recovery Charge itself rose for every account. A higher total can instead result from a tax change, a lost discount, a device change or a new add-on.

Verizon says taxes, government charges and surcharges can add roughly 14% to 56% to standard monthly access and other charges for affected services, depending on plan, location and account composition. That is a broad range, not a universal surcharge percentage.
Is the Administrative and Telco Recovery Charge a tax?
No. Verizon describes it as a Verizon wireless charge that it retains to recover administrative, telecommunications and regulatory-compliance costs. It appears near taxes and government fees, but it is not imposed by the government. Verizon also says the charge is applied per line. Its surcharge explanation says the charge is not new; Verizon renamed the administrative charge effective June 3, 2022.
The label does not reveal Verizon’s internal cost allocation or profit margin. It only establishes how Verizon characterizes the charge and how it bills it.
How a family account is affected
Four affected voice lines would produce $15.12 in Administrative and Telco Recovery Charges ($3.78 × 4) plus $0.84 in Regulatory Charges ($0.21 × 4), for a fixed subtotal of $15.96 per month. The variable universal-service charge and taxes would be additional.

Why your total bill can rise even when the plan rate does not
Separate the advertised monthly access charge from everything added to it. Common causes include:
- A higher Federal Universal Service Charge rate or qualifying charge base.
- A Verizon surcharge adjustment.
- State, local or service-address tax changes.
- An expired Auto Pay, bundle, loyalty or promotional credit.
- A new device payment, insurance plan, perk or third-party content charge.
- A prorated activation, upgrade, setup or equipment charge.
- A disconnected service or carryover balance appearing on the statement.
Verizon’s bill guidance lists equipment changes, disconnected services, content charges and carryover amounts among reasons a bill can increase. Compare the current and prior statements rather than assuming the plan price changed.
Who may be treated differently?
Billing depends on the exact plan and account configuration. Verizon identifies exceptions or different treatment for several products:
- Verizon Wireless Home Internet and certain 5G Home Internet and LTE Home Internet arrangements are treated differently; Verizon’s surcharge page identifies 5G Home Internet and LTE Home Internet as exceptions to the listed increase.
- Verizon One plans describe taxes and fees as included under the stated terms. Verizon’s comparison page shows a $70-per-month price with Auto Pay for the cited offering.
- Certain Simplicity-plan arrangements associated with Verizon One may have separate treatment.
- Prepaid products have their own disclosures, taxes and activation rules.
Do not infer exemption from the brand name alone. Check the plan label, line type and service address on your account.

Does price lock prevent a higher bill?
Not necessarily. Verizon’s customer agreement allows changes to prices or terms with notice while treating taxes, government charges and surcharges separately. A price-lock promise may protect an advertised plan rate without freezing taxes, government fees, Verizon surcharges, add-ons, equipment payments or lost credits. Read the specific guarantee and its exclusions rather than treating “price lock” as a promise that the total invoice can never change.
How to audit your Verizon bill
- Open the current bill and the immediately preceding bill in My Verizon.
- Compare the plan or monthly access charge line by line.
- Search both statements for “Administrative and Telco Recovery Charge,” “Regulatory Charge,” “Federal Universal Service Charge,” state and local taxes, device payments, insurance, perks and third-party services.
- Multiply any per-line change by the number of affected lines. A $3.99 fixed subtotal is per line, not per account.
- Check whether the statement covers a prorated period or includes an activation, upgrade or equipment charge.
- Review notices in the bill, email and My Verizon for the effective date and explanation.
- Ask Verizon support to identify the exact changed line item, applicable line and effective date.
- Compare the all-in total with alternatives, including taxes, fees, device financing and lost credits.
Verizon says the service address for each line helps determine taxes, government charges and Verizon surcharges, so two accounts with the same plan can have different totals.

Stay on Verizon postpaid
This can be sensible if you use device financing, promotional bill credits, multi-line discounts, premium data, international features or postpaid account support. Before switching, calculate the value of remaining device credits and confirm that a new plan preserves the benefits you actually use.
Consider a Verizon taxes-and-fees-included plan
Verizon’s comparison page (verizon.com/plans/compare) describes Verizon One at $70 per month with Auto Pay and taxes and fees included. Verify availability, whether the price is per line or for a particular configuration, Auto Pay requirements, benefits, data priority, hotspot and international service, and whether legacy discounts or device promotions transfer.

Consider Verizon Prepaid
Verizon’s cited prepaid disclosures list examples of 15 GB for $45 per month, Unlimited for $60 and Unlimited Plus for $70, with possible Auto Pay discounts. The disclosures show no provider monthly fees for the cited plans, but government taxes vary and a $35 activation fee is listed for those examples. See Verizon’s prepaid disclosures and prepaid plan page. Compare priority, roaming, hotspot, device financing and family pricing before moving.
Consider Visible
Visible advertises unlimited plans on Verizon’s network without a contract. It may fit a single-line customer seeking simpler pricing, but network priority, roaming, hotspot, international benefits and customer support differ from Verizon postpaid. Verizon device credits generally must be accounted for before a move.
Consider T-Mobile Prepaid
T-Mobile’s prepaid disclosures list a cited unlimited plan at $50 for one line and a higher tier at $65, with provider monthly fees included and government taxes varying by location. See T-Mobile’s broadband consumer facts. Coverage, performance, roaming and activation terms should be checked at your locations before choosing a lower headline price.
Compare the all-in cost, not the headline rate
For each option, add the monthly access price, taxes and surcharges, device payments, insurance, activation costs and any required Auto Pay or prepaid commitments. Then subtract discounts that are certain to continue. A plan that looks cheaper can cost more after forfeited device credits, reduced hotspot or roaming, lower network priority, or a one-time activation fee.

The Bottom Line
The practical question is not simply whether Verizon changed its advertised plan price. Identify the line item that changed, multiply per-line surcharges across the account, and compare the resulting all-in bill with plans whose taxes and fees are included or disclosed more clearly.
