What Amendment B would change
Utah lawmakers approved Amendment B for the November 3, 2026 ballot. As described in current coverage, it would set a 60% passage threshold for a citizen initiative that imposes a new tax, expands or increases an existing tax, or makes a specified property-tax-rate change: one that decreases the rate by less than it otherwise would under current law. How the 2018 initiatives compare with 60%
The opposition campaign, Utahns Protecting Our Constitution, points to three 2018 initiatives as examples of measures that received less than 60% support. The reported percentages below come from 2026 coverage; the official statewide canvass is also available from the Utah Lieutenant Governor’s Office.

The percentages are reported by The Salt Lake Tribune and Utah News Dispatch. All three initiatives passed under the rules in force in 2018. The arithmetic shows that their vote shares were below 60%; it does not, by itself, establish that Amendment B would have applied to each measure. The campaign’s claim that Medicaid expansion and medical marijuana would have failed is conditional on both the proposed rule applying to them and the past results being assessed under that rule.

What supporters and opponents argue
Supporters: broader agreement for tax increases
Amendment B sponsor Sen. Lincoln Fillmore and Utah Taxpayers Association president Billy Hesterman argue that initiatives raising taxes should have support beyond a bare majority. Fillmore framed the issue as whether 50.1% should be able to raise taxes on the other 49.9%, or whether such a decision should require broader consensus. Fillmore and Rep. Jason Kyle described Amendment B as leaving the decision with voters while requiring broader agreement for a statewide initiative to raise taxes on families. Opponents: a higher bar for citizen initiatives
Elizabeth Rasmussen of Better Boundaries and Utahns Protecting Our Constitution argues that raising the threshold makes the citizen initiative process harder and weakens a tool voters can use to check government. She also questioned how broadly the proposal’s tax language might be applied; that is her concern, not an established account of how future officials would interpret it. What one September poll found
Utah News Dispatch reported that a Noble Predictive Insights poll found 50% of Utah voters supported Amendment B, 21% opposed it, and 23% were unsure. The poll surveyed 602 registered voters from September 8–12, 2026, and reported a margin of error of ±3.99 percentage points. These figures are a time-bounded snapshot, not a prediction or election result; they are reported in the September 28 Utah News Dispatch article.
