Apple’s potential benefit is tied largely to its US investment and supply-chain commitments; Nvidia faces separate import-tariff rules and export-license restrictions. For either company, the actual effect depends on the product, its origin, its use, and the rule in force when it crosses the border.
What the US-China tariff deal actually covers
“US-China tariff deal” describes a sequence of actions, not one settled schedule that removes tariffs across the technology sector. The key distinction is between tariffs that were temporarily suspended, duties that remained in place, and product-specific reductions still subject to implementation.

These measures do not all work the same way. A suspension pauses specified additional tariffs for a period; a retained rate remains payable; an exclusion applies only to specified products or uses; and an export license permits an otherwise restricted transaction rather than lowering an import duty. Tariffs under separate programs may also apply unless an operative rule says they do not.
Did Apple get a tariff exemption?
No public evidence cited here establishes a blanket, company-specific tariff waiver for Apple products. The documented Apple policy measure is its commitment to increase US investment to $600 billion over four years and expand domestic manufacturing and supply-chain activity. That is a significant industrial-policy commitment, but it does not, by itself, change the customs treatment of an iPhone, Mac, component, repair part, or piece of manufacturing equipment. Why Apple could still benefit
- A less severe or more stable tariff environment can reduce uncertainty for products and components that remain exposed to China-related duties.
- More US sourcing and manufacturing could make parts of Apple’s supply chain more resilient and may align with policy programs that favor domestic capacity.
- Production diversification can change a product’s country-of-origin analysis, but assembly outside China does not automatically settle origin; the facts and applicable customs rules matter.
What the commitment does not prove
It does not show that China-assembled iPhones are exempt, that devices assembled in India or Vietnam receive a particular rate, or that Apple imports qualify for semiconductor tariff offsets. Finished devices, components, and production equipment can have different classifications and treatment. A claimed exemption would need to be supported by the applicable customs notice or other operative rule, not inferred from the investment announcement.
What the rules mean for Nvidia
Nvidia’s exposure has two distinct parts: US import tariffs on certain chips and US export controls on sales to China. Relief in one area does not resolve the other.

US tariffs on advanced computing chips
The January 2026 Section 232 action sets a 25% duty on a narrow class of covered advanced computing chips, with Nvidia’s H200 identified as an example. The duty took effect for covered products entered for consumption from January 15, 2026, unless an exclusion or modification applies. The proclamation provides exclusions for qualifying uses including US data centers, repairs or replacements in the United States, research and development, startups, certain consumer and civil-industrial applications outside data centers, public-sector applications, and other uses determined to strengthen the US technology supply chain. The exact classification, entry circumstances, and documented end use matter; this is not a general Nvidia exemption.
The proclamation also leaves room for possible broader semiconductor tariffs and a tariff-offset program linked to domestic manufacturing. Those possibilities should not be confused with duties already imposed on every semiconductor import.

China sales require export-control permission
A US license allowing Nvidia to sell a particular chip to China is an export-control decision, not a tariff cut. The available materials do not establish that Nvidia can freely sell all AI chips to China or that any permission is permanent. Product scope, performance limits, destination restrictions, and license conditions can constrain a sale, while Chinese procurement or security rules can affect whether buyers can use the product.
The Associated Press reported that Nvidia and AMD agreed to provide the US government 15% of revenue from certain China chip sales as part of obtaining export licenses. Treat that as a reported arrangement tied to certain sales, not as a universal statutory rate or a term established here by the underlying license documents. Associated Press report.

Which other technology companies may gain or lose?
The impact is uneven. A company’s exposure turns on what it imports or exports, where goods originate, how they are used, and whether it can meet documentation requirements.

- Identify the exact product and tariff classification. A chip, a finished device, a component, and manufacturing equipment can fall under different provisions.
- Establish country of origin. The place of assembly alone may not resolve origin, particularly when goods contain inputs from several countries.
- Check every applicable tariff program. Confirm whether the shipment faces a retained bilateral rate, Section 301 or Section 232 duties, ordinary customs duties, or other trade remedies. Do not assume one suspension removes duties imposed under another authority.
- For covered chips, verify end use and exclusion eligibility. The importer should be able to substantiate the qualifying use and meet the proclamation’s requirements.
- Confirm the effective date and operative customs instructions. A political announcement or agreement in principle may precede the legal notice or customs implementation that determines treatment at entry.
- Keep supporting records. Misclassification or inadequate proof can lead to delayed clearance, additional duties, audits, or penalties.
The same chip can receive different treatment depending on whether it is imported for a qualifying US data center or for another purpose. Likewise, a company’s US investment does not itself determine the tariff classification or origin of its imports.
What remains unresolved
- The precise product list and customs schedule for the May 2026 reciprocal-reduction framework, including whether it covers semiconductors, finished electronics, or both.
- Whether that framework becomes a binding, implemented tariff schedule and the effective dates for any product-level cuts.
- Whether China has fully carried out the non-tariff measures associated with the broader arrangements.
- Whether the US will broaden semiconductor tariffs after the required market review, and how any tariff-offset program would operate.
- The scope, duration, and conditions of Nvidia’s China export licenses, and whether a compliance dispute could affect them.
- How long tariff suspensions and exclusions will remain available if negotiations or compliance reviews break down.
