Understanding the Chief of Staff Role: Duties, Authority and Qualifications

A chief of staff connects an executive’s priorities to coordinated action, but duties and authority vary widely. Here’s how to assess the role and its qualifications.

A chief of staff helps an executive turn priorities into coordinated work. The job commonly combines advice, project oversight, stakeholder coordination, communications and follow-through—but the title does not guarantee a standard level of authority. To understand a particular role, look at whom it supports, what decisions it can make and what responsibilities the executive has delegated.

What does a chief of staff do?

A chief of staff works closely with an executive to help that leader focus on important priorities and ensure agreed work progresses. Depending on the organization, the role may include:

  • Turning priorities into action: translating broad goals into plans, coordinating cross-functional initiatives and tracking progress.
  • Preparing decisions: gathering information, analyzing issues and preparing briefings or recommendations for the executive.
  • Coordinating people and communication: connecting the executive with internal teams and external stakeholders, and preparing or managing important communications.
  • Managing follow-through: recording decisions, assigning or tracking next steps and checking that commitments are completed.
  • Supporting the executive’s office: in some roles, organizing meetings, agendas, background materials and office operations.

Official role descriptions from Duke University and MU Health Care, for example, include strategic project management and coordination alongside operational or communications work. Duke Health’s board-facing position also includes meeting preparation and action tracking. The exact mix depends on the job.

How much authority does a chief of staff have?

The title alone does not establish whether the chief of staff manages employees, represents the executive, leads other leaders or makes decisions on the executive’s behalf. Those powers must be delegated, and the scope can differ substantially by employer.

For example, Duke University’s Office of the EVP description presents the chief of staff as an adviser, liaison, project manager and office operations lead. The University of Houston’s Chancellor/President role is described as a senior cabinet position that may lead the cabinet, represent the executive and use delegated signature authority. Those are distinct remits, not interchangeable definitions of the title.

These employer examples show why context matters: a healthcare chief of staff may need to address patient safety and regulatory readiness, while a municipal role may involve policy, budgets, performance plans and coordination across departments. Neither set of duties applies to every chief of staff.

What skills and qualifications are common?

Across the descriptions, the work calls for judgment, clear communication, discretion, relationship-building, research and analysis, prioritization, and the ability to move work across teams. A chief of staff may need to influence colleagues who do not report to them; Duke University explicitly notes the importance of influencing without formal authority.

Experience and education requirements are employer-specific. The cited descriptions set different thresholds:

These are requirements from individual job descriptions, not a profession-wide standard. The title by itself does not imply that a master’s degree or any single number of years’ experience is universally required.

  • Reporting line: Which executive does the person support, and how closely does the role work with that leader?
  • Work mix: Is the emphasis strategic advising, operations, project delivery, communications, governance or some combination?
  • Delegated authority: Can the chief of staff represent the executive, make decisions or sign on the executive’s behalf?
  • Management scope: Does the job supervise staff, oversee a budget, lead an executive cabinet or manage departments?
  • Stakeholders and sector duties: Does the role involve a board, regulators, patients, elected officials or other specialized groups?
  • Posted qualifications: Which experience and education requirements does this employer actually specify?
