What Ukraine announced
The Cabinet described the €50 million as the first tranche of an additional €100 million for the HOME project, agreed with partners at the 2026 Ukraine Recovery Conference in Gdańsk. The stated purpose is to fund eVidnovlennia housing certificates for people whose homes were destroyed. The Cabinet’s estimate is that about 2,200 families will benefit. How the €50 million fits into HOME funding
The Cabinet’s wording sits alongside a June 2026 financing announcement that describes a €100 million HOME agreement. The CEB called it a €100 million loan agreement with Ukraine, including a €50 million contribution from Italy, and separately announced a €10.7 million European Union grant. Ukraine’s Ministry for Development of Communities and Territories described the HOME continuation as €50 million from the CEB plus €50 million from Italy.
These descriptions point to a joint €100 million package, but do not reconcile precisely how the October announcement’s “first tranche” relates to the June agreement. The announcements also do not give a payment schedule. It is therefore more accurate to report that the Cabinet said €50 million had been secured than to say a new €50 million payment was made on 3 October.

What an eVidnovlennia housing certificate can do
HOME supports Ukraine’s state certificate mechanism for people whose homes were destroyed. The CEB says certificates can be used to purchase or rebuild a home. Its 2025 description also lists buying an apartment or private house, or investing in a newly constructed home, among eligible uses. These are broad programme purposes; the 3 October announcement does not set out this tranche’s eligibility tests, certificate values, application steps, or individual funding schedule. How this compares with earlier results
HOME’s first two phases
The CEB says €200 million in loans for the first two HOME phases supported more than 6,000 households with housing certificates and benefited around 13,000 vulnerable people. The household or certificate count and the number of people benefited measure different things. CEB, 11 July 2025.

The wider eVidnovlennia programme
A separate Cabinet update on 22 August 2026 said more than 88,000 families had received certificates worth UAH 112.6 billion in total; over 33,000 families had purchased homes, while 55,000 certificate holders were still awaiting funding. These figures cover the wider eVidnovlennia programme, not just HOME or the October financing. Cabinet update, 22 August 2026.
