The UK’s Modern Industrial Strategy is a ten-year plan to increase business investment and grow eight priority sectors, not a standalone AI strategy. Published on 23 June 2025, it includes AI-related commitments within a broader programme addressing technology, skills, energy costs and other conditions for business growth. The government’s figures are announced commitments and targets; they do not, by themselves, show what has been spent or what results the strategy has achieved.
What the UK announced
The government published the Modern Industrial Strategy on 23 June 2025 as a ten-year plan to increase business investment, remove barriers to growth and provide greater certainty for long-term business decisions. Its bespoke sector plans were developed with industry and describe ambitions through 2035. Business Secretary Jonathan Reynolds described it as a plan to transform investment and grow future industries.
The strategy is broader than AI policy. It combines sector plans with measures and ambitions concerning investment conditions, research and development, skills and infrastructure. AI is part of the Digital and Technologies agenda and features among the launch announcement’s technology commitments.
The eight priority sectors
The government selected sectors it says have high growth potential and are important to economic security and resilience, net zero, and regional growth.

The sector approach matters to understanding the AI headlines: technology is one strand of a cross-economy industrial plan, rather than the plan’s sole focus.
What the launch said about AI, research and skills
The government’s 2025 launch release said more than £2 billion would drive the AI Action Plan over the Spending Review. It also set a target of £22.6 billion in annual research and development spending by 2029–30. These are an announced commitment and a target, respectively—not evidence that the money has already been spent or that the target has been met.

The same release referred to £187 million for training one million young people in technology skills. That is a government-published figure for the skills strand, not a measure of training completed.
For a separate AI plan, the useful distinction is one of scope and instrument: the Modern Industrial Strategy coordinates policy across eight sectors, while AI-focused measures sit within that wider framework. The strategy’s ten-year horizon and sector visions through 2035 are also different from judging whether individual AI actions have been delivered.

Business conditions the government highlighted
The launch announcement identified high electricity prices and delays to grid connections as barriers to business investment and growth. It said more than 7,000 businesses were set to receive electricity-bill reductions of up to 25% from 2027. That was a future expectation stated at launch; it should not be read as a reduction already received by those businesses.
These issues help explain why the policy is not simply about funding technology. The government presented investment conditions—including energy costs and access to infrastructure—as part of its wider effort to make long-term business investment more attractive.

What later official updates show—and what they do not
Government publications continued after the June 2025 launch. The official collection included an Industrial Strategy Quarterly Update for April to June 2026, added on 8 July 2026, and a Life Sciences Sector Plan: Year One Update, added on 10 September 2026. The main policy page also recorded a 9 June 2026 update about the SIC-based proxy definition for the Digital and Technologies sector.
Those dates establish that supporting material was still being published; they do not establish that every commitment has been delivered or that the strategy has caused measurable economic growth. The Digital and Technologies Sector Plan states an ambition for the UK to be among the world’s top three places to create, invest in and scale fast-growing technology businesses by 2035. It also cites £750 million backing for the Edinburgh Supercomputer, described by the government as the UK’s largest. The ambition and investment context are government statements, not independent evaluations of outcomes.

How to read the headline
“AI-fuelled” captures one part of the announcement, but risks making the policy sound narrower than it is. A more accurate reading is that the UK launched a ten-year industrial strategy spanning eight sectors, with AI-related support included under Digital and Technologies alongside commitments on research, skills and business conditions.
When assessing progress, keep three stages separate: an announced commitment, delivery of that commitment, and evidence of economic impact. The launch figures and later publication dates establish the first stage and an ongoing official update record; they are not, on their own, proof of the latter two.
