TSMC Reportedly Weighs a Texas Chipmaking Campus, but No Project Is Confirmed

Bloomberg reports TSMC is considering a Texas campus, but the site, investment total and schedule remain unknown. Arizona’s announced expansion is a separate plan.

TSMC is reportedly considering a Texas campus with multiple chip fabs and a potential investment in the tens of billions of dollars. Bloomberg’s October 1, 2026 report, citing people familiar with the plans, does not identify a site, set a final price or give a construction timeline. It is a possibility under consideration—not a confirmed Texas project.

Is TSMC building a chip plant in Texas?

Not on the evidence currently available. Bloomberg reported that Taiwan Semiconductor Manufacturing Co. is weighing a Texas campus, but the account does not say that the company has approved construction or selected a location. It attributes the possibility to people familiar with the plans, and no TSMC confirmation of the Texas proposal is cited. Bloomberg’s report is partially paywalled, and its accessible text leaves key details undisclosed.

Where would the Texas campus be?

The report does not name a city or site. TSMC’s existing U.S. operations and previously announced plans in other states do not establish where a potential Texas campus would go. In particular, the company’s March 2025 announcement identified Austin as the location of a design services center—not a Texas wafer fab. TSMC’s announcement also referred to a fab in Camas, Washington, and manufacturing in Phoenix.

How much might TSMC invest in Texas?

Bloomberg describes a potential Texas investment in the tens of billions of dollars, but provides no exact amount. That figure is an approximate scale attributed to unnamed sources, not an official TSMC commitment, a reported amount already spent or a confirmed estimate of public incentives. No Texas-specific construction-job forecast or economic-impact projection is given in the cited account.

How is the possible Texas site different from TSMC’s Arizona expansion?

The central distinction is status: the Texas campus is reported as an option under consideration, while the Arizona figures come from public expansion announcements. Those announcements concern Arizona, not Texas.

Why might TSMC consider more U.S. capacity?

TSMC says it coordinates capacity planning closely with customers and is investing in leading-edge, specialty and advanced-packaging technologies. Its 2025 annual report cites strong multiyear demand related to AI and says U.S. expansion supports customer demand. That provides business context for considering more capacity; it does not independently verify a Texas decision. TSMC annual reports.

The company’s March 2025 U.S. announcement said it intended to add US$100 billion to its then-ongoing US$65 billion U.S. investment. TSMC forecast that the 2025 expansion would support 40,000 construction jobs over four years and generate more than US$200 billion in indirect economic output over the next decade. A separate July 2026 announcement focused on Arizona. The Associated Press reported the additional Arizona investment and quoted CEO C.C. Wei saying it was intended to support strong multiyear demand from leading U.S. customers. That announcement should not be treated as a confirmation of the Texas proposal. What remains unknown about the Texas proposal?

  • Whether TSMC will approve or announce a Texas project.
  • The city, site, land, utility arrangements or state and local incentives.
  • The project’s final investment amount and exact number of fabs.
  • Any construction, production or hiring schedule.

Until those details are announced, the Texas story should be read as a reported possibility, not a new investment commitment. Arizona’s announced totals and progress are separate, and should not be added to or used to fill in the unknowns about Texas.
