President Donald Trump nominated Jonathan Morrison to lead the National Highway Traffic Safety Administration (NHTSA) on February 11, 2025. The Senate later confirmed him on September 18, 2025, by a 51–47 vote, making him NHTSA’s 17th administrator, according to the Senate nomination record and the Transportation Department.
The “Apple executive” label describes Morrison’s recent employer, but his most directly relevant experience is legal and regulatory: he previously served as NHTSA’s chief counsel during Trump’s first term and worked in automotive dealership and regulatory roles.
What is Jonathan Morrison’s current position?
Morrison is the confirmed administrator of NHTSA, the federal agency that regulates vehicle safety and investigates alleged defects. The Senate nomination identified him as the successor to Steven Scott Cliff, who had resigned. NHTSA is part of the Department of Transportation.
NHTSA should not be confused with the National Transportation Safety Board (NTSB). NHTSA writes and enforces vehicle-safety rules, oversees recalls and defect investigations, and runs highway-safety programs. The independent NTSB primarily investigates major transportation accidents and issues recommendations; it does not administer NHTSA’s vehicle-safety regulations.

Who is Jonathan Morrison?
Reporting by TechCrunch, citing his LinkedIn profile, said Morrison spent roughly four years at Apple before Trump nominated him. The report did not establish that he was an Apple engineer, vehicle designer, autonomous-driving executive, or leader of an Apple car program. His precise Apple title and duties should therefore be treated as unresolved unless confirmed by an official résumé, Senate questionnaire, Apple statement, or hearing record.

- He was president of Auto Advisory Services.
- He was director of legal and regulatory affairs at the California New Car Dealers Association.
That background gives him experience with agency procedures, automotive law, dealerships and compliance. It does not, by itself, establish his views on any particular vehicle-safety rule or administration policy.
What NHTSA controls
NHTSA’s administrator oversees an agency with several practical powers and responsibilities:
- Setting and updating Federal Motor Vehicle Safety Standards.
- Investigating alleged vehicle defects and deciding when enforcement is warranted.
- Requiring or overseeing safety recalls and monitoring manufacturer compliance.
- Collecting and analyzing crash, defect and safety data.
- Regulating aspects of advanced driver-assistance and automated-vehicle deployment.
- Administering highway-safety programs and publishing vehicle-safety information for consumers.
NHTSA does not control every transportation-safety question. Aviation, rail, maritime, commercial trucking and accident investigation involve other Department of Transportation agencies or independent bodies. Nor can an administrator unilaterally erase every existing regulation or end every investigation; major changes can require formal rulemaking, congressional action, litigation or coordination with other agencies.

Why the appointment drew attention
The nomination came as NHTSA faced consequential questions about software-driven vehicles and the administration’s broader transportation agenda. At the time, the agency was investigating Tesla-related safety matters. TechCrunch also reported that Morrison had previously told Tesla it made inaccurate safety claims, based on reporting summarized by Techmeme.
That history made independence and enforcement important questions, particularly because Elon Musk was a prominent Trump ally. The available reporting does not show that Morrison personally supervised every Tesla investigation, nor does it establish that his Apple employment created a direct Apple–Tesla conflict.

TechCrunch described several Trump administration actions, intentions or reported plans that formed the backdrop to Morrison’s nomination:

- An intention to roll back Biden-era fuel-efficiency standards.
- A push for a more streamlined path for autonomous-vehicle development.
- A plan to end certain updated crash-reporting requirements for self-driving companies.
These were administration positions or reported plans, not proof of Morrison’s personal agenda. Confirmation gave him authority to manage NHTSA, but it did not automatically put any proposal into effect.

Tesla oversight
NHTSA’s Tesla work put the agency’s impartiality under a bright spotlight. Key practical questions include whether existing investigations would continue, how crash data would be evaluated and whether the agency would require stronger evidence for driver-assistance safety claims. The sources available for the appointment do not document Morrison’s recusal arrangements or later decisions in specific Tesla matters.
Automated-driving rules
Morrison could influence the agency’s approach to automated-vehicle standards, reporting and enforcement. Faster deployment may reduce barriers for manufacturers, while less reporting or weaker pre-deployment evidence could make it harder to identify systemic risks. Any binding change would still have to follow applicable legal and rulemaking procedures.

Electric vehicles and efficiency
NHTSA has a role in vehicle-efficiency policy and safety requirements, but it does not by itself control the entire EV market or charging network. Changes to federal charging funding, fuel-economy rules or emergency-braking requirements can involve executive actions, formal regulations, appropriations and court review.
What remains unknown
- Morrison’s exact Apple responsibilities and whether they involved mobility, mapping, machine learning or unrelated corporate work.
- Any financial-interest disclosures and formal recusal plan covering former employers or prior NHTSA matters.
- His detailed personal positions on Tesla investigations, autonomous-vehicle reporting, EV policy and emergency-braking requirements.
- Whether the administration’s proposed policy changes would survive statutory, procedural and judicial review.
Those unknowns matter because an administrator’s résumé can indicate expertise without predicting how the agency will exercise its legal authority.
What the confirmation means in practical terms
The confirmation ended the nomination process and installed a permanent NHTSA administrator after agency turnover. Morrison combines prior knowledge of NHTSA with automotive legal experience and a recent private-sector technology role. Supporters could view that combination as a shorter learning curve for software-defined vehicles and driver-assistance systems. Critics could ask whether moving from industry to regulator creates capture risks, whether disclosures are sufficient and whether enforcement resources will keep pace with policy changes.
The strongest conclusion is narrower than the original headline: Morrison’s significance is not simply that he worked for Apple. It is that a former NHTSA chief counsel with automotive-regulatory experience now leads the agency during disputes over Tesla, autonomous vehicles, EV policy, recalls and the evidence required to demonstrate vehicle safety.
