At a September 2026 Republican midterm convention in Dallas, President Donald Trump urged voters to act as though he were on the ballot and said they would get $5,000 if Republicans won. The reported condition was that Republicans retain control of both the House and Senate. The payment is a campaign promise, not an approved benefit: the reporting does not establish a funding source, legal basis, or program people can claim.

What did Trump promise?

Trump linked a turnout appeal to a proposed payment. At the Dallas convention, he said: “If the Republicans win, you win with us, and you get $5,000.” CBS News and The Guardian reported the condition as Republicans retaining control of both chambers of Congress. CBS News and The Guardian covered the remarks.

Georgia Public Broadcasting described the proposed dividend as $5,000 for every adult citizen and reported Trump saying the money would have to be spent in the United States. Those are the terms reported from the speech; they do not amount to a detailed payment plan. Georgia Public Broadcasting reported that Trump did not explain where the money would come from or the proposal’s legal basis.

Is the $5,000 payment approved or available to claim?

No. The reporting establishes that Trump made the promise, but not that Congress enacted or funded a program. It also does not establish an authoritative legal ruling or a process for applying for or receiving money. Voters should not treat the proposal as a guaranteed payment or a currently available benefit.

How much could the proposal cost?

CBS News estimated that paying approximately 245 million adult U.S. citizens $5,000 each could cost upwards of $1 trillion. That is a media estimate of potential aggregate cost, not an official budget score or the cost of an enacted program. The report noted that broad household payments have precedent in pandemic-era stimulus, but that history does not establish funding or legal authority for this proposal. CBS News reported the estimate.

Why did Trump ask voters to pretend he was on the ballot?

Trump was asking supporters to treat the 2026 midterms as a referendum on him, not announcing that he was a candidate in those elections. At the Dallas convention, he said: “I’m asking you to pretend that I’m on the ballot … just one more time,” and warned that a Republican loss would threaten policies and outcomes he named, including border security, tax cuts, safety, and wealth. The Associated Press framed the strategy as an effort to counter the political headwinds that often face the party holding the White House in midterm elections, by making the campaign about Trump and his record. That describes the political rationale, not proof that the appeal would increase turnout or help Republicans win. The Associated Press reported on that context.

Did Trump repeat the appeal?

Yes. At an October 2, 2026, event in Mobile, Alabama, Trump again said: “This election, I’m asking you to pretend that I’m on the ballot,” according to The Daily Beast. The later remark shows he repeated the message; it does not establish how voters responded. The Daily Beast reported the Mobile event.
