The Trump administration announced $12 billion in farmer assistance in December 2025, but it was not one payment program for every farmer. The initial USDA plan set aside $11 billion for one-time Farmer Bridge Assistance (FBA) payments to eligible row-crop producers and reserved $1 billion for other commodities. USDA later announced a separate $1.625 billion Assistance for Specialty Crop Farmers (ASCF) program. Both programs’ application deadlines have passed as of October 3, 2026.
What the $12 billion announcement covered
On December 31, 2025, USDA’s Farm Service Agency described a $12 billion assistance package. Its initial breakdown allocated $11 billion to one-time FBA payments and reserved $1 billion for additional commodities, including specialty crops and sugar. That $1 billion reservation was not the final specialty-crop program amount: USDA later announced ASCF with $1.625 billion for eligible specialty-crop producers.
USDA characterized FBA as temporary bridge assistance to address trade-market disruptions and elevated production costs while other farm-safety-net changes took effect. It was not a standing entitlement or a promise to compensate every producer for losses. Associated Press reporting described the announcement amid tariff-related trade tensions and quoted farmers who found the aid helpful while saying it did not solve underlying cost and market problems. Those are distinct accounts: USDA stated the program’s rationale; AP reported farmers’ reactions.
Who qualified for Farmer Bridge Assistance?
FBA covered producers of specified 2025 row crops, subject to USDA rules and acreage reporting. The eligible crop list included:

- Barley, canola, chickpeas, crambe, flax, lentils, mustard, oats, peas and rapeseed
- Corn, cotton, peanuts, rice, safflower, sesame, sorghum, soybeans, sunflower and wheat
Eligibility depended on timely reported eligible acreage and other program requirements. USDA excluded acreage used for grazing, experimental purposes, green manure, left-standing crops or cover crops; prevented-plant acres were not eligible. Individual circumstances can affect eligibility, so the applicable FSA rules and a county Farm Service Agency office are the authoritative places to check a specific case.
How much were FBA payments per acre?
USDA published crop-specific per-acre rates in December 2025. The rates below are historical FBA rates for the 2025 crop program, not estimates for later crop years or a general amount every farmer received.

FSA said the calculation drew on 2025 planted-acre data, Economic Research Service production-cost estimates and the World Agricultural Supply and Demand Estimate report. A producer’s total payment depended on eligible acreage and program rules; the rate alone does not determine an individual payment.

The programs had different eligible recipients and timelines. The original $1 billion reservation for additional commodities should not be mistaken for ASCF’s later announced $1.625 billion allocation.

Can farmers still apply, and when do payments arrive?
FBA enrollment opened February 23 and closed April 17, 2026. Producers could apply online using Login.gov and a pre-filled application based on timely filed acreage reports, or contact a county FSA office. ASCF enrollment closed August 7, 2026. As of October 3, 2026, both application windows had passed. The cited USDA announcements do not establish whether another or successor program is open, so check current USDA and FSA notices before relying on any application guidance. The cited material does not provide a universal payment-arrival date.
Was crop insurance required?
No. Crop insurance was not an FBA prerequisite in USDA’s announcement. USDA encouraged producers to use risk-management tools, but that does not make insurance a condition of receiving FBA or endorse a particular insurer or policy.

What the announcement does—and does not—show
The published allocations and crop rates describe the scale and structure of the programs, not their overall economic effect. The cited USDA and AP materials do not establish a single broad measure of how much the assistance changed farm profitability, nor do they show that every affected producer was made whole. USDA Secretary Brooke Rollins described the one-time payments as a bridge while the administration pursued other market and farm-safety-net measures; Iowa farmer Cordt Holub told AP, “With this bridge payment, we’ll be able to farm another year.” These statements convey the stated purpose and one farmer’s experience, not a measured outcome for the sector.
