Toronto moved parking violations into its Administrative Penalty System on August 28, 2017. The current process starts with an online screening review and can, in some cases, proceed to a hearing review.
Use the City’s official parking-violation pages, not a link in an unsolicited text or email.
What changed on August 28, 2017?
On August 28, 2017, Toronto’s Administrative Penalty System assumed jurisdiction over parking violations issued in the City. These matters moved from the traditional provincial-court route to municipal administrative reviews. The change included an online way to submit a dispute; it was not an announcement of a new service beginning in August 2026. Toronto’s current process is described in the City’s administrative-penalty background report and current parking-violation guidance.
This system is for City of Toronto parking-violation notices. A ticket from another municipality, a provincial traffic offence, a camera-related offence, a private-lot invoice, a towing charge or a parking complaint follows a different process.

How to dispute a Toronto parking violation online
- Read the notice. Confirm the violation number, licence plate, notice date, penalty and alleged infraction.
- Open the City lookup. Start at the official Toronto parking-violation lookup.
- Retrieve the record. During the first 15 days, use the violation number and plate. From day 16 through day 30, the City may also allow lookup with an Ontario driver’s-licence number or registrant identification number (RIN). Drivers with non-Ontario plates must use the violation number and plate.
- Select the screening-review option. This is the first dispute stage.
- Give a complete explanation. State why the alleged violation did not occur or why you are seeking a permitted form of relief, such as cancellation, a reduced penalty, a payment plan or an extension based on undue hardship.
- Upload relevant evidence. Add photographs and documents that directly support the explanation.
- Submit and preserve proof. Save the confirmation email, submission date, violation number, uploaded files and screenshots of the status.
Only one screening review may be requested for a parking violation, so submit the strongest complete explanation and evidence you have. Information filed in a screening or hearing review may become part of the public record; avoid including irrelevant personal information.
Deadlines that control the process
The clock generally starts on the date printed on the penalty notice, not the day you happen to find the ticket.

See the City’s current dispute instructions for the applicable deadline and extension requirements. If you are close to day 15, file promptly rather than waiting to assemble nonessential material.
Evidence that can make a dispute persuasive
Evidence should address the specific allegation, not simply express frustration about the ticket.

- Clear, dated photographs of signs, curb markings and nearby restrictions, including any obstruction or contradiction.
- Parking-payment records showing the location and time.
- A valid permit or accessible-parking documentation.
- Receipts, work records or vehicle-location data showing that the vehicle was elsewhere.
- Proof that the plate, vehicle or location was misidentified.
- Documents supporting an undue-hardship claim. The City says a Canada Revenue Agency Notice of Tax Assessment may be required for that ground.
Photographs do not automatically cancel a violation. The reviewer still decides whether the evidence establishes a permitted ground for cancellation, reduction or other relief. Arguments such as “I was only there for a few minutes,” “everyone else was parked there,” “I did not know the rule,” or “I had nowhere else to park” are generally weak without evidence addressing the actual legal issue.
Do not pay before deciding to dispute
The City says a full or partial payment affirms and resolves the matter and waives further review rights. If you have already submitted a dispute, paying the penalty cancels that dispute request. Choose the screening route first if you intend to contest the violation.

What happens after submission?
Screening review
Applications are reviewed in the order received, whether filed online or in person. The City currently lists a screening-review turnaround of up to 10 months, so an absence of an immediate decision does not by itself mean the submission failed. Monitor your email and online status, and retain all confirmation records.
Hearing review
If you disagree with the screening decision, you generally have 15 days from the decision date to request a hearing review through the online parking-violation lookup. An Administrative Penalty Tribunal hearing officer conducts this second and final review stage. The City’s tribunal forms page provides the hearing-review route.

If the ticket is missing from the lookup
- Handwritten notice: Wait five to 10 days, then check again.
- Data-entry error: Recheck every digit of the violation number and plate.
- Wrong jurisdiction: The City lookup covers violations issued within Toronto, not neighbouring municipalities.
- Invalid identification method: A non-Ontario plate requires the violation number and plate rather than Ontario-only alternatives.
- System delay: If the record still does not appear, contact Administrative Penalty System Operations.
Screening requests can be filed at certain civic-centre locations, but service counters do not conduct screenings, and ordinary inquiry-and-payment counters cannot process a parking-ticket dispute. Check the City’s payment and service information before travelling.
Protect yourself from ticket scams
Toronto says it does not issue parking-violation notices by email or text and does not send third-party reminders. Do not click a link in an unsolicited SMS. Open Toronto.ca yourself and navigate to the parking-violation lookup. Third-party “ticket-filing” or payment services are unnecessary for this process and may add fees or expose personal information.

The Bottom Line
Toronto parking violations have been disputable online since August 28, 2017. In 2026, act within 15 days of the notice date, submit a complete screening request before paying, keep proof of filing, and request a hearing review within 15 days of an unfavourable screening decision if necessary.
