What was reported in July 2025?
The Information reported that TikTok had developed a plan for a new U.S.-specific application ahead of an expected sale of its U.S. operations. The report said the app was known internally as “M2,” was targeted for U.S. app stores around September 5, 2025, and could eventually replace the existing application. The old app was reportedly expected to continue working until March 2026, although the dates were subject to change. The Information’s report was not an official TikTok product announcement.
Reuters separately reported, citing current employees who requested anonymity, that engineers were preparing a U.S. service with separately managed application code, artificial-intelligence models, recommendation systems and user data. The Reuters account described work under tight deadlines and said the service could include duplicated or transferred elements of TikTok’s global platform. Reuters’ report should be read as sourced reporting, not as independent public documentation of a finished product.
TikTok disputed the account
TikTok said the Reuters story was “factually inaccurate” and relied on anonymous sources it characterized as uninformed. The company’s response was reported by Social Media Today.

That denial did not establish that no U.S.-specific engineering or contingency work existed. The public record contained conflicting claims, and the reported app could have been an internal option rather than a finalized consumer launch. The later deal also shows that the reported replacement-app scenario was not the final public migration path.
Why a separate app could have mattered
The dispute followed the 2024 U.S. law requiring ByteDance to divest TikTok or face restrictions that could affect app-store distribution and hosting in the United States. The policy issue was whether a foreign-adversary-controlled parent would retain operational control over U.S. user data, recommendation technology and the application itself. A separate U.S. app could have provided a clearer technical and legal boundary around:
- U.S. app-store distribution and hosting;
- U.S. user data and backend infrastructure;
- content-moderation operations;
- recommendation models and algorithm controls; and
- ownership, governance and software assurances.
That does not mean a new icon or app-store listing was legally required. The precise necessity of a replacement app was never publicly established. A new ownership structure could separate U.S. operations while leaving users on the same client software.

What users and creators might have faced
If the reported plan had gone ahead, Americans might have needed to download a second listing from the U.S. App Store or Google Play during a transition period. The reporting did not provide an authoritative migration procedure, so several practical questions remained open:
- Whether accounts, followers, videos, settings and direct-message history would transfer intact.
- Whether drafts stored only on a phone would survive a new installation.
- Whether monetization eligibility, music licenses, analytics and business accounts would carry over.
- Whether advertisers would need new billing profiles, pixels or campaign setups.
- Whether a U.S.-focused recommendation system would change discovery or international reach.
- Whether interaction between U.S. and non-U.S. users or content would be limited.
Analysts warned that a service without the same recommendation system could weaken the personalization that drives TikTok engagement, according to Associated Press coverage. No public TikTok help page confirmed the reported “M2” timetable or answered each migration question.

What happened instead: the January 2026 joint venture
The replacement-app rollout described in July 2025 did not become the final publicly announced user transition. TikTok USDS Joint Venture LLC was established in January 2026 as a majority-American-owned entity responsible for U.S. user-data protection, application and algorithm security, content moderation and software assurances. The White House said ByteDance’s stake would remain below 20 percent. The announced lead investors—Oracle, Silver Lake and MGX—were each reported as holding 15 percent by The Washington Post. TikTok and the Associated Press reported that American users could keep using the existing TikTok application; AP described the outcome as “no new app.” AP’s account does not rule out separate internal systems or deployments, but it does establish the publicly announced user experience.

What changed under the new structure?
TikTok and the White House said the joint venture would add safeguards around U.S. data, algorithm security, moderation and software assurance. Those are official descriptions of the structure and controls, not independent proof that every national-security concern has disappeared. TikTok’s explanation of its stated data-security model is at TikTok’s newsroom.
Later product changes included a Local Feed for nearby businesses, events, restaurants, shopping and local creators. That feature belongs to the post-deal service and should not be labeled “M2.”
Do not confuse TikTok Pro Events with the reported replacement
On June 3, 2026, TikTok announced TikTok Pro Events, a standalone U.S. pilot tied initially to fan engagement around the 2026 FIFA World Cup. Users aged 18 and older can complete fan-related tasks and earn stars redeemable for benefits, according to TikTok’s announcement. It is a specialized companion product, not the reported U.S.-only replacement for the main TikTok app.
What the July 2025 story means now
For current readers, the accurate framing is historical: credible outlets reported a contingency plan for a separate U.S. TikTok while a divestiture was being negotiated, TikTok disputed part of that reporting, and the eventual January 2026 arrangement kept users on the same app. The public record does not establish whether every component described in the reports was internally built or tested, and it does not support saying that “M2” launched, that all users migrated, or that the old app shut down in March 2026.
