Yes—but the timing matters. TikTok’s original Creator Fund ended on December 16, 2023, in the United States, United Kingdom, France and Germany. It was replaced first by the Creativity Program and then by the out-of-beta Creator Rewards Program. The old fund is not accepting new activity, but TikTok says previously accumulated balances remain available and do not expire.
Why the old headline is misleading now
“TikTok’s $1 billion creator fund is shutting down” was accurate as a November 2023 news headline. In a current-tense article, it is outdated: the replacement date for the four markets named by TikTok was December 16, 2023. TikTok’s help documentation now describes the Creator Fund as unavailable and replaced by Creator Rewards.
The “$1 billion” wording refers to TikTok’s original U.S. commitment over three years, as reported at the time. Contemporary coverage also discussed a broader $2 billion global commitment, so $1 billion should not be treated as a universal worldwide total. Time’s contemporaneous report explains that distinction.

Is Creator Rewards the same as the old fund?
No. Creator Rewards is a redesigned program, not merely a renamed account balance. TikTok says its formula considers originality, play duration, search value, audience engagement, advertising value and audience watch time. It also reports qualified views and estimated rewards through a more detailed dashboard.

Who can apply for Creator Rewards?
TikTok’s published requirements are entry criteria, not an approval guarantee. A creator generally must:
- Be at least 18 years old.
- Have at least 10,000 followers.
- Have at least 100,000 authentic video views in the previous 30 days.
- Use a personal account in good standing.
- Live in a location where the program is available.
- Follow TikTok’s Terms of Service, Community Guidelines and monetization rules.
TikTok can also assess the account and individual videos for originality, policy compliance and other eligibility conditions. Availability and rules are regional, so meeting the numerical thresholds does not ensure that the enrollment option will appear in your app.

What happens to money earned under the old fund?
TikTok says rewards already accumulated under the Creator Fund remain available and do not expire. Joining Creator Rewards does not erase those funds. Creators who do not join the replacement—or who live where it is unavailable—can access and withdraw the old balance through the monthly earnings dashboard in the Balance section.
Keep three categories separate: amounts already posted to the old balance, payments still being finalized under the old program, and new earnings generated under Creator Rewards. TikTok does not establish one universal payout date or withdrawal minimum for every region in the material cited here; use the terms and dashboard shown for your account.

- Original tutorials, explainers and educational videos longer than one minute.
- Original reviews, commentary and storytelling with sustained watch time.
- Videos that answer identifiable search questions and generate meaningful engagement.
Common reasons a video or account may not qualify
- The video is shorter than one minute.
- The material is reposted, lightly edited, compiled or otherwise insufficiently original.
- The post is a Duet, Stitch or sponsored piece that does not meet the program’s original-content definition.
- The video receives views that are not qualified views under TikTok’s rules.
- The account or content violates Community Guidelines or monetization policies.
A large public view count is therefore not a payment guarantee. TikTok does not publish a single universal dollars-per-1,000-views or dollars-per-million-views rate. Rewards depend on qualified performance and the program’s formula, and TikTok’s “up to 20 times” statement is promotional potential rather than a promise that every creator will earn more.

When is Creator Rewards a good fit?
- Good fit: You can consistently make original videos of at least one minute, have the published audience thresholds, and can compete on watch time, search demand and engagement.
- Limited fit: Your strategy depends mainly on sub-minute clips, reposts, compilations, Duets, Stitches or sponsored posts.
- Not yet eligible: You are below the follower or recent-view thresholds, have an account issue, or live outside an available market.
The practical shift is from participation in a broad pooled fund toward video-level qualification and performance. Plan content around originality and viewer value rather than a presumed fixed rate.
Did TikTok end creator monetization?
No. Ending the original fund was a program redesign, not an announced end to creator payments. Depending on country and account, TikTok continues to offer separate tools such as Creator Rewards, TikTok One collaborations, TikTok Shop commerce, LIVE gifts, subscriptions and Series. These are different products with different eligibility and payment models; income from one should not be confused with Creator Rewards earnings.
For example, TikTok One describes creator payment models at its payment-model help page, while the creator overview is at TikTok One for creators. TikTok Shop has separate U.S. creator rules at its eligibility policy.
What creators should check now
- Open TikTok’s monetization area and confirm whether Creator Rewards is offered in your region.
- Review your account standing and the current eligibility screen rather than relying only on follower and view totals.
- Check the Balance and monthly earnings dashboard for any remaining Creator Fund balance.
- Separate Creator Rewards revenue from Shop commissions, LIVE gifts, subscriptions and brand payments in your records.
- Read the eligibility explanation for each rejected video and use TikTok’s appeal tools where available.
The Bottom Line
The original TikTok Creator Fund shut down on December 16, 2023, in the U.S., U.K., France and Germany. It was replaced by Creator Rewards, which requires longer, original content and qualified performance. Old balances remain available under TikTok’s stated policy, but neither enrollment nor a particular payout is guaranteed.
