What a new FAA controller earns
Paid Academy training
The FAA raised the Academy trainee rate from $17.61 to $22.61 per hour, a nearly 30% increase described in its 2025 recruiting information. This is starting pay while an applicant is completing Academy training; it is not the same as the salary of a fully certified controller.
After the Academy
New controllers generally move to an FAA facility for on-the-job training. Applicants typically need one to three years of on-the-job experience before becoming certified professional controllers. The FAA says the average certified professional controller earns more than $160,000 per year within three years of graduating the Academy. That figure is an average and should not be treated as a universal starting salary or a promise for an individual hire.
Why FAA salaries are not one fixed national rate
FAA compensation is set through the Air Traffic Compensation Plan rather than a single nationwide salary. A controller’s earnings can change as certification and responsibility increase, and the facility itself matters.

Facility complexity and responsibility
Facilities with more complex traffic flows and greater operational responsibility use different levels within the FAA’s pay structure. A controller who advances through training and certification can therefore earn more than a trainee or a controller at a lower-level facility.
Geographic locality
Locality adjustments affect federal pay by location. Two controllers with comparable duties can have different salaries because their duty stations fall in different locality areas. The national median does not predict the exact paycheck at a particular tower or center.

Employer matters

The schedule and working conditions behind the pay

Long-term occupational outlook
The Bureau of Labor Statistics projects 2% employment growth from 2025 through 2035, with about 2,100 openings per year. Most openings are expected to come from replacing workers who leave the occupation rather than from rapid expansion.

FAA hiring targets
The FAA’s workforce plan targets at least 2,200 new controllers in fiscal year 2026, 2,300 in fiscal year 2027 and 2,400 in fiscal year 2028. These are agency hiring targets, not a guarantee that every applicant will be hired or that all positions will be at a preferred location.
Education partnerships
At the end of fiscal year 2025, the FAA reported 11 approved Air Traffic-Collegiate Training Initiative (AT-CTI) programs at 10 schools and said it planned additional education partnerships. An AT-CTI program can be one route into the field, but completing one does not remove the need to meet FAA hiring, Academy and certification requirements.
Is air traffic control worth it for the pay?
The financial case is strongest for someone who can complete the training and tolerate the schedule. The occupation offers a national median near $150,000, a federal median above that level, a path to FAA earnings that the agency says can exceed $160,000 within three years of Academy graduation, and substantial federal benefits. The trade-offs are a trainee period at $22.61 an hour, a potentially lengthy certification process, rotating shifts and competition for federally planned positions.
A practical decision checklist
- Cash flow during training: Can you manage expenses on the Academy trainee rate before certification?
- Work schedule: Are nights, weekends, holidays and rotating shifts acceptable?
- Mobility: Can you accept the facility and locality where the FAA assigns you?
- Training risk: Are you prepared for one to three years of on-the-job experience before certification?
- Total compensation: Will federal insurance, paid leave and FERS retirement materially improve your benefits compared with alternatives?
- Long-term fit: Can you handle a safety-critical job in which certification level and facility complexity affect advancement?
Bottom line on controller salaries
Air traffic controllers can earn high incomes, but “air traffic controllers make $160,000” is an incomplete shortcut. The May 2025 national median was $148,080, with a very wide distribution. FAA trainees start at $22.61 an hour, while pay can rise substantially after certification, depending on the facility, responsibility and locality. Federal benefits and retirement add value, while rotating shifts and a demanding training path are the principal lifestyle costs.
