The Right Questions to Ask About Data Center Strategy

Choose a data center model by matching workload requirements to deliverable capacity, operating responsibility, lifecycle cost, risk, and expansion options.

There is no universally best place to run a workload. The right data center strategy matches each workload’s needs for control, latency, capacity, reliability, and growth to the organization’s capital, skills, risk tolerance, and timeline. Before choosing to build, outsource, or use cloud, compare who will supply and operate each layer, what capacity will actually be available when needed, and the full cost and risk over the workload’s life.

Should we build, outsource, or use cloud?

Start with the workload, not a preferred technology or facility. Identify its requirements for latency, data location, security, control, availability, and growth; then determine who will be responsible for the infrastructure and operations needed to meet them. The U.S. Department of Energy’s July 2024 Best Practices Guide for Energy-Efficient Data Center Design describes owned, cloud, colocation, and hybrid approaches. Its cost observations are qualified, not a universal ranking: cloud and colocation may have lower first costs and may have lower operating costs than on-premises infrastructure.

Approach What it means Key decision to test
Owned or on-premises The organization owns and operates its data center and IT infrastructure. Can it plan capacity, secure dependable power and communications, maintain cybersecurity, and staff operations? Does it need a backup facility?
Cloud A provider supplies computing services and manages infrastructure; the DOE guide describes capacity that may scale and vendor-managed infrastructure and cybersecurity. Does the service meet the workload’s mission, control, data-location, availability, and cost requirements? Which responsibilities remain with the organization?
Colocation A provider rents space, power, and cooling and supplies network service; the customer owns and manages its IT systems. Can the provider meet the facility, power, cooling, and connectivity requirements while the organization retains the skills to operate its systems?
Hybrid Workloads or parts of an operation run across more than one model. The DOE guide gives keeping especially critical operations on premises while using cloud for other needs as an example. Are the boundaries between environments, operating teams, dependencies, and failure plans clear? Does the split serve actual requirements rather than add complexity?

For each plausible option, model the lifecycle cost using realistic utilization and contract assumptions. Include initial and recurring charges, energy, network, staffing, migration, and resilience. There is no directly comparable public total-cost figure established across these models: the result depends on the workload, geography, utilization, labor, contracts, resilience needs, and migration costs. Model those inputs for your own case rather than treating a general cost observation as a forecast.

Will the site have usable power and connectivity when we need them?

A site’s potential is not the same as capacity that can be delivered on the project schedule. Early diligence should separate confirmed, deliverable conditions from estimates, future plans, and assumptions. Rick Einhorn’s March 2021 Data Center Dynamics practitioner checklist recommends an initial due diligence study to identify red flags, followed by master planning after the land has been vetted. Use it as a starting checklist, not a substitute for current local verification.

  • Power: Ask how much capacity is available now, when additional capacity could be energized, what it will cost, and what evidence supports the schedule. Check proximity to substations and the credible route to expansion. A reservation or utility estimate does not by itself guarantee energization.
  • Connectivity: Identify the providers that can serve the site and ask for evidence of physically diverse pathways. Multiple carrier names or lines on a map do not prove that routes are independent.
  • Land and expansion: Confirm usable parcel area, physical restrictions, space for planned facilities, and room to expand without forcing a premature move. Einhorn’s article mentions an acre-to-critical-MW ratio only as a rough guide; it is not an engineering standard or universal sizing rule.
  • Location and hazards: Assess access to skilled labor and transport, elevation, flood exposure, natural hazards, civil and seismic conditions, and physical security against the project’s actual requirements.
  • Local conditions: Verify water and other site resources, zoning, permitting, taxes, incentives, intended users, and competing or complementary development with current local sources.

For a portfolio across countries or regions, compare site and risk, hub selection, power availability, cost and type, connectivity, expansion, consistency between locations, and strategic ambition. The January 2022 Data Center Dynamics global-strategy resource lists these as strategy considerations; it does not replace current, jurisdiction-specific checks.

How do we compare options without hiding trade-offs?

Score each credible option against the same workload assumptions. Write down the evidence, owner, and unresolved dependency for each answer; a high-level score is not a substitute for a deliverable power date, an enforceable service commitment, or a tested failure plan.

Decision axis Questions to answer
Cost and capital What are the initial, recurring, energy, network, staffing, migration, and resilience costs at expected utilization and under the actual contract terms?
Capacity and speed What capacity can be used when required, and what is the credible, funded path to expand it?
Responsibility Who owns and operates IT, facility infrastructure, cybersecurity, maintenance, and incident response? Where do responsibilities change hands?
Reliability and risk What redundancy and failover are required? Which provider, utility, geographic, physical, and supply risks could interrupt service?
Power and connectivity Can power be delivered on schedule at acceptable cost? Are providers and physical network routes genuinely diverse?
Sustainability What are the energy, water, carbon, land, equipment-lifecycle, and reporting implications, measured using comparable boundaries?
Workload fit Do latency, control, data-location, density, cooling, security, and changing-load requirements fit the option?
Flexibility Can the organization scale, relocate, change providers, or use a hybrid pattern without disproportionate cost or lock-in?

Make uncertainty visible in the comparison. For example, distinguish a quoted capacity date from one supported by a utility commitment, or a modeled expansion from a permitted and funded plan. Where a number depends on utilization, scope, or contract terms, show those assumptions beside it.

How should sustainability affect site and operating choices?

Evaluate energy and water together with cooling design, local water constraints, and the facility’s location. A single efficiency metric cannot settle the question: document the measurement boundary and method so options are comparable. Uptime Institute Intelligence’s May 2022 summary, “Three key elements: water, circularity and siting,” links water management to cooling and notes that siting, design, and partner selection constrain sustainability choices.

  • Track water use and discharge, then set reduction goals appropriate to the site and cooling approach.
  • Consider equipment life extension and responsible end-of-life management, including reuse and recycling.
  • Assess recycled materials and heat recovery where they fit the facility and local context.
  • Compare energy, water, and other reported impacts on consistent boundaries rather than relying on a headline figure without its scope.

What extra diligence does liquid-cooled or AI infrastructure need?

For liquid-cooled colocation, confirm that the provider can support the tenant’s actual equipment and operating requirements. Jacqueline Davis’s September 11, 2025 Uptime Institute guidance identifies varying tenant specifications, operational procedures, and tailored service-level agreements as planning issues; it also notes that quantitative details may be confidential. Ask who supplies and maintains the cooling loop and its interfaces, which procedures apply during normal operations and incidents, who is responsible for each response, and how the SLA addresses the tenant’s cooling needs. Do not assume a colocation site is liquid-ready or infer a universal density threshold.

AI and other high-density deployments also require coordination across compute, power, thermal management, controls, deployment, commissioning, and operations. A September 7, 2026 sponsored Data Center Dynamics article frames the pressures as density, speed, scale, complexity, and changing workload profiles. Treat that as a vendor-industry perspective, not independent comparative evidence. Its quoted Vertiv vice president of segment strategy and deployment, Martin Olsen, said: “A megawatt does not create value simply because it has been contracted or installed,” and “It creates value when the complete system can reliably convert it into productive compute.”

Measures such as tokens per second, tokens per watt, tokens per dollar, and time to productive output can help evaluate a specific workload, but they are not universal benchmarks. Results vary with the model, workload, utilization, and operating conditions, so define the test and compare only results measured on a relevant, consistent basis.

What evidence can public surveys provide?

Uptime Institute’s December 9, 2025 2025 Service Providers and Capacity Survey reports 872 respondents and says it benchmarks public cloud, owned data center capacity, and colocation capacity. Its public page describes downloadable results and crosstab files, but the visible text does not show comparative findings. The respondent count and survey scope establish neither a preferred operating model nor a market-wide cost or performance result.

Before making a commitment, verify current provider capacity, utility timelines, local regulation, incentives, prices, service agreements, and cooling capabilities for the relevant location and project. The strategy should follow the workload’s requirements and the evidence available for that specific decision.
