In early May 2025, it stopped displaying or directly shipping many China-located listings to U.S. shoppers. The storefront shifted toward products held in U.S. warehouses or sold by sellers with a U.S.-based fulfillment route. The change followed the U.S. suspension of duty-free de minimis treatment for qualifying low-value imports, which made Temu’s former China-direct parcel model more expensive and administratively difficult.
What changed on Temu
U.S. shoppers began seeing fewer listings marked for direct shipment from China in early May 2025. Products did not necessarily disappear from Temu worldwide; rather, visibility and fulfillment depended on whether a seller had inventory in the United States or another route that could comply with the new import rules.
Temu has not publicly disclosed a complete count of hidden listings or a universal rule for every product. The documented change concerns China-located or China-direct fulfillment, and it varies by listing, seller and available inventory. A product can remain available to a U.S. customer if the seller has stock in a U.S. warehouse.
Why the $800 de minimis rule mattered
Before the policy change, qualifying shipments valued at $800 or less could generally enter the United States without ordinary duties under the de minimis exemption. Temu’s China-direct model relied heavily on mailing inexpensive individual parcels to consumers under that framework.

The U.S. suspended duty-free treatment and directed collection of applicable charges on covered low-value shipments from China and Hong Kong. Customs and Border Protection (CBP) later stated that, effective August 29, 2025, de minimis duty-free treatment would no longer be available for covered shipments. Low-value goods could instead face applicable duties, taxes, fees and entry procedures.
That changed the economics of a small parcel. A shipment that previously moved directly from a Chinese seller to a U.S. buyer without ordinary duty collection could now require customs processing and additional charges. Moving inventory in bulk to a U.S. warehouse, or using a seller already established in the United States, can avoid applying the China-direct parcel model to each consumer order. The timing strongly supports this explanation, although Temu’s exact listing algorithm and internal thresholds are not public.
Timeline of the change
| Date | Policy or marketplace event | What it meant for shoppers |
|---|---|---|
| Early May 2025 | Temu reduced visibility of many China-located products for U.S. shoppers. | Search results and availability shifted toward U.S.-held inventory and locally based sellers. |
| August 29, 2025 | CBP said duty-free de minimis treatment would no longer be available for covered low-value shipments. | The $800 value no longer guaranteed duty-free delivery. |
| June 24, 2026 | A Federal Register rule implemented an indefinite suspension of the administrative exemption for merchandise valued at $800 or less arriving through modes other than the international postal network. | Non-postal low-value imports continued to require the applicable customs treatment. |
| February 20, 2026 order | The White House continued the suspension for all countries and directed CBP to collect applicable duties, taxes, fees, exactions and charges, including on international-mail shipments. | The change was a continuing customs regime, not a temporary Temu outage. |
What U.S. shoppers should expect
Fewer China-direct listings
Products remain visible only when the seller has U.S. stock or another compliant fulfillment option. Selection may therefore be narrower than it was before May 2025, especially for inexpensive items normally shipped one at a time from China.

Possible higher landed costs
CBP says low-value imports can be subject to duties, taxes, fees and entry procedures. The amount depends on the product, origin, transport method, declared value and the rules in effect when the order enters the country. There is no single current tariff rate that applies to every Temu item.
The $800 threshold is no longer a safe cutoff
An order valued at $800 or less may still incur applicable charges under the post-August 29, 2025 regime. Treat the threshold as a customs-policy reference, not a promise that delivery will be duty-free.
Delivery and returns can differ by fulfillment route
A U.S.-warehouse listing may have a different delivery estimate, return process and available selection from a similar China-direct listing. Check the listing’s stated ship-from location, delivery window, total checkout amount and return terms rather than assuming two listings use the same route.

Did Temu stop shipping from China to the United States?
Not completely. The evidence supports a reduction or concealment of many China-direct listings, not a universal ban on every product made or shipped from China. Availability depends on the seller’s inventory and the import route that can be used for that particular order. A product manufactured in China can still reach a U.S. customer from inventory already imported into a U.S. warehouse.
Will Temu prices rise because of tariffs?
Some products can become more expensive on a landed-cost basis because duties, taxes, fees or customs processing are now possible. Temu or a seller may also change sourcing, warehouse location or shipping methods. But the available evidence does not establish a universal Temu-wide price increase, and it does not provide one tariff rate for all products.

When comparing an item with an older price, separate the product price from the final amount due. A displayed price may not include every charge that applies when the parcel enters the United States, while a U.S.-warehouse listing may incorporate import costs earlier in the supply chain.

Can you still buy Temu products from a U.S. warehouse?
Yes, when a seller offers U.S.-based inventory. Use this checklist before paying:
- Check the ship-from or fulfillment location on the product page and at checkout.
- Review the complete amount due, including any separately shown duties, taxes, fees or delivery charges.
- Compare the promised delivery window with the route shown for the listing.
- Read the return conditions for that seller and item; they may differ from another listing for a similar product.
- Recheck availability at checkout. Inventory and fulfillment options can change even when the product page remains online.
A U.S. warehouse does not prove that every future order of the same product will use U.S. stock. It is the specific listing and checkout route that matter.

The de minimis suspension applies across countries and is not a Temu-specific tax. Other cross-border marketplaces that relied on inexpensive individual parcels face the same customs constraints. The Department of Homeland Security reported more than 1.36 billion de minimis shipments in 2024, compared with 134 million in 2015. That figure covers U.S. imports generally; it is not a Temu shipment count.

As platforms adjust, the useful comparison is not simply the advertised item price. Examine:
- where the inventory is located and who fulfills the order;
- the total displayed landed cost;
- how duties, taxes and fees are handled;
- the delivery estimate;
- return eligibility and logistics; and
- whether the product is actually available to a U.S. address.
What is likely to happen next
As of September 30, 2026, the customs change remains in force rather than representing a short-lived technical problem. Rates, exemptions, carrier procedures and Temu’s listing visibility can still change. For a particular purchase, the checkout disclosure and current CBP guidance are more reliable than an old screenshot or a product page viewed from another country.
The White House’s February 20, 2026 order said: “I have determined that it is still necessary and appropriate to suspend duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C).” CBP’s earlier guidance stated: “Effective August 29, 2025, de minimis duty-free treatment under 19 U.S.C. § 1321(a)(2)(C) will no longer be available” for covered shipments. Together, those actions explain why Temu’s U.S. storefront continues to favor domestic inventory and why the old $800 expectation no longer works.
Bottom line
Temu hid many China-direct products from U.S. shoppers because the end of duty-free de minimis treatment made one-by-one imports more costly and complicated. China-made goods are not categorically banned, and U.S.-warehouse listings can still be purchased. Check the fulfillment location and the full checkout cost for each listing, because neither the $800 threshold nor the advertised item price guarantees duty-free delivery.
