Telecom Behind AI-Powered Biden Robocall Agrees to $1 Million FCC Fine

Lingo Telecom agreed to a $1 million FCC civil penalty over AI-generated Biden robocalls sent to potential New Hampshire voters. The settlement followed a proposed $2 million forfeiture and adds stricter caller-ID authentication and provider-verification requirements.

Lingo Telecom, LLC agreed to pay a $1 million civil penalty to resolve a Federal Communications Commission investigation into spoofed robocalls that used an AI-generated voice resembling President Joe Biden. The calls targeted potential New Hampshire voters shortly before the state’s January 2024 Democratic primary.

What happened

The calls used an AI-generated voice purporting to be Biden and discouraged recipients from voting in the New Hampshire Democratic primary. The FCC described the campaign as involving thousands of calls sent to potential voters.

The calls also used spoofed caller ID information. Spoofing makes a call appear to come from a different number or organization, which can make a deceptive message look more credible.

Lingo Telecom was identified as a voice-service provider in the call path that transmitted or originated the calls. The available FCC materials do not establish that Lingo created the script, cloned Biden’s voice, or commissioned the message. Those activities should be distinguished from the carrier’s authentication and routing obligations.

How the $1 million settlement compares with the proposed fine

The $2 million figure was the FCC’s proposed forfeiture, not the final amount in the agreement. The later consent decree set the civil penalty at $1 million. A settlement agreement is not the same as an announcement that every payment or compliance step has already been completed; current status should be checked in the FCC’s latest filings.

Why the FCC focused on Lingo Telecom

The investigation concerned STIR/SHAKEN, the caller-ID authentication framework used by voice providers. In broad terms, STIR/SHAKEN lets providers digitally attest to information about a caller’s identity and number before a call reaches a recipient. Accurate authentication helps downstream providers and consumers identify calls that may be spoofed.

The FCC’s action addressed the carrier-side controls surrounding the calls, rather than assigning Lingo responsibility for producing the AI audio. Providers can face enforcement risk when they accept traffic or customer information without adequate verification or apply authentication rules improperly.

What the case means for consumers

The settlement illustrates why caller ID alone cannot prove who is calling. Even when a number appears familiar or a voice sounds like a public official, recipients should verify urgent political, financial, or account-related claims through an independent source.

The broader enforcement message

FCC Enforcement Bureau Chief Loyaan A. Egal said the settlement “sends a strong message that communications service providers are the first line of defense against these threats and will be held accountable to ensure they do their part to protect the American public.”

For telecom companies, the practical lesson is that caller-ID authentication is not merely a technical feature. Customer onboarding, upstream-provider screening, traffic monitoring, and documentation can all become part of an enforcement case when deceptive calls pass through a network.
