But migration alone does not prove a smaller environmental footprint: the result depends on how much computing the workload uses, where and when it runs, the electricity supply, water use, and which emissions are counted.
Is cloud computing greener than on-premises?
It can be, but there is no automatic emissions reduction attached to moving a workload. A cloud provider may operate facilities more efficiently than an organization’s existing data center, yet total impact also depends on the cloud workload’s energy demand and utilization, its region and schedule, the local grid, and the boundaries used in the comparison.
Provider-wide efficiency figures offer context, not a forecast for a particular customer. A fleet average cannot tell you how much energy or carbon your workload will use after migration. To answer that, compare equivalent workload output over the same period, using an on-premises baseline and a workload-level estimate for the proposed cloud design.
What do data-center efficiency metrics actually tell you?
PUE measures facility energy overhead
Power usage effectiveness, or PUE, is total data-center facility energy divided by the energy used for computing. A PUE closer to 1 means less facility overhead energy per unit of IT energy. As Microsoft Datacenters puts it, “The closer the PUE number is to ‘1’, the more efficient the datacenter.” PUE does not measure the carbon intensity of the electricity, the total amount of computing performed, or the workload’s full carbon footprint.

WUE needs a definition and a location
Water usage effectiveness, or WUE, relates water use to IT energy, but providers may report different kinds of water use. Microsoft describes its metric as annual water used for humidification and cooling per annual IT kilowatt-hour. AWS defines its reported figure using water withdrawn per kilowatt-hour of IT load. Withdrawal and consumption are not interchangeable, so compare the underlying definitions and reporting boundaries rather than treating the figures as a simple ranking. Local climate and watershed conditions also matter: a volume of water can have different implications in different places.
Operational emissions are not the whole footprint
Operational emissions concern the energy used to run computing and facilities. A broader assessment can also include emissions associated with equipment and construction. If the comparison includes only operations, say so; if it includes embodied emissions, explain how. Otherwise, two figures may look comparable while covering different impacts.

What do the latest provider figures show?
The figures below are provider-reported fleet or facility metrics, not measurements of an individual customer workload. Their reporting periods, scopes, and WUE definitions differ, so they should not be used as a controlled provider ranking.

Google’s 2025 Environmental Report covers a different performance period: it says Google reduced data-center energy emissions by 12% in 2024 despite increased energy demand. The same report says Google replenished 4.5 billion gallons of water in 2024, equal to 64% of freshwater consumption. These company-reported figures describe Google’s operations and water-replenishment accounting; they do not show that a customer’s migration will reduce total emissions or water impact.

Why can region and schedule change a cloud workload’s emissions?
Electricity carbon intensity varies by region and over time. The same amount of computing can therefore be associated with different operational emissions depending on where and when it runs. A peer-reviewed study of evaluated Azure workloads found that region choice could have the largest operational-emissions-reduction impact among the strategies assessed. That result applies to the workloads and strategies evaluated in that study, not to every cloud migration.
For flexible workloads, operating schedules can also matter when the available electricity mix changes over time. Record the target region and, where relevant, the planned operating schedule instead of estimating with a generic provider-wide average.

How should you compare your current facility with a cloud design?
Use equivalent output and a clearly stated boundary. A practical comparison follows these steps:
- Set the comparison unit. Choose a defined workload output and time period—for example, the same service capacity or completed jobs over a month. Compare like with like rather than comparing one facility’s total energy with a cloud fleet average.
- Establish the current baseline. Record the workload’s energy use and utilization in the existing environment over that period. Note what is included in the measurement, including facility overhead if known.
- Estimate the cloud workload. Use the proposed architecture and expected utilization to estimate the computing energy needed for the same output. State how the estimate allocates shared infrastructure and includes data-center overhead.
- Specify where and when it runs. Identify the intended cloud region and schedule. For flexible work, assess whether different operating times change the grid emissions factors used.
- Use and disclose grid factors. Apply location-based electricity emissions factors appropriate to the region and period. If the estimate also uses market-based clean-energy claims, show that separately rather than blending it invisibly into the location-based result.
- State the emissions boundary. Say whether the result covers operational emissions only or also equipment and construction impacts. Keep the same boundary on both sides of the comparison where possible.
- Assess water separately. Record the provider’s water metric and whether it measures withdrawal or consumption, then consider the local watershed context. Do not infer lower water impact from a lower PUE.
A 2024 methodology described by Google researchers illustrates why allocation choices matter: it allocates machine energy using reservations and hourly measured resource use, then adds data-center overhead and grid emissions intensity to estimate location-based emissions. When reviewing any workload estimate, ask how it handles shared infrastructure, utilization, location, and grid factors. The sources available do not establish one universal cross-provider standard for customer-level accounting.

What should you compare across cloud providers?
If you are evaluating multiple providers, compare them on the same axes and insist on disclosed boundaries. Fleet averages alone cannot establish which provider will have the lowest impact for a specific workload.
- How workload-level energy and emissions are allocated, including shared infrastructure and utilization.
- Which region-specific grid factors are used and whether the estimate reflects time sensitivity.
- The PUE reporting period, facility scope, and whether it is a fleet average or a narrower figure.
- The WUE definition—especially withdrawal versus consumption—and the local watershed context.
- Whether the accounting includes operational emissions only or also equipment and construction.
Can greener data-center design offset rising demand?
Efficiency gains can lower energy or emissions per unit of computing without guaranteeing that total impact falls. Google’s reported 12% reduction in data-center energy emissions in 2024, alongside increased energy demand, is an example of a provider-reported operational improvement; it is not evidence of a particular customer’s migration outcome.
Facility design can also address impacts beyond electricity. Microsoft’s 2025 Environmental Sustainability Report says direct-to-chip cooling saves over 125 million liters of water per facility each year. That is a Microsoft-reported design claim, not a result established for every facility. The report also describes hybrid timber-steel construction as having up to 65% lower embodied carbon than traditional concrete models; “up to” is a maximum company-reported comparison, not a fleet-wide measured result.
What can you conclude before migrating?
A cloud migration is greener only if a workload-specific comparison supports that conclusion. Provider efficiency disclosures help explain what a fleet or defined facility group reports, but they cannot substitute for your workload baseline, target architecture, target regions, and accounting boundaries. Treat energy, carbon, and water as related but distinct questions, and keep the assumptions visible in any business case.
