The country’s framework is scheduled to take effect on February 4, 2027, with a phased start and detailed rules still under review as of October 3, 2026. A private-sector platform reportedly being built by Hanwha Investment & Securities and FairSquare Lab includes Avalanche alongside Hyperledger Besu. That is a potential connection—not a government endorsement or proof of future token value.
What does the “$5T opportunity” actually mean?
The $5 trillion figure in the headline framing refers to South Korea’s stock-market size as described by AMBCrypto in an October 3, 2026 article. It is not an official estimate of assets that will be tokenized, nor a forecast of revenue for Avalanche or AVAX. The Financial Services Commission’s policy announcements describe a regulatory framework and its intended rollout; they do not substantiate that market-size figure.
AMBCrypto also reported that Avalanche’s tokenized-stock market capitalization rose by $245.5 million in September 2026 and that tokenized stocks had more than $131.2 million in inflows during the final week of September. Those figures are AMBCrypto’s reported numbers; their underlying exchange or on-chain data source has not been independently established here. They should not be treated as proof of Korean demand or as evidence that AVAX will rise.
What South Korea plans to allow—and when
On September 4, 2026, the Financial Services Commission (FSC) outlined a phased plan for tokenized securities. An amended Electronic Registration Act is scheduled to take effect on February 4, 2027, recognizing security tokens as a digitized form of securities. The schedule is prospective: it is not evidence that nationwide issuance under the new framework has already begun.

| Stage | Intended scope | Status and timing |
|---|---|---|
| Initial phase | Privately pooled money-market funds and bonds reserved for institutional investors; unlisted stocks using a trust structure; and publicly offered fractional-investment securities. | Planned for the framework’s initial rollout after its scheduled February 4, 2027 effective date. |
| Later expansion | Potentially all publicly offered securities. | Not a firm immediate commitment; implementation may change in light of first-phase results and technology adoption. |
| Final-stage goal | On-chain payment infrastructure linked to stablecoins. | Conditional on the rollout and pending stablecoin legislation; timing remains flexible. |
On October 1, 2026, the FSC proposed revisions to subordinate regulations under the Financial Investment Services and Capital Markets Act and the Electronic Registration Act. The public-comment period was set for October 2 through November 11, 2026, with further approvals to follow before the scheduled effective date. As of October 3, the detailed rulemaking was therefore still in progress.
What the proposed rules require
The October proposal covers conventional securities—stocks, bonds, and funds—as well as fractional-investment securities structured as non-monetary trust beneficiary certificates or investment-contract securities. Its requirements make institutional governance and operational controls as important as the choice of ledger.

- Shared ledger infrastructure: Distributed ledgers are to be shared among at least two account-management entities, including issuer account-management entities, alongside the Korea Securities Depository (KSD). The FSC says this is intended to support credibility and continuity.
- Capital and staffing: An issuer account-management entity that also manages customer securities accounts would need minimum equity capital of KRW 4 billion and specified account-management, internal-control, and IT staffing.
- Retail trading limit: The proposal sets an annual net-purchase ceiling of KRW 100 million for retail investors on each OTC exchange.
- Fractional-investment subscription guideline: The September roadmap suggests a maximum individual subscription of KRW 30 million or 5% of the total issuance, whichever is lower, for the specified public fractional investment.
The FSC also says that no separate authorization category will be created solely for handling tokenized securities: already-authorized financial-investment businesses may handle them within their licensed operating areas. OTC intermediation requires prior consultation with the Financial Supervisory Service. The roadmap describes investor safeguards for fractional investments and OTC trading, with supervisory sanctions possible for violations.
How Avalanche is connected to the Korean plan
The reported Korea-specific link is a private multichain project. The Block reported on September 7, 2026, citing Seoul Economic Daily, that Hanwha Investment & Securities began developing a tokenized-securities platform with FairSquare Lab in 2025. The platform was designed to operate across Avalanche and Hyperledger Besu.

This report indicates that Avalanche is among the networks considered for a brokerage-related platform. It does not establish that the platform is issuing securities under the forthcoming rules, that it will be approved for national infrastructure, or that KSD or the FSC has selected Avalanche. Because the reported design is multichain, it also does not imply exclusive use of Avalanche.
Avalanche’s own real-world-assets materials list tokenization examples in treasuries, private credit, public equities, real estate, commodities, and money-market funds. Examples it presents include BlackRock’s BUIDL through Securitize, Dinari’s tokenized U.S. stocks, and Progmat’s migration of tokenized securities to a dedicated Avalanche L1. These are examples reported by the network operator; they show its broader tokenization positioning, not Korean regulatory approval or guaranteed value accrual for AVAX.

What would have to happen for AVAX to benefit?
There are several separate links between a national tokenization program and a crypto token’s price. A rule change may encourage securities firms to build infrastructure; a firm may choose a particular ledger; securities may then be issued and traded on it; and the resulting activity would still need a clear mechanism that creates demand for the network’s native token. The Korean policy releases and the reported platform build do not establish that complete chain for AVAX.

- Helpful in various ways
- Regulatory connection: Whether a particular ledger is accepted and connected within the KSD framework, rather than merely named in a private platform report.
- Live deployment: Whether licensed firms actually issue, hold, or transfer securities on that ledger after the initial phase begins.
- Operational fit: Whether the infrastructure can satisfy shared-ledger, continuity, cybersecurity, governance, and investor-protection requirements.
- AVAX value capture: Whether increased activity produces demonstrable demand for AVAX, and by what mechanism. The cited policy and project materials do not answer this.
- Competition and execution: Whether activity is split across Avalanche, Besu, or other infrastructure, and whether the staged rollout proceeds as planned.
The distinction matters: South Korea could expand tokenized securities without Avalanche becoming a central provider, and Avalanche could support tokenized assets without that use translating into a measurable change in AVAX demand. The policy creates a possible opening for infrastructure providers, not a direct investment case for the token.
