SoftBank and Arm’s reported effort to regain control of Arm China was still unresolved when it made headlines on April 28, 2022. Two days later, Arm, HOPU Investment and SoftBank announced that Arm China’s board had appointed Renchen Liu and Eric Chen as co-CEOs, with Liu registered as the company’s legal representative and general manager. The announcement said the long-running governance dispute had been resolved; it does not establish who leads Arm China today.
What happened with Arm China and Allen Wu?
Arm China is the venture through which Arm licenses its intellectual property to Chinese licensees. A dispute over who controlled its operations therefore mattered to the route Arm used to serve that market.
According to The Business Times’ April 28, 2022 report, carrying Bloomberg reporting, Arm China’s board had dismissed CEO Allen Wu in 2020 over alleged conflicts of interest. The report said Wu refused to leave and retained the company seal and registration documents, allowing him to continue running day-to-day operations. These were claims attributed to people familiar with the process, not findings established by a court.

The later announcement is the clearest account of the outcome. It states that the longstanding governance issue had been resolved, replacing the uncertainty in the April 28 report with a specific leadership decision.

Why did SoftBank and Arm move to retake control?
The dispute concerned operational governance at the company that served as Arm’s commercial licensing channel in China. The 2022 announcement said Arm China would remain an independent operating company, majority owned by Chinese investors, and Arm’s exclusive commercial distribution channel for licensing its IP to Chinese licensees. It also said Arm China would continue developing its own IP.
The parties said the strategic partnership, IP license agreement and business model between Arm and Arm China remained unchanged. Those statements describe the arrangement announced on April 30, 2022; they should not be treated as a current ownership breakdown or a fresh confirmation of present-day terms.

The April 28 report placed the effort in the context of Arm’s planned IPO after the proposed Nvidia sale fell apart under regulatory scrutiny. That was period-specific background, not an update on Arm’s current listing plans.
Who owns Arm, and is that the same as owning Arm China?
No. Arm’s parent-company ownership and Arm China’s joint-venture ownership are separate questions. Arm’s 2026 SEC filing says SoftBank beneficially owned approximately 86.4% of Arm’s issued and outstanding share capital as of May 21, 2026. That figure is about Arm Holdings, not Arm China.

The filing also says Arm used certain controlled-company governance exemptions. Separately, SoftBank announced on April 21, 2026 that Rene Haas would take the additional role of CEO of SoftBank Group International while remaining Arm CEO and a member of Arm’s board. Neither disclosure establishes Haas’s role in Arm China governance or identifies Arm China’s current leadership.
