SK Telecom says it plans to build a gigawatt-scale AI Cloud in Korea with NVIDIA, with its first AI factory planned to come online in 2027. A separate, later announcement sets a much larger ambition: up to 15 GW of AI data-center capacity, including 5 GW to be activated in stages from 2029. These are company targets, not evidence that the facilities are built or operating.
What is SK Telecom building?
On June 8, 2026, SK Telecom announced a planned gigawatt-scale AI Cloud in Korea developed with NVIDIA and using the NVIDIA DSX platform. SK Telecom describes DSX as an architecture blueprint combining accelerated computing, systems, software and partner technologies. Its announcement says the first AI factory is planned to come online in 2027. SK Telecom’s announcement frames the cloud as infrastructure for sovereign, physical and agentic AI workloads serving Korean enterprises and industries.
The announcement describes an intended deployment, not an operating data center. The stated scale and date should therefore be read as a plan rather than delivered capacity or a confirmed opening.
How the 15 GW ambition relates to the AI Cloud
On July 5, 2026, SK Telecom announced a wider ambition to pursue up to 15 GW of AI data-center capacity. It said 5 GW would be activated in stages from 2029, with the longer-term ambition reaching 15 GW. The announcement describes the Ulsan project as an expansion to gigawatt scale and says SKT will lead the overall project with SK Group capabilities. The July announcement does not establish that the full 15 GW is secured, under construction or operational.

The two figures are related but not interchangeable: the June release names a particular AI Cloud plan and its first-factory target, while the July release sets out a broader capacity ambition. Neither figure is a report of completed capacity.
What SK Telecom means by “sovereign AI”
SK Telecom has described its Sovereign AI Package as bringing together AI data-center infrastructure, its A.X K1 foundation model and AI services tailored to industrial and enterprise uses. The company’s description explains how SKT uses the term in its strategy: a bundle of infrastructure, model and services. It is the company’s framing, not an independent definition or proof that every layer is under national control.

SKT had already described plans for 1 GW-class hyperscale data-center infrastructure and an upgrade of its sovereign foundation model in March 2026. The later 15 GW announcement represents a larger ambition, not a statement that the earlier plan—or the later one—has been delivered. The March strategy announcement supplies that earlier point in the timeline.

The announcements establish corporate intent and target dates, but do not provide enough information to assess whether the overall capacity ambition can be delivered. They do not establish the program’s funding structure, power procurement or grid access, permitting, construction status across intended sites, signed customer demand, or criteria for activating capacity. Those details matter because a stated data-center capacity target does not itself demonstrate that the power, financing, approvals, construction and demand needed to reach it are in place.
