See the license rules for Office 2019 and Office 2021

Typical retail Office 2019 and 2021 licenses cover one computer at a time. Learn when transfers are allowed, why OEM copies stay with a PC, how volume licensing differs, and what end-of-support means.

Short answer: A typical retail copy of Office 2019 or Office 2021 is licensed for one computer at a time. A stand-alone retail license can generally be moved to another computer you own, usually no more than once every 90 days and only after removing Office from the old device. A preinstalled (OEM) license normally stays with the original computer. Commercial volume licenses and Office LTSC 2021 follow different, organization-specific rules. Office 2019 is already out of support, while Office LTSC 2021 is scheduled to reach end of support on October 13, 2026.

How to view the official license terms in Office

You can read the terms attached to the installation itself:

  1. Open Word, Excel, or another Office application.
  2. Select File, then Account.
  3. Select About [program name], such as About Excel.
  4. Select View the Microsoft Software License Terms.

Microsoft documents this path for Office 2019 and Office 2021. Menu wording can vary by application, operating system, language, and build, and the applicable legal terms can differ according to whether the copy is retail, OEM, volume licensed, or supplied through another program. Which Office license do you have?

“Office 2019” and “Office 2021” describe releases, not one universal license. Identify the purchase channel before deciding whether you can move, sell, or reinstall the software.

Office 2021 consumer editions are one-time-purchase desktop applications. Office LTSC 2021 is the commercial perpetual channel, with separate deployment and licensing arrangements. Microsoft explains the distinction in its Office 2021 and Office LTSC FAQ.

How many computers may use a retail copy?

Typical one-time-purchase Home & Student, Home & Business, and Professional editions are licensed for one computer. They are not a right to install the same entitlement on several personal PCs simultaneously. A second installation can produce an activation error, and using the same Microsoft account does not create additional licenses. Microsoft’s activation guidance describes the single-computer expectation and common transfer scenario.

If you own multiple copies, associate each copy with the correct Microsoft account or product key. Microsoft warns that using one installation button or account association for multiple purchases can cause activation failures on additional PCs; its product-key guidance explains how to correct an incorrect assignment.

Can you move Office to another computer?

Stand-alone retail purchase

A stand-alone retail license may generally be transferred to another device owned by the same license holder. Microsoft’s retail terms generally limit reassignment to no more than once every 90 days, unless the original device has suffered a hardware failure. You must remove Office from the previous computer; the new computer then becomes the licensed device. The exact agreement and local law control, so check the terms attached to your edition. Preinstalled or OEM purchase

An OEM license normally remains with the computer on which it was supplied. You generally cannot detach the key and move the software to a replacement PC. If the computer is sold, the Office entitlement may transfer with that device, along with any product key or certificate of authenticity supplied for it. The Office 2019 OEM terms illustrate this device-bound rule.

New computer versus repaired computer

Reinstalling Windows on the same machine is normally not a transfer. A major hardware change, especially a motherboard replacement, can nevertheless trigger reactivation and may be treated differently by activation systems. Replacing the entire computer is more clearly a transfer and must satisfy the applicable terms. Keep your purchase record and know which Microsoft account is linked to the license.

Activation after a permitted transfer

Microsoft’s support route may include uninstalling Office from the old device and using telephone activation when offered. That is a troubleshooting procedure, not a guarantee that every current installation will show exactly the same prompts. Successful activation also does not, by itself, establish that a use complies with every contractual condition.

Can you sell or give the license to someone else?

Retail software

A stand-alone retail transfer to another person may be permitted when the seller is the first licensed user, the recipient accepts the license terms, Office is removed from the seller’s devices, and the transfer otherwise complies with the applicable terms. The recipient should receive the original documentation or redemption information needed to establish the entitlement.

OEM software

For preinstalled software, the transfer generally must be made with the licensed computer. Selling only the key from a prebuilt PC can separate the entitlement from the device in a way the OEM terms do not allow.

European Economic Area qualification

The 90-day restriction appears in Microsoft’s retail terms, but those terms also contain an exception for transfers within the European Economic Area where applicable law governs certain transfers. Commercial, education, and government agreements have their own reassignment rules. For a disputed resale or business transaction, use the exact agreement and local legal advice rather than assuming consumer terms apply.

Product keys, Microsoft accounts, and activation

Most Office 2019 and Office 2021 versions do not require you to re-enter a product key during an ordinary reinstall. Microsoft generally expects you to sign in with the Microsoft account already linked to the license. A key can still matter for initial redemption, some retail packages, OEM installations, volume activation, correcting a wrong account assignment, or distinguishing several copies. Microsoft’s product-key page explains these cases.

If activation fails after a transfer, verify the account first, then remove conflicting installations and install the exact edition attached to the entitlement. Do not assume that signing out, changing a password, or deleting an account association converts an OEM license into a transferable retail license.

Business, volume, virtual-machine, and Remote Desktop rules

Volume activation

Office Standard 2019, Professional Plus 2019, and Office LTSC 2021 obtained through commercial licensing do not use ordinary consumer transfer rules. Microsoft identifies three main activation methods:

  • KMS: organization-owned clients activate through a Key Management Service host.
  • MAK: each installation activates against Microsoft-hosted services, consuming part of the key’s predetermined allowance.
  • Active Directory-based activation: eligible domain-joined devices activate through Active Directory.

Device-based licensing and reassignment

Commercial Office licensing is generally device-based. Remote Desktop Services, shared computers, pooled access, reimaging, and virtualized deployments can require separate licenses for each relevant device or instance. Apply the organization’s Microsoft agreement and Product Terms rather than consumer assumptions. Microsoft’s licensing FAQ and Office desktop application terms describe these scenarios.

Virtual machines

Retail terms generally allow one software instance on one physical or virtual device. A single licensed physical PC does not automatically cover several virtual machines; each additional virtual device or instance can require additional licensing. The OEM terms provide the relevant one-instance language.

Remote access

The terms distinguish ordinary remote use, simultaneous use, and remote assistance. The licensed software must not be used simultaneously by another user under an entitlement that does not cover that use. Other users connecting remotely may need devices separately licensed for the same or a higher edition, while support-only remote assistance is treated differently. Support status in 2026

License validity and support are different things. “Perpetual” generally means the purchased version does not automatically expire. It does not promise new features, compatibility with future operating systems, continued Microsoft 365 service integration, security updates forever, or indefinite technical support.

  • Office 2019 suites and standalone applications reached end of support on October 14, 2025.
  • Office 2019 for Mac reached end of support on October 13, 2023.
  • Office LTSC 2021 is scheduled to reach end of support on October 13, 2026.

Microsoft lists these dates in its Office lifecycle and system-requirements information and Office 2021/LTSC FAQ. Office 2019 connections to services such as Exchange Online and SharePoint Online have not been supported since October 2023, even though some functions may continue to work.

What to do if Office will not activate after a transfer

  1. Confirm the Microsoft account that originally redeemed or purchased the license.
  2. Open the account’s Services & subscriptions page and verify the exact edition.
  3. Uninstall Office from the old computer if the transfer terms require it.
  4. Remove duplicate or conflicting Office installations on the new computer.
  5. Install the edition associated with the entitlement, not a similarly named trial or volume build.
  6. Use Microsoft’s activation troubleshooter or the support route linked from the activation page.
  7. If the terms permit the transfer but online activation still fails, use telephone activation when Microsoft offers it.

Do not keep Office installed and in use on both computers merely because the second installation activated.

Final checklist

  • Identify the exact edition: Home & Student, Home & Business, Professional, Professional Plus, Standard, or LTSC.
  • Identify the channel: retail, OEM, volume, education, Home Use Program, or subscription.
  • Confirm which device is licensed and whether Office remains installed elsewhere.
  • Record the Microsoft account and retain purchase documentation.
  • Check whether Windows-to-Mac or Mac-to-Windows use is covered by the exact entitlement.
  • Account for virtual machines, Remote Desktop, shared users, or reimaging before deployment.
  • Check the support lifecycle before relying on Office for security-sensitive or cloud-connected work.
