Yes, SAP’s cloud business is accelerating, but “SAP adoption is surging across Europe” is too broad without qualification. SAP reported global cloud revenue growth of 23% in fiscal 2025 and Cloud ERP Suite growth of 28%. Independent Eurostat data show that 52.7% of EU enterprises used paid cloud services in 2025, while 30.1% used cloud ERP. Those figures point to strong momentum, not a continent-wide measurement of new SAP deployments.
What the evidence actually shows
SAP’s fiscal 2025 results provide the clearest evidence of vendor momentum. Cloud revenue rose 23% year over year, Cloud ERP Suite revenue rose 28%, total cloud backlog increased 22%, and current cloud backlog rose 16%, according to SAP’s results announcement. SAP also said Business AI was included in two-thirds of fourth-quarter cloud order entry.
These are global SAP measures. They track recognized revenue, contracted future revenue and sales activity—not the number of European companies that newly adopted SAP, completed a migration or went live.
Four metrics that are often confused

Backlog can grow through new contracts, renewals, expansions, price changes and bundled services. A signed RISE contract is therefore evidence of commercial commitment, not by itself evidence of a successful go-live.

Eurostat reported that 52.7% of EU enterprises with at least 10 employees in covered sectors used paid cloud services in 2025, up 7.4 percentage points from 2023. Cloud ERP usage was 30.1%; cloud computing power for an enterprise’s own software was 28.2%; and cloud CRM was 27.9%. Among cloud users, email, office software and file storage were much more common than ERP: 85.2% used cloud email, 71.7% cloud office software and 71.5% cloud file storage. That distinction matters. General cloud adoption is not SAP adoption, and even the 30.1% cloud-ERP figure includes every ERP provider. Eurostat’s Digitalisation in Europe 2026 publication also reports cloud use among 85% of large EU businesses versus 52% of SMEs—an important pattern because SAP’s traditional customer base is weighted toward larger, more complex organizations.

A pan-European headline therefore hides differences in national digital maturity, company size, industry and regulation. Large regulated enterprises may be making sophisticated cloud decisions while smaller businesses in lower-adoption markets remain early in basic cloud adoption.
What “SAP cloud” means in practice
There is no single SAP cloud architecture. A customer may combine SAP software with a hyperscaler, SAP-managed infrastructure, regional data centers, non-SAP SaaS and retained legacy systems.

Public and private editions
- SAP Cloud ERP Public Edition: standardized, multitenant SaaS ERP. It suits organizations willing to adopt SAP’s processes with limited customization.
- SAP Cloud ERP Private Edition: a more flexible managed ERP environment for complex industries, countries or legacy estates that need a staged transition.
- RISE with SAP: a commercial and transformation framework commonly used by existing SAP customers moving toward cloud ERP. Contracts can include software, infrastructure, tools and services; deployment responsibilities vary.
- GROW with SAP: a packaged route aimed mainly at new ERP customers and midsize organizations prepared to standardize.
- SAP Business Technology Platform: integration, application development, automation, data and extension services around SAP and non-SAP systems.
- SAP Business Data Cloud and Business AI/Joule: data and embedded-AI capabilities SAP positions as foundations for governed analytics and workflow automation.
Why European customers are moving now
The ECC-to-S/4HANA decision
SAP’s maintenance timetable creates a finite planning window for ECC customers. Each organization must choose among public-cloud S/4HANA, private edition, on-premises S/4HANA, temporary support extensions or replacement of selected SAP functions. The deadline is a planning pressure, not a rule that every customer must move immediately to public cloud.
SAP says customers are using RISE for the initial cloud journey and then expanding across its portfolio, a “land and expand” approach described in its 2025 integrated report.
Core-process modernization
Finance close, supply-chain planning, procurement, manufacturing, workforce processes, cross-border tax and post-acquisition integration all expose the limits of aging, heavily customized estates. Cloud ERP can reduce infrastructure ownership and provide more regular upgrades, but it also requires process standardization and a different operating model.
AI and data requirements
SAP is selling cloud ERP, Business Data Cloud and Business AI as an integrated stack. The company’s two-thirds order-entry statistic shows that AI is being attached to sales contracts; it does not show that two-thirds of customers run AI in production. Buyers should verify availability, data use, auditability, human approval and pricing for every AI feature.

Sovereignty, resilience and regulation
European buyers in government, utilities, defense, healthcare and finance examine data location, administrator access, encryption keys, operational resilience, portability and foreign-law exposure. SAP says its sovereign-AI offerings operate under European governance frameworks; those are vendor claims that require service-, region- and contract-specific verification.
In France, SAP and S3NS announced a planned second-half 2026 deployment of RISE private cloud edition on S3NS’s SecNumCloud-qualified platform, with Thales identified as the first strategic customer. The announcement illustrates how sovereignty requirements can change the deployment model rather than eliminate cloud adoption: SAP’s France announcement.
Skills shortages
The hardest constraint is often organizational capacity: S/4HANA architecture, security, identity, integration, data migration, custom-code remediation, testing, cutover and change management all require scarce expertise.
Choosing an SAP cloud route

Whether infrastructure is SAP-managed or hosted with a hyperscaler, assess residency, disaster recovery, identity integration, security operations, service levels, licensing, exit rights and workload certification in the required region. “Cloud” does not automatically mean cheaper or simpler.

Evidence of European momentum—and its limits
SAP’s investor materials describe strong EMEA performance and list customer activity including FANUC Europe, KaDeWe, Migros, Red Bull and Transport for London. These examples indicate live commercial activity, but they are selected vendor disclosures, not a representative survey of European enterprises. SAP’s investor-relations results are useful for tracking that pipeline.
The strongest interpretation is that SAP is converting and expanding its installed base while also winning some new work. The evidence does not establish that SAP is taking share uniformly across Europe or that every cloud contract represents net-new adoption.

Cost arrives before savings
Budgets must include implementation and systems integration, data cleansing, custom-code remediation, testing, training, dual running, integration-platform charges, managed services, non-production capacity and change management. A business case based only on retiring servers is incomplete.
Customization defeats the SaaS model
Recreating every ECC modification can lengthen implementation, preserve technical debt and push a project toward a more complex private-edition design. Public cloud delivers its clearest value when the business accepts standard processes and moves necessary differentiation into governed extensions.

Lock-in becomes operational
Review subscription duration, renewal and escalation clauses, service-level remedies, data export, third-party software, hyperscaler pass-through costs, treatment of extensions and the process for leaving RISE or changing deployment models.
A migration is not automatically modernization
Moving software without redesigning processes can preserve poor master data, fragmented reporting and manual work. Business owners must define outcomes such as faster close, lower inventory, better procurement control or stronger resilience.
A practical readiness checklist
- Document ECC versions, enhancement packs, databases and dependencies.
- Inventory custom code, modifications and unused functionality.
- Assess master-data quality and historical-data retention.
- Map interfaces to banks, plants, logistics providers, tax systems and legacy applications.
- Confirm country localizations, segregation-of-duties controls and identity architecture.
- Set downtime, testing and cutover requirements.
- Model five- to seven-year total cost, including partners and temporary dual running.
- Define data residency, exit, portability and service-level requirements.
- Prioritize AI and analytics use cases with measurable business value.
- Decide which legacy processes can change instead of being reproduced.
What to watch next
The next growth phase is likely to come from existing SAP customers completing ECC programs, expanding from finance into supply chain and procurement, and adding Business Data Cloud and AI services. Sovereign and regulated deployments may grow through country-specific partners, while standardized public-cloud ERP can broaden among midsize organizations. Partner capacity and implementation quality will determine how much booked demand becomes productive usage.
For investors and technology leaders, the most useful indicators are not bookings alone. Look for completed go-lives, retired legacy systems, expansion beyond a single module, production AI usage and measurable improvements in close time, inventory, procurement or resilience. Those signals distinguish a real operating change from a revenue-model conversion.
