The employees opened accounts on the Bank of Russia’s digital-ruble platform to receive the payments. The Ministry has not disclosed how many took part, the amounts paid, or whether the arrangement will recur.
What happened on 1 October 2026?
The Ministry of Finance announced that “a number” of its employees had received wages in digital rubles for the first time. According to the Ministry’s official channel, the employees opened accounts on the Bank of Russia platform to receive the payments. The announcement does not give a participant count, wage total, payroll-provider details, or a schedule for future payments.
The announcement describes a limited group of Ministry employees, not a switch in how all Russian public employees or private-sector workers are paid.
What a digital-ruble salary means
The digital ruble is a digital form of Russia’s national currency, held and transferred through an account on a platform operated by the Bank of Russia. Receiving wages this way requires an employee to choose it and open an account; the central bank says accounts are not opened automatically and individuals decide whether to use digital rubles. Individual digital-ruble transactions are fee-free, according to the Bank of Russia’s 2025 report.

This is distinct from an ordinary salary deposit into a conventional bank account. The Ministry’s announcement says participating employees opened digital-ruble platform accounts, but it does not describe how they accessed the funds or compare the experience with ordinary bank-account payroll.
Are employers required to pay wages in digital rubles?
No. The Bank of Russia says employers are not required to offer digital-ruble salary payments. The option depends on both an employer being ready to make the payment and an employee wanting to receive it, as stated in the central bank’s public response about whether wages must be paid this way.

The 1 September 2026 expansion of digital-ruble use did not make payroll conversion compulsory. The central bank’s rollout schedule concerns which institutions and retailers must offer or accept digital-ruble transactions, not a requirement that workers receive wages in digital rubles.
How the wage payment fits into the wider rollout
The Ministry’s announcement came a month after the broad-use phase began on 1 September 2026. The Bank of Russia’s 2025 report describes the transition from a limited-user pilot and sets out a phased schedule for banks and retailers:

These are phased requirements for participating institutions and merchants. They do not require employers to pay wages in digital rubles.
There was also a public-finance dimension before the October wage announcement. The Federal Treasury said on 29 December 2025 that it had prepared to accept digital-ruble budget receipts from 1 January 2026; holders of platform wallets could use a unique accrual identifier to pay budget charges from that date. What earlier pilot figures do—and do not—show
A government information resource reported that digital-ruble pilot operations in 2025, including wages, student scholarships and some government-contract payments, totaled nearly ₽16 million. That figure was reported by the Ministry of Natural Resources’ RFI information resource on 1 September 2026; it is not the amount paid to Finance Ministry employees on 1 October. See the RFI report.
The Finance Ministry’s announcement provides no basis for estimating the value of its October payroll payments or the number of employees who chose this method.
