Rotating-Category Cards vs. Flat-Rate Cash-Back Cards: Which Earns More?

Rotating-category cards can win when your eligible spending matches their bonuses and you meet the terms. Flat-rate cards may earn more elsewhere or offer a simpler fit.

Neither card type always earns more. A rotating-category card can return more when your eligible spending matches its bonus categories, you activate the offer on time, and you stay within the bonus cap. A flat-rate card can pull ahead on spending outside those categories—or when you prefer not to track activation dates and changing category calendars. The better choice depends on your spending and the card’s current terms.

How to compare the rewards you would actually earn

Compare both cards over the same period, using the purchases you realistically expect to make. Apply each card’s stated earning rules to those purchases, then compare the cash value you can receive. This is a practical calculation using issuer terms, not a formula published by the Consumer Financial Protection Bureau (CFPB).

  1. Sort spending by category. For the rotating card, separate purchases that fit its current bonus categories from all other purchases. Use the issuer’s definitions; a merchant’s name or the way a purchase appears in your budget does not necessarily determine its rewards category.
  2. Check activation and timing. Find out whether you must activate or enroll, when the deadline falls, and which purchases qualify during the bonus period.
  3. Apply the cap. Calculate the bonus only on eligible spending up to the category’s stated limit. Apply the card’s base rate to eligible purchases beyond the cap and to purchases outside the bonus categories, as its terms specify.
  4. Calculate the flat-rate card. Apply its published rate to purchases that qualify under that card’s terms. Do not assume every transaction earns rewards.
  5. Compare usable value. Check redemption options and conditions, then account for any annual fee. A headline earning rate is not the same as the cash value you will actually receive.

For a card-specific calculation, verify the current offer and card agreement. The CFPB’s credit-card agreement database can help you locate agreements, but the bureau cautions that submitted agreements may differ from public offers and may contain omissions or errors. Confirm the terms with the issuer.

What determines which card wins?

Factor Why it matters
Spending in bonus categories A rotating card’s bonus applies only to purchases that meet the issuer’s category definitions. More eligible spending can make the bonus more valuable.
Bonus and base rates Compare the bonus rate with both the rotating card’s base rate and the flat-rate card’s rate. The bonus rate alone does not describe earnings on all purchases.
Category cap and reset A cap limits how much spending earns the bonus. Check the cap amount and when it resets, then calculate spending above it at the applicable rate.
Activation or enrollment If activation is required, missing its deadline can prevent otherwise eligible purchases from earning the bonus.
Category definitions and exclusions Transactions may not qualify just because they seem to fit a category. Check the issuer’s definitions and excluded purchases.
Annual fee Subtract any annual fee when comparing net value. A higher gross rewards total does not necessarily mean a better financial result.
Redemption rules Compare the cash value available through the redemption methods you would actually use, along with any conditions.

When a rotating-category card may earn more

A rotating card is more likely to produce higher rewards if a substantial share of your spending falls into its eligible categories, you meet any activation requirement, and your qualifying purchases fit within the cap. The result depends on the categories and terms in effect during the period you are comparing; it is not guaranteed by the advertised bonus rate.

The added steps matter. You may need to check the category calendar, activate each offer, understand the issuer’s purchase definitions, and monitor the cap. The CFPB’s May 2024 rewards spotlight describes increasing complexity in rewards programs, including increased rates on rotating merchant categories and statement credits with complicated terms. It notes: “Credit card rewards programs are increasingly complex, as issuers have introduced both additional incentives beyond rewards earned as a flat-rate of total spending and the possibility of redemption through a greater number of channels.” (CFPB, Credit Card Rewards Issue Spotlight)

When a flat-rate card may earn more

A flat-rate card can be the stronger fit when much of your spending falls outside a rotating card’s bonus categories, when you would exceed its cap, or when keeping up with activation and category changes is unlikely. Its simpler structure can also make expected rewards easier to estimate. Check the card’s terms for eligible purchases, exclusions, fees, and redemption conditions rather than assuming the stated rate applies to every transaction.

What the market-wide figures do—and do not—show

The CFPB’s 2025 consumer credit-card market report, which analyzes the market through the end of 2024, reports that consumers earned $47.5 billion in credit-card rewards in 2024, including $16.6 billion on cash-back cards. Those aggregate figures show the scale of rewards, but they do not establish that rotating-category cards outperform flat-rate cards—or the reverse. Read the CFPB market report.

The CFPB describes rewards as currencies earned under predetermined formulas and notes that they may be redeemed in different ways; issuers and loyalty programs can change reward value. Check current terms before deciding

Rates, category calendars, caps, activation requirements, fees, eligibility rules, and redemption values can change. The CFPB agreement database is a useful reference, not a substitute for the issuer’s current public offer and agreement. No universal ranking follows from the available market-level figures; compare the cards you are considering against your own spending and the terms currently in force.
