Consider replacement when deterioration is widespread, the roof system or its structure is compromised, or a durable repair would cost nearly as much as replacement. Age alone does not settle the decision: material, condition, damage, included work, and comparable written estimates matter.
What determines whether repair or replacement makes sense?
Think in terms of the whole roofing system, not only the visible spot where water is entering. A roofer should assess the covering, flashing, valleys, underlayment where accessible, and decking concerns, as well as the location and likely cause of damage. The RICOWI/IBHS Best Practices Guide for Roofing treats age and weathering as part of an assessment and emphasizes that practices depend on roof material.
- Repair is more plausible when damage is localized and the surrounding roof remains in serviceable condition.
- Replacement merits consideration when deterioration or leaks are widespread, the system or structural integrity is compromised, or a repair would leave substantial likely work elsewhere.
- Storm damage is not an automatic replacement order. The extent of damage and condition of the rest of the roof need to be assessed.
There is no universal roof-age cutoff established by the sources here. IBHS cautions that labels such as “30-year” or “50-year” on asphalt-shingle products do not guarantee the roof will avoid storm damage for that period. How to compare repair and replacement estimates
Ask contractors to put both options in writing when both are feasible. A low headline repair price is not comparable to a replacement quote unless the scope and assumptions are clear.

- Document the roof: note material, approximate age if known, visible damage, leaks, prior repairs, and concerns about flashing, valleys, or decking.
- Ask for separate scopes: request a repair option and a replacement option, with the areas covered and the work each includes.
- Check the assumptions: clarify tear-off, decking or redecking, flashing, valleys, hips, ridges, disposal, schedule, payment milestones, and warranty or guarantee terms.
- Get more than one estimate: compare the same work and ask what conditions could change the price after work begins.
- Weigh cost against durability: consider the roof condition beyond the damaged area and the cost of likely follow-up work, not just the amount due today.
For cedar roofs specifically, the IBHS/RICOWI cedar shingles and shakes guidance says to consider replacing a damaged roof or segment when repair costs reach 80% of replacement costs. That comparison should include associated work such as tear-off, redecking, valleys, hips, and ridges. It is cedar-specific guidance, not a universal threshold for other materials, local markets, insurers, or jurisdictions.
How the roofing material changes the decision
Cedar shakes and shingles
Some curling, cupping, and splitting can occur naturally in cedar. Excessive cupping or curling that affects the system’s integrity calls for repair or replacement assessment. New cedar pieces of the same type may weather toward the surrounding color in about six to nine months on average, according to the IBHS/RICOWI guide; an initially visible color difference may therefore lessen over time.

Metal roofing
Metal roof condition must be considered in the context of the system’s design limits and an overall inspection. IBHS/RICOWI’s low-slope metal guidance says permanent distortion after an extreme load can make replacement appropriate; repairing damaged panels or substructure may be impractical. This guidance concerns the relevant metal system, so have a qualified roofer assess the roof rather than applying it to every metal roof.
Asphalt shingles
Age affects roof performance, but a “30-year” or “50-year” product label is not a promise that the roof will withstand storms for that length of time. Base the decision on observed condition, damage, and the scope of a durable repair rather than a label alone.

What to do after a storm or sudden leak
If water is entering, limit additional damage without taking on unsafe roof work. The U.S. Department of Energy’s homeowner brief recommends tarps or other water barriers as temporary protection and says a professional engineer should assess the situation if structural integrity may be compromised. The brief was written for skilled DIY homeowners in the Gulf States; current local codes, safety requirements, and qualified professional advice should take precedence.
- Protect people first: do not climb onto a roof that may be damaged or unstable. Arrange qualified help for roof access or structural concerns.
- Reduce further water intrusion: use a safe temporary barrier, such as a roof tarp installed by someone able to do so safely, while evaluation or repair is arranged.
- Contact your insurer or agent before repair work if you may file a claim: ask what documentation and claim steps apply to your policy.
- Record the damage and estimates: keep written scopes and relevant records, and confirm claim requirements directly with the carrier.
The DOE brief also names an electric moisture meter for checking building-material moisture while drying after water intrusion. It can help with moisture monitoring; it does not determine whether a roof should be repaired or replaced.

How to choose a roofing contractor and protect your budget
IBHS and the National Insurance Crime Bureau recommend contacting your insurance agent first when storm damage is suspected, getting more than one estimate, and choosing licensed and insured contractors. Check references and be wary of anyone who pressures you to sign or begin immediately.
- Put the work scope, price, timing, payment schedule, and guarantees in writing.
- Do not sign a blank contract or pay the full amount before the work is complete.
- Verify local licensing and insurance requirements with the relevant authorities, and check insurance and claim details with your carrier.
- Ask what is excluded and how the contractor will handle unexpected decking or other concealed damage.
These steps follow the IBHS/NICB contractor-fraud guidance. Licensing rules, insurance terms, and building requirements vary by location.
