Yes—Rivian restarted work on its Georgia factory, but the July 2025 emails described planned site-preparation work, not proof that every later construction milestone occurred on that schedule. Georgia officials recorded a groundbreaking on September 16, 2025, and by August 2026 the facility was described as under construction. Rivian’s latest stated target in its Q1 2026 materials is to begin vehicle production in late 2028.
What the July 2025 emails showed
Emails obtained by TechCrunch through a public-records request described Rivian’s plans to resume preparation work at its Stanton Springs North factory site in August 2025. They referred to installing “deep utilities” that month and starting vertical construction in the first quarter of 2026. Those dates were a schedule reported in 2025, not confirmation that each task began on time.
A progress report submitted to the local joint development authority said Rivian had invested more than $80 million in the project by June 20, 2025, compared with $41 million in July 2024, and reported 46 full-time jobs. TechCrunch also said Rivian was renewing supplier conversations and evaluating regional suppliers that could support planned R2 and R3 production. These are historical figures and activity reported for 2025, not current totals or proof of production readiness. TechCrunch’s July 17, 2025 report
Rivian spokesperson Peebles Squire characterized CEO RJ Scaringe’s meeting with Georgia Governor Brian Kemp as a “regular check-in.” Squire said the discussion covered ongoing work in Georgia, general project updates and ways to maintain a strong partnership with the state.

What happened after the emails
September 2025: official groundbreaking
The Georgia Department of Economic Development says Rivian and state and local officials broke ground at Stanton Springs North on September 16, 2025. Its project page describes a $5 billion investment, a target of 7,500 long-term jobs by 2030, and customer production anticipated in 2028. August 2026: site under construction
In an August 6, 2026 update, Rivian called the facility under construction. The Atlanta Journal-Constitution reported excavation for foundations for two stamping presses, along with active utility and road work. Rivian vice president of production facilities Tony Sanger told the newspaper, “We’ll have the buildings up in 2027,” and said equipment installation was being coordinated so production could begin in 2028. The construction observations and schedule comments are reported by the company and the newspaper; they do not establish that the buildings are already complete. When will the Georgia plant make vehicles?
Rivian’s Q1 2026 earnings presentation, filed with the SEC, says vehicle production at the Georgia facility remains on track to begin in late 2028. That is the company’s disclosed target, not a confirmed start date. The state project page describes customer production as anticipated in 2028 but does not specify late 2028. How to read the factory’s capacity figures
The 300,000 and 400,000 annual-vehicle figures refer to different phases, not necessarily competing estimates.

Rivian cautions that site capacity is not the same as production rates. Actual output would depend on factors including uptime, component supply, upgrades and regulatory considerations. The state’s 7,500 long-term jobs figure is likewise a target for 2030, not a count of jobs created in 2025.

Rivian’s Q1 2026 materials describe an up-to-$4.5 billion Department of Energy loan, made up of $4.006 billion in principal and $494 million in capitalized interest. Rivian said it expected to draw on the loan by early 2027, subject to conditions. The stated amount and expected draw are conditional financing plans, not evidence that the full loan has been received.
