An IDC forecast reported on July 8, 2024, put AI-capable machines at less than 3% of roughly 260.2 million expected PC shipments—fewer than about 8 million systems. That limited share meant the launch wave could raise prices and improve manufacturers’ product mix without materially increasing total units.
The forecast was about 2024, not a 2026 market result. It was also a prediction rather than an audited shipment total. The more useful conclusion is that AI PCs arrived before mass-market demand and supporting software were ready, even though battery efficiency, premium pricing and longer-term local-AI use cases gave the category commercial potential.
What the 2024 forecast actually said
Coverage published by Thurrott attributed these estimates to IDC:

The arithmetic is simple: 3% of 260.2 million is approximately 7.8 million. Because both inputs were estimates, that calculation should not be presented as the final number of AI PCs shipped. The same reporting compared the outlook with more than 250 million PCs shipped in 2023, including an IDC figure of 259.5 million.

The headline therefore made a narrow claim: the first AI-PC wave would not rescue unit volume in 2024. It did not prove that the products had no value or that the category would remain small.
“AI PC” and “Copilot+ PC” were not the same thing
Manufacturers used “AI PC” broadly for computers with a neural processing unit (NPU), a processor designed for certain machine-learning workloads. Microsoft’s more specific Copilot+ PC designation required a Windows 11 system with an NPU capable of more than 40 trillion operations per second (TOPS), at least 16GB of RAM and at least 256GB of storage, according to Microsoft and Qualcomm’s explanation.
A laptop can be marketed as AI-enabled without meeting those Copilot+ requirements. Conversely, meeting a TOPS threshold establishes hardware capacity, not that a buyer’s applications will use it or that a feature will be useful.
Why the immediate demand case was weak
Most owners did not need an NPU yet
The installed PC base was already large, and a functioning laptop rarely becomes obsolete merely because a new processor can run local AI. Buyers normally replace a computer for age, failure, performance, battery wear or a change in work—not for a specification that has no daily workload attached to it.

Cloud AI reduced the urgency
Chatbots, image generators and transcription services could run in a browser on an ordinary modern PC, phone or tablet. An NPU matters when local processing provides a concrete advantage such as lower latency, offline operation, privacy, lower cloud cost or lower energy use. Early software often did not deliver those advantages consistently.
Launch features were limited and changing
Microsoft’s launch examples included Recall, Cocreator in Paint, Live Captions translation and Windows Studio Effects. Availability varied by device, processor, region and Windows update. Recall also became a significant privacy and security issue and should not be treated as an unchanged, universally available launch feature. A launch announcement showed what Microsoft intended to deliver, not that every feature was broadly available, reliable or compelling enough to trigger an upgrade.
Businesses had a higher evidence threshold
Organizations generally need application compatibility, endpoint management, security validation and measurable productivity gains before replacing a fleet. An NPU that is idle in the company’s actual software stack does not justify an accelerated refresh.
Premium positioning narrowed the market
The first Copilot+ systems largely appeared in premium laptops. Higher prices can attract buyers who already want a premium machine, but they do not automatically expand the total addressable market. Windows-on-Arm systems also raised compatibility questions for legacy applications, drivers and peripherals, even as Microsoft promoted its Prism emulation layer in the launch announcement.

Why AI PCs could still improve OEM economics
Shipments, revenue and profit are different measures:
- Shipments count units sold.
- Revenue equals units multiplied by average selling price (ASP).
- Gross margin is revenue minus product costs.
- Mix shift occurs when buyers choose more expensive models instead of entry-level systems.
IDC’s view, as reported by Thurrott, was that AI PCs could lift ASPs and margins even without creating many extra shipments. An OEM can therefore benefit if an AI-branded model replaces a conventional model in the basket of products customers buy. That is a product-mix story, not proof of an industry-wide volume revival.
What early buyers appeared to value
The first Snapdragon X laptops were often discussed more for battery life, low heat and efficiency than for local AI features. That is a reported market observation, not a universal survey result. Qualcomm said its Snapdragon X Elite and X Plus platforms had 45-TOPS NPUs, announced more than 20 initial Copilot+ designs from Acer, ASUS, Dell, HP, Lenovo, Microsoft and Samsung, and began retail availability on June 18, 2024. Its battery claims, including all-day or multi-day use, are vendor claims whose real-world results vary with screen, battery capacity, brightness, workload and test method.
Qualcomm had a first-mover advantage because Snapdragon X systems were the only Copilot+ machines available at launch. Its longer-term position depended on OEM marketing, application compatibility and the arrival of Intel- and AMD-based systems. Qualcomm also had a much smaller Windows-PC installed base than Intel, while the original reporting said Qualcomm increased marketing support to PC makers; that financial detail remains attributed to the report rather than independently verified here.

Software, not silicon, was the bottleneck
Three software models matter:
- Cloud AI: processing occurs on remote servers and usually works on many existing PCs.
- Local NPU AI: compatible software runs inference on the NPU for potential privacy, speed, offline and energy benefits.
- Hybrid AI: some work happens locally and some in the cloud.
Reporting summarized by Techmeme said major developers including Adobe and Salesforce had not yet fully committed to on-device AI support. The important question was not how many AI features were announced, but which applications actually used the NPU, how often users invoked them and whether they improved a repeatable workflow. Without that support, the NPU risked becoming a specification-sheet feature.
What later adoption does—and does not—show
A January 2025 Qualcomm article cited Canalys data saying AI-capable PCs represented 20% of shipments in the preceding quarter. That is vendor-cited data for a particular period, not an independent final 2024 or 2026 market measurement; see Qualcomm’s article. It is nevertheless consistent with a category that grew quickly after a small 2024 base.
Those two observations are not contradictory. AI PCs could have had little effect on total 2024 units while becoming a much larger share of later shipments as Intel and AMD joined the Copilot+ market, prices broadened and software improved. No claim about the actual 2026 PC market should be inferred from the July 2024 forecast alone.
How consumers should evaluate an AI PC
An AI PC is easier to justify when you value
- Long unplugged battery life and quiet, cool operation.
- Frequent video calls with local camera or audio effects.
- Offline or privacy-sensitive image, audio or translation tasks.
- A premium laptop you would purchase anyway.
It is harder to justify when you
- Mostly use browser-based applications and cloud AI.
- Already own a recent, fast laptop.
- Depend on specialized legacy software, drivers or peripherals.
- Are paying extra only for the word “AI.”
For buyers who need maximum compatibility, a conventional x86 Windows laptop may be better value. An Intel- or AMD-based Copilot+ model can offer a middle path, but features vary by processor and device. A MacBook with Apple silicon offers another battery-efficient option without Windows Copilot+ certification, while a desktop with a discrete GPU is generally better for heavy local generative-AI, gaming or workstation workloads.
What businesses should check before a fleet refresh
- Compatibility of line-of-business applications, security tools, drivers and peripherals—especially on Arm.
- Whether local inference reduces cloud, licensing or bandwidth costs.
- Measured NPU use in the organization’s actual software.
- Support, repairability, warranties and fleet-standardization terms.
- Whether the purchase aligns with the normal Windows refresh cycle rather than accelerating it for marketing reasons.
Microsoft says Copilot+ experiences can vary by processor and region and may roll out through updates; its business guidance should be checked for the specific deployment.
Bottom line for the 2024 headline
The July 2024 forecast was credible as a timing argument: fewer than 3% of expected PCs would qualify as AI PCs, so the launch could not materially lift total unit shipments that year. It was not a verdict that AI PCs had no commercial value. Premium ASPs, better efficiency and eventual local-AI software could improve OEM economics and influence future replacement decisions. For buyers, the right reason to choose one is a demonstrated battery, compatibility or local-processing benefit—not the label alone.
