FBR’s Valuation Ruling No. 2035/2026 lowered assessed values for several old and used Pixel models; that ruling was later replaced by Valuation Ruling No. 2040/2026. The amount you must pay today depends on your phone’s IMEI, model, registration route, applicable exchange rate and the live DIRBS assessment.
What changed in January 2026?
On January 16, 2026, FBR issued Valuation Ruling No. 2035/2026 under Section 25A of the Customs Act, 1969. It revised the customs-assessment values used for specified old and used phones imported in commercial quantities. A lower customs value can reduce the base on which customs duty, sales tax, withholding or income-tax components, regulatory charges and other applicable levies are calculated through the registration process.
“PTA tax” is consumer shorthand. PTA’s DIRBS identifies non-compliant devices and supports their regularization; the payable amount is a combined customs and tax assessment rather than a single levy imposed by PTA. See FBR’s DIRBS explanation.

The January ruling listed these C&F customs values for old and used Google phones:

These are customs values, not guaranteed rupee payments. The ruling concerned old and used phones imported commercially without packing and accessories. It required the device to have been activated at least six months before export to Pakistan. If the declared or invoice value is higher, assessment can use that higher value. Unlisted models may be assessed under Sections 25(5) and 25(6). The full conditions appear in the official ruling.
Why your final amount can differ
- Model and variant: exact device identification and IMEI classification matter.
- Registration route: passport and CNIC assessments can differ.
- Import category: a privately carried passenger phone does not necessarily map directly to a commercial-import valuation table.
- Value and exchange rate: a higher invoice value or a changed exchange rate can raise the assessment.
- Eligibility and policy: passenger limits, tax slabs and registration rules can change.
- Device condition: the “old and used” label does not certify that a phone is genuine, unrepaired or functional.
Passport versus CNIC registration
Eligible international passengers may see a different assessment when registering against a passport than when using a CNIC. Passport registration is often cheaper in reported assessments, but it is not interchangeable with CNIC registration. Travel or arrival evidence, device limits and other eligibility requirements may apply, and those limits can change.

FBR has addressed passport limits and differences in passport-versus-CNIC mobile-phone charges in its official clarification. Do not use a fixed percentage or a social-media table as a promise of savings; obtain the amount generated for your own IMEI and route.
The April 2026 revision changed the picture
Ruling 2035/2026 was later challenged under Section 25D and replaced after a review of similar-goods data and international auction prices. FBR issued Valuation Ruling No. 2040/2026 in April, following a stakeholder meeting on April 13. At least some Pixel values increased: the Pixel 8 Pro was reported at US$215 instead of January’s US$188. Consequently, January’s table should be treated as historical, not as a current price list.

An August 2026 media report referred to another revision, Valuation Ruling No. 2076/2026, but the complete primary Pixel schedule was not available in the cited material. Do not present figures from that report as verified current rates; check the FBR valuation-rulings index and the live DIRBS assessment.
How to check the amount for your Pixel
- Find every IMEI by dialing
*#06#or opening the phone’s settings. Dual-SIM devices may show two IMEIs. - Open the official PTA/DIRBS registration service through the information linked from FBR’s DIRBS page.
- Enter the IMEI and select the applicable passport or CNIC route.
- Review the generated duty and tax amount before paying.
- Generate the applicable payment reference or PSID and pay only through an official government or banking channel.
- Recheck DIRBS status after payment and confirm that the intended IMEI or IMEIs are registered.
Portal labels and flows can change. If the amount is higher than a January news table, possible explanations include the April revision, a different variant, CNIC rather than passport registration, a changed exchange rate, a higher declared value, commercial-versus-passenger treatment or an outdated estimate. Used-phone buyers
A lower customs value does not make a grey-market Pixel a safe purchase. Check IMEI consistency across the phone, settings and packaging; carrier-lock and bootloader status; display, camera, battery, modem and fingerprint operation; signs of a replaced screen or motherboard; seller return terms; and PTA status before paying.
Overseas Pakistanis
Do not assume that every trip permits the same number of passport registrations or that multiple devices qualify for an old rate. Confirm current passenger eligibility and the amount generated for each device.

Commercial importers
The January schedule applied to specified old and used commercial imports without packing and accessories. Air freight may be added to assessable value, higher invoice values can prevail, and unlisted phones can be assessed under other Customs Act provisions.
Unofficially modified devices
Official DIRBS registration is different from CPID services, patched phones, IMEI alteration or other informal unlocking. Such workarounds can create legal, network, banking and security risks and should not be treated as PTA approval.
Bottom line
The January 2026 reduction was real for the covered old and used Pixel models, but it lowered customs-assessment values rather than guaranteeing a fixed final “PTA tax.” Because the January ruling was superseded in April and further revisions may follow, use the current DIRBS/FBR result for the phone’s actual IMEI, registration route and date before deciding whether an imported Pixel is cheaper than a locally approved alternative.
