That does not mean every account can receive every kind of payment, that Ukrainian businesses have unrestricted PayPal acceptance, or that every linked bank card can withdraw funds. PayPal’s current fee pages still describe special treatment for Ukraine, but its public pages show conflicting dates, so check the live terms and your account before sending a substantial amount.
What changed for PayPal users in Ukraine?
Before the change, PayPal service for Ukrainian users was limited and focused mainly on sending money out of the country. In March 2022, PayPal announced that Ukrainian customers could send and receive personal payments between friends and family, including cross-border transfers. It also said recipients could transfer funds to eligible Mastercard or Visa debit or credit cards. PayPal’s announcement described the expansion as supplementing its existing PayPal and Xoom services—not as the launch of full banking services or unrestricted merchant processing in Ukraine.

The announcement establishes what PayPal added at that time. It does not guarantee that every sender country, account, payment type, or withdrawal route is supported today. Availability can depend on the recipient’s account and the transfer corridor.
Which payments can a Ukrainian account receive?
The key distinction is whether the payment is genuinely personal or is connected to a sale, service, or other commercial activity. PayPal’s Ukraine personal-account fee document defines personal transactions as transfers between individuals without an underlying purchase, sale, donation, or other commercial transaction.

For commercial activity, consult PayPal’s Ukraine business-fees page and confirm that the required business onboarding and payment flow are available for your account. Do not label payment for work or goods as “friends and family” to avoid fees or restrictions. PayPal says personal payments are for friends and family, while purchases should use goods-and-services payments; the protection and rules differ. See PayPal’s explanation of the two payment types.
How receiving and withdrawing money works
Set up an eligible account
The recipient needs a PayPal account registered in Ukraine. PayPal’s Ukraine signup information calls for a verified mobile number, selection of Ukraine as the residence country, and personal and identity details, including name, email, address, date of birth, nationality, and ID information. Screens and verification requirements can change, so follow the prompts in PayPal’s current site or app: PayPal Ukraine.

Receive the payment, then check withdrawal options
- Confirm that the recipient has a Ukraine-registered account and that the payment is permitted for its type and sender-to-recipient corridor.
- Have the sender use the correct payment classification and the recipient identifier PayPal requests.
- Review the incoming payment in PayPal. Receipt in the wallet, clearance or availability, and withdrawal to a card are separate events.
- If PayPal offers a withdrawal route, link an eligible card and review the currency, exchange rate, displayed fees, and estimated arrival time before confirming.
- Keep the transaction record and respond to any identity or source-of-funds request through PayPal.
PayPal’s 2022 announcement referred to transfers to eligible Visa or Mastercard cards; a card logo alone does not guarantee eligibility. PayPal says instant transfers can arrive in minutes where the bank or card issuer supports them, but timing is conditional. A bank or issuer may also decline or charge for a transfer. Do not assume that every Ukrainian bank account or card can receive a withdrawal.
What fees or exchange-rate costs may apply?
PayPal’s US consumer-fees page, marked updated May 19, 2026, says some fees for money sent to Ukrainian PayPal accounts or received into them are temporarily waived until further notice. The waiver is not a promise that the recipient will receive the exact amount sent: currency conversion can affect the amount, and a bank or card issuer may charge separately. PayPal reserves the right to change its fees or service terms. Check the live fee information and the amount shown in your transaction before confirming: PayPal consumer fees.

- Double check if the URL/website is genuine before entering card details online. Do not provide any gift card details (example: claim code) to someone you do not know or trust. There are a variety of scams in which fraudsters try to trick others into paying with gift cards.
- If you believe that your Card has been lost or stolen, notify Mastercard immediately by calling 1-833-791-7288. You will be asked to provide the Gift Card number and other identifying information.
- Use your Mastercard Gift Card in the U.S. everywhere Mastercard debit cards are accepted, including online. Your Amazon.com Balance cannot be used to purchase Mastercard gift cards.
For a meaningful comparison, look at the amount sent, PayPal’s displayed converted amount, any stated PayPal fee, and the final amount credited by the card issuer or bank. Those figures can differ.
Is PayPal’s Ukraine receiving service still available—and is it permanent?
The official pages do not give one clean, definitive expiration date. PayPal’s Ukraine landing page contains older wording that says the service and fee changes applied through March 31, 2025. A Ukraine personal-account fee PDF refers to coverage through June 30, 2026, while the newer consumer-fees page uses “until further notice.” These dates describe different published terms; the March 31, 2025 reference does not by itself prove receiving ended, and the newer wording does not establish permanent availability.

PayPal introduced the expansion as a temporary humanitarian measure and reserves the right to change services and fee waivers. The safest practical check is the current fee page plus the options shown inside the sender’s and recipient’s accounts, particularly before a large or time-sensitive transfer. The relevant pages are PayPal Ukraine, the Ukraine personal-account fee document, and the consumer-fees page.

A rejected transfer does not necessarily mean PayPal receiving is unavailable throughout Ukraine. Failure can be specific to the account, corridor, payment type, funding source, or withdrawal method.

- The recipient has not completed verification, or the account is restricted or under review.
- The sender’s country, funding source, or particular transfer corridor is unsupported.
- The payment type is unavailable for one account or conflicts with the transaction’s actual purpose.
- The card is not eligible, is already linked to another PayPal account, cannot receive the relevant currency, or has details that do not match the account.
- The bank or card issuer declines the transfer, or PayPal requests additional identity or source-of-funds information.
- A temporary system or compliance review delays or blocks the transaction.
Check the exact notice in PayPal and ask the bank or card issuer whether it declined an incoming transfer. Avoid repeatedly resending a rejected payment or splitting a large transfer to evade review. Provide requested documents and use a payment type that accurately describes the transaction.
Is PayPal suitable for Ukrainian freelancers or businesses?
Being able to receive personal support does not establish that a Ukrainian account can accept freelance income, customer payments, donations, or marketplace payouts. These are commercial or platform-specific flows and can have separate eligibility, fees, and protections. Check PayPal’s Ukraine business-fees information and verify business onboarding and the exact payment method in your account before invoicing a client or directing customers to PayPal.
What alternatives should senders compare?
There is no universally best fallback: the right route depends on the sender’s country, amount, currency, recipient’s bank or card, and whether the payment is personal or commercial. Check the live corridor, total delivered amount, timing, and recipient method for each service.
- Bank transfer: worth comparing for larger or recurring payments if both banks support the corridor; it may require more banking details or take longer.
- Xoom: PayPal’s announcement identified it as an existing Ukraine service. It is a separate remittance flow with its own availability, limits, and pricing; check the exact route.
- Wise: check whether the sender’s country, Ukrainian recipient rails, and intended business or personal use are supported.
- Payoneer: may be more relevant to freelancer or marketplace receipts than family support, subject to onboarding and withdrawal terms.
- Western Union or MoneyGram: compare these when cash pickup or local-agent access matters, including the exchange rate and total cost.
- Direct merchant checkout: for a genuine purchase, use a payment processor or marketplace that supports the seller and transaction; this is not a substitute for personal assistance.
PayPal’s announcement discusses its Ukraine services and Xoom: read the announcement. Platform payout documentation such as PayPal’s developer payout feature list concerns platform payouts and should not be treated as proof that an ordinary personal account can use the same feature.
