PayPal began rolling out contactless payments from its iPhone app in Germany in May 2025, giving eligible users a way to pay at compatible terminals without using Apple Pay. The launch was Germany-first, not a simultaneous rollout across Europe. Apple’s changes under the EU Digital Markets Act (DMA) made third-party iPhone contactless-payment apps possible in the European Economic Area (EEA), but PayPal still has to enable its service market by market.
What PayPal launched for iPhone
PayPal’s consumer contactless feature lets an eligible customer use the PayPal app as a wallet at a compatible in-store contactless terminal. It is not the same as adding PayPal to Apple Wallet: PayPal is the payment app, and the iPhone’s NFC connection is used to communicate with the terminal. Reporting on the German rollout described it as an alternative to Apple Pay for contactless retail payments (9to5Mac; MacRumors).
The launch began in Germany in May 2025, and access was reported as staged rather than immediately available to every user. The announcement and reporting do not establish a complete, current country list for PayPal’s consumer iPhone wallet.
What the DMA changed—and what it did not
The DMA did not automatically turn PayPal into a wallet on every iPhone in Europe. It prompted changes to Apple’s platform for the EEA: authorized apps can use APIs for contactless transactions, and users can choose a preferred default contactless-payment app where eligible apps and controls are available. Apple says EEA users on iOS 17.4 or later can initiate in-person NFC transactions from eligible apps. Apple’s access is subject to authorization, entitlements, security requirements, and applicable rules (Apple Developer: DMA and apps in the EU).

The European Commission’s 2024 commitments required Apple to provide third-party wallet developers access to iPhone NFC functionality under specified conditions; they did not require PayPal to launch in every market (European Commission commitments). PayPal still needed to build and qualify its app, support eligible accounts, and make the service available in each market.
Where the consumer feature is available
Germany is the confirmed starting market in the cited May 2025 rollout reports. Availability depends on PayPal’s country rollout, account eligibility, the app, and iPhone settings; being in the EEA alone does not guarantee that the feature will appear.

Be careful not to use Apple’s merchant Tap to Pay country list as a consumer-wallet map. Apple lists PayPal among providers that let merchants accept contactless payments on an iPhone in selected markets, including Denmark, Finland, Italy, the Netherlands, Norway, and Spain. That is a separate, merchant-facing service and does not establish that shoppers in those countries can make PayPal wallet payments from an iPhone (Apple Tap to Pay regions).
What you need and how to try it
Expect to need a compatible iPhone, current iOS, the latest PayPal app, an eligible PayPal account, and a supported country. The exact consumer requirements should be checked in PayPal’s local app and account guidance. Apple’s EEA framework specifies iOS 17.4 or later for eligible third-party NFC transactions; PayPal’s separate iPhone XS-or-later and iOS 16.4 guidance concerns its merchant Tap to Pay product, not a definitive requirement for the consumer wallet.

- Update iOS and install or update the PayPal app.
- Sign in to an eligible account and look in PayPal for a contactless-payment or wallet option. Follow any activation and verification steps shown in the app.
- If the feature is available for your account and market, follow the iPhone prompts to select PayPal as the preferred contactless-payment app. Apple’s settings labels can vary by iOS version and country.
- At a compatible contactless terminal, open PayPal or invoke the selected app using the iPhone side button if that option is enabled. Authenticate as prompted, then hold the top of the iPhone near the terminal until the payment completes.
The German rollout reporting specifically referred to Mastercard-enabled terminals. That does not establish a complete network list for PayPal’s consumer wallet in every market, so check PayPal’s local terms rather than assuming every contactless terminal or stored payment method is supported.
PayPal versus Apple Pay
In a market where PayPal has launched the feature and your account qualifies, it can potentially replace Apple Pay for the narrow task of tapping an iPhone to pay at a compatible retail terminal. It is not a replacement for the broader Apple Wallet experience.

Do not assume that PayPal can charge any card stored in Apple Wallet. The available rollout reporting does not establish a universal list of PayPal funding sources; the PayPal app and local terms determine what an eligible user can use.
If PayPal does not appear or a payment fails
- No contactless option in PayPal: The feature may not be enabled for your country or account yet. Update the app and check that the PayPal account region is eligible.
- PayPal is not offered as the default app: The app may not be available in your market, activation may be incomplete, or your iOS version may not expose the relevant controls. The DMA makes third-party defaults possible; it does not require every payment app to appear.
- The terminal does not respond: Confirm that it accepts contactless payments, position the top of the phone by the NFC reader, and follow any authentication prompts. Network or payment-type compatibility can vary.
- The terminal declines the transaction: Check the funding method shown in PayPal and follow any terminal request for additional verification, such as a PIN. A decline may involve the account, funding source, terminal configuration, or merchant acceptance; it is not necessarily an iPhone problem.
Do not confuse it with PayPal Tap to Pay for merchants
PayPal also offers a separate merchant product called Tap to Pay on iPhone. In that transaction, the seller’s iPhone acts as the payment terminal and the customer taps a contactless card or digital wallet. It is the opposite direction from the consumer wallet described above. PayPal’s US support page describes the merchant product and cites iPhone XS or later; that requirement should not be applied to the consumer rollout (PayPal support: Tap to Pay on iPhone). Apple’s merchant Tap to Pay platform also has its own provider and country availability rules (Apple: Tap to Pay expands in Europe).
