If payroll is already calculated and paid correctly and you only need the statement, a generator may be enough. If you need help running payroll and meeting recurring tax obligations, evaluate a payroll provider—and confirm exactly what it will do, because outsourcing does not generally remove the employer’s responsibilities.
What each option does
Pay stub generator: makes a wage statement
A generator is a document tool. It can turn payroll figures that have already been calculated into an itemized statement showing pay and deductions. It does not, by creating the document, establish that the underlying wages, withholding, deposits, or tax filings are correct. PaymentStub describes its own tool as generating statements for pay already run and says it is not a substitute for a payroll service when tax deposits need handling; that is the vendor’s description, not an independent audit of the tool’s accuracy. PaymentStub.
Payroll software or service: may administer recurring payroll
Providers may calculate payroll, prepare paychecks, prepare or file certain employment tax returns, make federal tax deposits or payments, and prepare or file Forms W-2 and W-3. The precise scope varies by provider and arrangement. The IRS describes these possible provider tasks in its guidance on third-party payer arrangements.

Do not choose based on headcount alone. First identify whether workers are employees or contractors, how often employees are paid, the states and localities where they work, the types of work involved, and whether your business can reliably manage calculations, deposits, filings, and records itself. The available federal guidance does not establish a universal employee-count threshold for choosing one option.

What employers remain responsible for
For employees, federal duties generally include withholding federal income tax and Social Security and Medicare taxes, paying the employer share of Social Security and Medicare taxes, depositing employment taxes, reporting wages on required returns, and preparing Forms W-2. Deposit schedules and filing requirements depend on the employer’s circumstances. Use the current tax-year IRS publications and forms for rates, thresholds, and deadlines rather than relying on figures from an earlier year. See the IRS page Understanding employment taxes.
The IRS says employers often outsource some payroll and related tax duties, but generally remain responsible for withheld income tax and the employer and employee portions of Social Security and Medicare taxes. Responsibility can depend on the specific third-party arrangement; the IRS describes limited circumstances involving Certified Professional Employer Organizations. Ordinary payroll software or a payroll service should not be assumed to take on all legal responsibility. Read the IRS’s outsourcing payroll guidance.

Clarify in writing which returns and deposits a provider will handle, how the arrangement is authorized, what information you must supply, and how you will monitor completion. The IRS also says using a reporting agent or another third-party payroll service does not relieve an employer of responsibility to ensure Forms W-2 are furnished and Forms W-2 and W-3 are filed correctly and on time. Covered employers must keep accurate records for covered workers. The Department of Labor’s Fact Sheet #21 lists records that generally include identifying information, hours worked, wage basis and rates, additions to or deductions from wages, wages paid, the payment date, and the pay period covered. It describes retention of at least three years for payroll records and two years for records used to compute wages. A pay stub by itself does not necessarily satisfy every recordkeeping obligation.

Payday requirements vary by state, and exceptions may depend on occupation or other circumstances. The Department of Labor’s State Payday Requirements page displays a January 1, 2023 date and directs readers to the relevant state labor office for official information. Check current state requirements directly, and separately verify any state or local rules about what a wage statement must contain. The federal sources cited here do not provide a complete, current state-by-state wage-statement content list.

How to evaluate a payroll provider
- List the tasks you need. Separate calculations and paycheck preparation from deposits, tax-return preparation or filing, year-end forms, and recordkeeping.
- Check what the contract includes. Ask which returns and payments the provider will handle, what you must review or submit, and whether filing and deposit services are included or require separate authorization.
- Confirm jurisdiction and workforce coverage. Verify service availability and support for every state and locality where employees work, as well as the worker types and payroll situations your business has.
- Agree on oversight and error handling. Establish how you will confirm deposits and filings were completed, who corrects mistakes, and how missed deadlines or account notices are handled.
- Compare total cost and time only after scope is clear. Request current quotes and fees for the services actually included. Price alone cannot show whether a provider covers your compliance workload.
