There was no single “most innovative company” in 2025. Samsung Electronics led the U.S. patent-grant table with 7,054 issued patents, Huawei led published international PCT applications with 7,523, and Chinese companies occupied seven of the top 10 positions in IFI’s global active-patent-family ranking. Those are different leaderboards measuring different forms of patent power.
The most defensible conclusion is therefore metric-specific: Samsung led recent U.S. patent output; Huawei led international filing activity; Chinese companies had the strongest concentration at the top of the global live-portfolio ranking; and Switzerland led WIPO’s economy-wide innovation index.
Four ways to measure patent power
Patent rankings answer different questions depending on what is counted. Mixing the measures can make a company appear to win a contest it was never entered in.
Annual U.S. patent grants
This counts patents issued by the U.S. Patent and Trademark Office during 2025. It is useful for measuring successful prosecution and recent patent-output volume, but it favors companies with substantial U.S. operations and mature pipelines. A 2025 grant also reflects an application filed earlier, not necessarily an invention created in 2025.

Patent applications
Applications show where a company is seeking protection. They are more forward-looking than grants, but an application can be abandoned, rejected, narrowed or remain pending.
Global active patent families
An active-family count measures related patent rights that remain alive across jurisdictions. It is a better indicator of accumulated, currently maintained portfolio breadth than a one-year grant count. IFI’s Global 250 consolidates subsidiaries under ultimate owners, so it is not directly comparable with a legal-entity ranking.
PCT international applications
A published application under the World Intellectual Property Organization’s Patent Cooperation Treaty indicates an effort to preserve options in multiple countries. It is not an international patent and does not guarantee a grant in any national jurisdiction.
IFI describes its annual Top 50 as a ranking by the legal entity named in patent records, while its Global 250 consolidates ultimate owners and subsidiaries. Its Live 1000 tool can filter grants, applications, technologies, countries and ownership settings (IFI ranking methodology guide).

Samsung led the 2025 U.S. patent-grant ranking
IFI’s announcement, released January 13, 2026, reports 323,272 U.S. patents granted in 2025, down slightly from 324,064 in 2024. The following figures are the exact counts disclosed in that announcement; it does not provide every company’s count in the summary.

“Patent grants” means issued U.S. patents. It does not mean inventions created, applications filed, citations earned, licensing revenue or commercial success. The complete interactive or downloadable IFI Top 50 table is needed for a full ranking; missing counts should not be reconstructed from another dataset (IFI 2025 U.S. results).
What changed between 2024 and 2025?
- Total U.S. grants slipped less than 1%, from 324,064 to 323,272.
- U.S. applications fell 9%, reaching their lowest level since 2019.
- Samsung’s grants rose about 11% and TSMC’s about 5%.
- Qualcomm increased its total but remained below its 2023 peak.
- Apple’s grants declined about 12%.
- IBM continued a decline associated with a deliberately more selective patenting strategy.
- Tesla, Nvidia and Meta did not receive enough U.S. grants to appear in IFI’s 2025 Top 50.
IFI’s figures establish the direction of these changes, not a single cause. Stricter portfolio management, greater use of trade secrets, economic caution and post-pandemic normalization are plausible explanations for fewer applications, but they should be treated as hypotheses rather than proven effects of the ranking.
Why Samsung’s lead is broader than one product
Samsung’s scale reflects a portfolio spread across semiconductors and memory, displays, mobile devices and communications, consumer electronics, batteries and energy-related technologies, as well as manufacturing and component processes. Its lead should therefore be read as breadth across many technology classes, not as evidence that one Samsung product generated 7,054 inventions.

IFI’s technology-code breakdown and underlying USPTO records are the appropriate way to quantify that mix. Consumer visibility alone cannot show which technical areas produced the grants.
TSMC and Qualcomm represent different kinds of strength
TSMC: manufacturing know-how
TSMC’s 4,194 grants are consistent with intensive work in advanced process technology, fabrication equipment and methods, packaging and integration, yield control, materials and manufacturing processes. These inventions protect how chips are made, not simply the chips’ consumer branding.
Qualcomm: communications and licensing leverage
Qualcomm’s portfolio is concentrated in wireless communications, mobile standards, semiconductor design, digital transmission and communications protocols. IFI’s global analysis counted 14,366 Qualcomm patent documents in wireless communications, compared with 4,186 for Apple, which ranked second in that technology category (IFI 2025 global trends).
A large communications portfolio can support licensing and standards-essential-patent positions. It should not be interpreted simply as a count of the phones or other products a company sells.

The Global 250 shows a different power structure
IFI’s 2025 Global 250 snapshot, measured as of July 12, 2025, counts active patent families and consolidates subsidiaries under ultimate owners. All 10 top positions were held by Asian companies, and Chinese companies held seven of those positions. Samsung was the only South Korean company in the top 10, with more than 106,000 active patent families. IBM was the first U.S. company, at No. 20. Japan supplied the largest number of companies across the full ranking, even though China dominated the very top.
This can diverge sharply from the U.S. grant table. A company may have accumulated a large live portfolio while receiving relatively few grants in one year, or obtain many U.S. grants without having the world’s largest active portfolio. Consolidating subsidiaries, excluding expired rights and grouping related patents all change the result (IFI Global 250 methodology).

These are published filings, not granted patents. Each applicant may later enter national or regional phases, narrow claims, abandon the effort or fail to secure enforceable rights in a particular country. Huawei’s 7,523 PCT applications therefore cannot be compared one-for-one with Samsung’s 7,054 U.S. grants (WIPO patent facts and figures).

Batteries, recycling and resource efficiency gained momentum
IFI’s 2025 trends analysis found that half of the 10 fastest-growing technology areas were battery-related. Recovering usable material from waste was also prominent. The pattern points to vigorous patenting around electrification, energy storage, materials recovery and circular-economy processes (IFI Spring 2026 newsletter).
“Fastest-growing” describes patent activity under IFI’s classification and measurement method; it does not establish that these fields have the highest commercial value or the greatest social importance.
Why patent counts are an imperfect innovation score
- Volume versus quality: Counts do not reveal claim strength, forward citations, remaining term, grant rate, litigation outcomes or licensing revenue.
- Timing: Grants lag research and prosecution decisions, while applications can never mature into rights.
- Geography: A U.S. ranking rewards companies that protect heavily in the United States; a PCT ranking captures international filing intent.
- Ownership: Legal-entity and ultimate-owner rankings can differ after acquisitions, assignments and subsidiary consolidation.
- Family structure: One invention can generate continuations, divisionals and related rights in several countries.
- Rights can change: A granted patent may later be invalidated, narrowed in litigation or allowed to lapse when maintenance fees are not paid.
- Industry economics: Semiconductor, telecom, pharmaceutical, automotive and software companies have different reasons to patent.
- Alternatives to patents: Software and AI businesses may rely more on trade secrets, copyright, contracts and rapid product iteration.
An absent company is not automatically technologically weak. It may patent selectively, file through subsidiaries, emphasize secrecy or protect inventions in jurisdictions not captured by a particular table.
Corporate rankings versus economy-wide innovation
WIPO’s 2025 Global Innovation Index ranks economies, not companies. Switzerland ranked first, Sweden second and the United States third; China entered the top 10 for the first time. The index combines institutions, research, infrastructure, business sophistication, knowledge, technology and creative outputs, using data from roughly 2023–2025. WIPO cautions that methodology and data availability can affect year-to-year comparisons (WIPO Global Innovation Index 2025 results).

How to investigate a company’s patents
For a quick check, Google Patents, the USPTO Patent Public Search and USPTO Patent Center provide free public records. WIPO PATENTSCOPE is suited to PCT and international searching.
Professional teams may use normalized, analytics-focused platforms such as IFI CLAIMS, Clarivate Derwent Innovation, LexisNexis PatentSight+, PATSnap or Questel Orbit Intelligence. These services are generally quote-based and should be evaluated for coverage, ownership normalization, family definitions and quality indicators. No database alone establishes freedom to operate, infringement, validity or legal clearance.
