Oracle CloudWorld 2024: Key Takeaways for Multicloud, AI, and Database Customers

Oracle CloudWorld 2024 signaled an open-multicloud strategy: Oracle Database services in AWS, Azure, and Google Cloud, plus AI across OCI, Database 23ai, analytics, and Fusion applications. The announcements may reduce migration pressure, but availability, licensing, security, and operational complexity still require careful evaluation.

Oracle CloudWorld 2024, held in Las Vegas September 9–11, 2024, was less about moving every workload to Oracle Cloud Infrastructure (OCI) and more about making Oracle’s database, infrastructure, and AI capabilities available wherever customers already run applications. The event’s defining message was an “open multicloud” strategy: Oracle Database services placed alongside AWS, Microsoft Azure, and Google Cloud workloads, combined with AI across infrastructure, databases, analytics, and Fusion business applications.

For technology buyers, the practical takeaway is conditional. Database@ services may reduce migration pressure and improve data locality, but they do not remove licensing, networking, support, security, or operational complexity. Many announcements were previews or planned expansions, so current region coverage, pricing, and release status must be verified before committing.

1. Oracle’s strategic shift was toward open multicloud

Oracle used CloudWorld 2024 to position OCI as a portable layer rather than a destination customers must choose exclusively. Larry Ellison’s message was that cloud providers should work together instead of forcing enterprises to move every system into one ecosystem. Oracle’s own interpretation of that strategy is described in its open multicloud overview.

That matters because a typical enterprise may have Oracle Database and Fusion applications, AWS application servers, Azure identity and productivity tools, and Google Cloud analytics. Oracle’s approach attempts to preserve those investments while putting Oracle database services close to external-cloud applications and AI platforms.

The strategic tension is important: this is customer flexibility, but it is also a way for Oracle to keep its database central inside competing clouds. OCI is not being abandoned; Oracle is extending OCI-based database and infrastructure capabilities into places customers already operate.

2. Oracle Database@AWS was the event’s most consequential announcement

On September 9, Oracle and AWS announced Oracle Database@AWS. The offering is designed to provide Oracle Autonomous Database on dedicated infrastructure and Oracle Exadata Database Service inside AWS data centers. It can connect Oracle data with Amazon EC2, AWS analytics services, and Amazon Bedrock, according to the Oracle announcement and AWS announcement.

This is not the same as Oracle Database becoming an AWS-native service such as Amazon Aurora or Amazon RDS. The database technology and underlying service remain Oracle’s; AWS supplies the surrounding application, analytics, and AI environment through a partnership model.

What customers may gain

  • Potentially shorter network paths between AWS applications and Oracle databases.
  • Access to AWS analytics and AI services without first migrating the database estate.
  • A more integrated administration, billing, and support experience than a completely disconnected deployment.
  • Less pressure to replatform mission-critical Oracle systems solely because the application tier is standardized on AWS.

Questions to answer before buying

  • Is the required configuration available in the target AWS region?
  • Which database versions, options, and service levels are supported?
  • Can existing Oracle licenses or bring-your-own-license terms be used?
  • Which incidents are handled by Oracle and which by AWS?
  • How are AWS networking and cross-service charges calculated?
  • Does the measured latency improvement justify the service and licensing premium?

3. Database@Azure and Database@Google Cloud extend the same idea

Oracle presented Database@AWS alongside Oracle Database@Azure and Oracle Database@Google Cloud. These offerings place Oracle Database services running on OCI infrastructure in the respective hyperscalers’ data centers. Availability, supported features, billing integration, and infrastructure choices can differ by provider and region; consult Oracle’s multicloud announcement and current service documentation.

Offering Most relevant when What to verify
Database@AWS AWS hosts the application tier and the organization uses AWS analytics or Bedrock. Region, Exadata or Autonomous Database options, license terms, support boundaries, and network charges.
Database@Azure Azure is the main application, identity, and governance platform. Azure-region coverage, enterprise-agreement treatment, identity integration, and operational ownership.
Database@Google Cloud Google Cloud provides analytics, data science, or AI services around Oracle data. Supported configurations, data-transfer economics, service limits, and recovery design.

Keeping a database near an application can reduce data movement, but “inside a hyperscaler’s data center” is not a blanket latency guarantee. Region, availability zone, connection pooling, storage behavior, and application design still determine performance.

4. Distributed cloud became a broader product strategy

Oracle said its distributed-cloud portfolio can deliver more than 150 OCI AI and cloud services in public regions, customer data centers, dedicated environments, and at the edge. The portfolio highlighted at CloudWorld included Database@ services, OCI Dedicated Region, OCI Supercluster, and OCI Roving Edge Infrastructure (Oracle’s announcement).

Dedicated Region25

Oracle announced Dedicated Region25, described as a smaller starting configuration of three racks with a 75% smaller launch footprint and simpler data-center requirements. Oracle said it was planned for the following calendar year, so it was not an immediately available CloudWorld 2024 product. Service catalogs, hardware requirements, capacity, and support models can vary substantially between deployment types.

This direction is aimed at government, regulated-industry, sovereign-cloud, and low-latency workloads that cannot use a conventional public-cloud region. It does not mean every OCI service is available in every dedicated or edge deployment.

5. AI announcements covered the entire enterprise stack

Infrastructure and GPUs

Oracle highlighted OCI Supercluster, NVIDIA L40S GPU availability, Meta Llama 3.1 405B and 70B models in OCI Generative AI, and Hugging Face models through OCI Data Science AI Quick Actions. The official highlights describe these announcements.

Oracle also called one announced system the world’s first “zettascale” cloud computing cluster. That should be treated as Oracle’s product and marketing claim, not an independently verified industry benchmark. GPU announcements alone do not establish general availability, regional capacity, effective training cost, or performance against AWS, Azure, or Google Cloud.

Database 23ai and generative development

Oracle introduced an AI-centric “generative development” approach using Oracle Database 23ai and related capabilities (announcement). The concept places vector search, retrieval-augmented generation (RAG), and other AI application functions close to enterprise data.

A database-centered design can reduce copying, ETL pipelines, latency, and exposure created by moving sensitive data into separate systems. The trade-offs include dependence on Oracle-specific features, specialist skills, licensing costs, and tighter coupling than a cloud-neutral vector database or open-source retrieval stack.

Fusion Cloud Applications

Oracle announced generative AI, RAG, and agent-like capabilities across Fusion ERP, HCM, supply chain, manufacturing, customer experience, procurement, and planning. The Fusion announcement cautioned that development, release timing, and pricing could change.

For finance, payroll, procurement, and employee data, the key issue is control rather than novelty. Buyers should establish which features generate text, recommend an action, retrieve records, initiate a transaction, or require human approval. Permissions, audit logs, rollback procedures, and error handling remain necessary even when a feature is marketed as automated.

Fusion Data Intelligence

Oracle also promoted AI-driven capabilities in Fusion Data Intelligence for areas such as HCM and supply-chain management. Traditional analytics reports what happened; an intelligent application can detect patterns, surface anomalies, and recommend a next step. Buyers should ask what data is included, how often it refreshes, whether reasoning is inspectable, how false positives are handled, and whether recommendations can trigger workflows.

6. Developers got AI and Kubernetes tooling

CloudWorld announcements included Oracle Code Assist in beta, NetSuite SuiteScript support, new AI application-development features, and OCI Kubernetes Engine improvements. These efforts broaden OCI’s appeal beyond database administrators and ERP teams.

Beta software should be evaluated as changing functionality rather than a production guarantee. Teams should test language support, standard Kubernetes portability, identity integration, observability, data handling, and exit options before making it part of a critical development workflow.

7. Security is a multicloud operating model, not a checkbox

Ellison’s keynote covered security for data, applications, identity, networks, AI, and cloud environments (keynote video). In a Database@ architecture, buyers must define the boundary between Oracle and the hyperscaler.

  • Who controls encryption keys, and where are logs stored?
  • How are identities federated across OCI, AWS, Azure, and Google Cloud?
  • Who leads incident response when a control plane or network path fails?
  • How are prompts, embeddings, retrieved documents, and model outputs protected?
  • Can administrators prevent sensitive records from reaching an external model?
  • Which regulatory certifications apply to the exact region and service?

RAG systems can leak confidential information through incorrect retrieval permissions, unrestricted embeddings, or poorly governed prompt logging. AI recommendations affecting finance, HR, or procurement require evaluation, human review, and auditability.

8. What CloudWorld 2024 did not prove

  • It did not prove that OCI is universally cheaper. Oracle’s pricing page shows examples based on prices collected December 5, 2024, not August 2026 prices (pricing page).
  • It did not make every announced product generally available in every region.
  • It did not make multicloud operations simple; identity, monitoring, disaster recovery, quotas, and cost allocation remain cross-provider work.
  • It did not independently validate the zettascale claim or broad performance and cost assertions.
  • It did not eliminate implementation, migration, licensing, or change-management work for Fusion Applications.

9. Who should pay attention?

Regulated or sovereign workloads Dedicated and distributed deployment models may satisfy residency or accreditation needs. Confirm the exact service catalog, hardware, capacity, and certification.
Cloud-neutral startups OCI AI and database capabilities may be technically useful. Oracle licensing and proprietary dependencies may outweigh integration benefits.

10. Buyer checklist

  1. Confirm status: classify each desired feature as generally available, limited availability, preview, beta, planned, or announced without a date.
  2. Check geography: verify the exact cloud region, service configuration, capacity, and data-residency treatment.
  3. Model the contract: review Oracle licenses, bring-your-own-license terms, Universal Credits, support responsibilities, and separate hyperscaler charges. Universal Credits can apply to OCI and certain Database@ services, but do not automatically combine every cloud cost on one invoice (Universal Credits).
  4. Test architecture: measure real application latency, throughput, failover, backups, and cross-cloud data transfer rather than relying on location claims.
  5. Design controls: document key management, identity federation, logging, incident response, AI data boundaries, human approvals, and rollback.
  6. Plan exit and recovery: define how data, applications, models, and operations would move if pricing, availability, or strategy changed.

Bottom line

CloudWorld 2024’s lasting significance was Oracle’s attempt to make its database, applications, and AI services a multicloud control point. Database@AWS, Database@Azure, and Database@Google Cloud can help enterprises keep Oracle data near applications and AI services that already run elsewhere. Distributed regions and edge options address sovereignty and locality constraints, while AI announcements span GPUs, Database 23ai, analytics, development tools, and Fusion applications.

The opportunity is greatest for organizations with substantial Oracle estates and an established AWS, Azure, or Google Cloud footprint. The decision still depends on current availability, licensing, total workload cost, security controls, operational ownership, and whether Oracle-specific capabilities justify the resulting dependence.
