OpenAI’s ChatGPT Buy Button and Agentic Commerce Protocol: What Shoppers and Merchants Need to Know

OpenAI’s first ChatGPT checkout let eligible U.S. shoppers buy certain Etsy products in conversation. Here is how ACP, Stripe tokens, merchant responsibility and the later shift to merchant-owned checkout fit together.

OpenAI announced Instant Checkout in ChatGPT on September 29, 2025, initially allowing eligible U.S. users to buy qualifying products from U.S. Etsy sellers without leaving the conversation. The launch also open-sourced the Agentic Commerce Protocol (ACP), developed with Stripe, to connect AI agents with merchant catalogs, checkout systems and payment providers.

That first model was not a universal ChatGPT marketplace. Merchants remained the merchant of record, and OpenAI later said Instant Checkout was too inflexible for its ambitions. The company shifted toward product discovery, merchant-owned checkout and retailer-specific ChatGPT apps. The practical story is therefore an evolving commerce channel—not a permanent “buy anything” button.

What OpenAI launched

The September 29, 2025 announcement combined two related products:

  • Instant Checkout: an in-chat purchase flow for supported products.
  • Agentic Commerce Protocol: an open protocol for exchanging catalog, cart, payment and order information between a shopper, an AI agent, a merchant and payment systems.

At launch, Instant Checkout was described as available to users in the United States on ChatGPT Free, Plus and Pro plans. The initial merchant supply came from U.S. Etsy sellers, purchases were limited to one item per transaction, and OpenAI announced planned expansion to Shopify merchants, multiple-item carts and additional regions. OpenAI said the feature was free to shoppers; merchants would pay a small fee on completed purchases, but it did not disclose the amount. See OpenAI’s launch announcement.

Calling this “ChatGPT payments” is misleading. ChatGPT provided the conversation and buyer interface, ACP supplied the communication rules, Stripe supplied important payment infrastructure, and the merchant’s systems handled the commercial transaction.

How the original Buy-button flow worked

  1. The shopper asked ChatGPT for product recommendations.
  2. ChatGPT displayed products from participating merchants.
  3. A product eligible for Instant Checkout showed a Buy button.
  4. The shopper reviewed the item, shipping details and payment details.
  5. The shopper explicitly confirmed the purchase.
  6. ChatGPT transmitted the required order and payment information to the merchant.
  7. The merchant accepted or declined the order, charged the payment method and fulfilled it.

Products without native checkout support could instead send the shopper to the merchant’s website or app. OpenAI’s later update made merchant-owned checkout a central part of the strategy. A button or recommendation therefore never guaranteed that the entire purchase would remain inside ChatGPT.

The merchant remains the merchant of record. It controls inventory, accepts or rejects orders, calculates and remits applicable taxes, ships the goods, processes refunds and handles complaints. A late delivery or defective product is generally a merchant-support issue, not an OpenAI fulfillment obligation.

What the Agentic Commerce Protocol does

ACP is a published interaction model—not a store, wallet, fulfillment company or merchant account. Its purpose is to give an AI agent and a business a shared way to exchange transaction state. The documentation covers product and catalog information, checkout-session creation and updates, prices, taxes, fees, shipping, discounts, buyer details, payment authorization, order acceptance and post-purchase status.

Merchants implement REST endpoints that create, update and complete checkout sessions. A checkout response can include the current products, variants, inventory-related state, shipping options, taxes, fees, discounts, totals and checkout status. The broad implementation flows are described in the ACP key-concepts guide and checkout specification.

ACP’s specification and related implementation material are open source under the Apache 2.0 license, according to the getting-started documentation and its GitHub repository, which describes the specification as beta. Open source does not mean that ChatGPT’s ranking systems, merchant agreements, user data or complete commerce stack are open source.

How payment authorization was designed

Stripe described a Shared Payment Token that lets ChatGPT initiate a payment without exposing the shopper’s raw payment credentials to the AI application. The token is scoped to a particular merchant and cart total. OpenAI said users must explicitly confirm each step and that only information needed to complete the order is shared with permission. Stripe’s explanation is available in its Instant Checkout announcement.

A Stripe merchant could enable agentic payments with comparatively little integration work; OpenAI called some Stripe integrations “one line of code.” That is a company claim, not a universal engineering estimate. Merchants using another processor could use Stripe’s Shared Payment Token API or ACP’s delegated-payment specification without necessarily replacing their existing processor.

Tokenization reduces exposure of payment credentials, but it does not remove ordinary ecommerce risks. Merchants still need fraud screening, tax logic, inventory controls, chargeback handling, refunds, returns and customer support.

How products were ranked

OpenAI said product results were organic and unsponsored, and that enabling Instant Checkout did not automatically improve a product’s ranking. It identified availability, price, quality, whether a merchant was the primary seller and whether Instant Checkout was enabled as possible ranking factors. These are OpenAI’s stated policies, not an independently audited ranking result; see the launch announcement.

The announcement did not establish how often feeds update, how merchants diagnose poor visibility, how conflicting prices or stock levels are resolved, or how personalization and geography affect results. OpenAI later said ACP was being extended for product feeds and promotions, including local availability and estimated arrival information.

What changed after the launch

In a later update, OpenAI said the first Instant Checkout experience did not provide enough flexibility. The company said merchants could use their own checkout experiences while OpenAI concentrated on discovery. It also described:

  • Shopify product data integrated through Shopify Catalog.
  • Discovery integrations involving Target, Sephora, Nordstrom, Lowe’s, Best Buy, The Home Depot and Wayfair.
  • Retailer-specific ChatGPT apps, including a Walmart experience with account linking, loyalty and Walmart payments.
  • ACP extensions for feeds, promotions, personalization, local availability and estimated arrival times.

Read the product-discovery update for that evolution. Native checkout, a merchant website opened from ChatGPT and a retailer’s own ChatGPT app are different experiences and should not be treated as interchangeable.

What shoppers should check before pressing Buy

  • Seller: Confirm the merchant’s identity and reputation; ChatGPT is not the retailer.
  • Final total: Check the item, variant, shipping, taxes, fees, discounts and delivery estimate in the final checkout state.
  • Acceptance: A purchase request does not guarantee fulfillment. The merchant can decline it, and inventory can change.
  • Returns: Read the merchant’s return and refund policy and save the order confirmation.
  • Accounts and restrictions: Some purchases may require a retailer account, loyalty account, age verification, subscription or special delivery option.
  • Support: Use the merchant’s normal support channel for delivery, defects, cancellations or refunds.

Product feeds can be stale or malformed, and AI-generated recommendations can contain incorrect variants, prices or availability. Treat the checkout summary—not the conversational recommendation—as the authoritative point immediately before authorization.

What merchants should evaluate

  • Catalog accuracy, variant data, price and inventory synchronization.
  • Implementation of checkout-session creation, updates, buyer information and completion endpoints.
  • Compatibility with the current payment processor and delegated-payment requirements.
  • Fraud, bot, prompt-injection, refund, cancellation, substitution and partial-refund controls.
  • Tax, fulfillment, returns and customer-service ownership.
  • Analytics, attribution and the cost of any OpenAI transaction fee or payment-provider fee.
  • Whether native checkout is worth the reduced control compared with a merchant-owned checkout or retailer-specific app.
  • Whether ACP creates a reusable integration for other AI agents, rather than only a ChatGPT channel.

ACP can reduce one-off integrations, but it does not supply a catalog, warehouse, tax engine, fraud program or support operation. Its commercial value depends on actual traffic, eligibility, feed quality, conversion and the continuing product direction.

Risks beyond ordinary online shopping

Manipulated instructions and catalog data

Product descriptions, merchant endpoints or reviews could contain instructions that confuse an agent, alter quantities or redirect a transaction. Agents also have to resolve conflicts between the shopper’s request, merchant rules and payment authorization.

Fraud and liability

Agent-initiated transactions require new permissioning and fraud signals. Stripe discusses these issues in its explanation of agentic commerce. A token scoped to a merchant and amount limits exposure, but it is not a guarantee against fraud or fulfillment failure.

Privacy and data sharing

The relevant promise is data minimization with permission, not zero data sharing. The merchant still receives the shipping, contact and order information necessary to fulfill the purchase.

Protocol competition

ACP is not established as the industry-wide standard. Shopify’s developer materials describe agentic commerce through its own Universal Commerce Protocol (UCP) and MCP-compatible tools. ACP and UCP are separate initiatives; merchants should compare their current specifications rather than assume interoperability. See Shopify’s agent documentation.

What this means for ecommerce

The significant change is the potential move from website-first discovery to agent-mediated discovery. A shopper may describe a need, receive a ranked set of products and then either authorize a transaction in the conversation or open a merchant-controlled checkout. For retailers, the strategic question becomes how accurately their catalogs, prices, inventory and policies can be represented to an AI agent.

That does not make ChatGPT Amazon, replace search engines or turn OpenAI into a warehouse operator. The evidence supports an early experiment in conversational discovery, several competing checkout models and shared infrastructure—not a completed takeover of ecommerce.

Bottom line for shoppers and businesses

OpenAI’s September 2025 announcement introduced a real in-chat checkout experiment and an open protocol for agent-to-merchant commerce. The original Buy button was limited by geography, plans, merchants and product eligibility, while merchants retained responsibility for payment capture, delivery and support. OpenAI subsequently emphasized product discovery, merchant-owned checkout and retailer apps after finding the first checkout model too inflexible.

For shoppers, verify the seller and final checkout details. For merchants, ACP is potentially reusable plumbing, not a turnkey sales channel. Its importance will depend on adoption, feed quality, economics, privacy controls and whether it can coexist with competing standards.
