OpenAI did not ultimately buy Windsurf. Reports in April and May 2025 described a proposed acquisition worth about $3 billion, but the transaction had not closed and fell apart by July 11. Google hired Windsurf’s chief executives and selected researchers and licensed some technology; Cognition, the company behind Devin, acquired the remaining Windsurf business on July 14. For developers and businesses, the important lesson is that “multi-model” support is not the same as permanent, guaranteed access. Provider contracts, quotas, launch timing, pricing and regional availability can change.

Reporting linked the collapse to concerns involving Microsoft’s relationship with OpenAI and what Microsoft might gain access to, but neither company announced that explanation as the formal legal reason. Bloomberg Law and The Wall Street Journal were among the outlets reporting on those concerns.
Who owns and operates Windsurf now?
Cognition said it acquired Windsurf’s intellectual property, product, trademark, brand, business and employees who were not hired by Google. It said the IDE would continue operating in the near term while its capabilities were integrated into Cognition products over time. What happened to Claude support?
During the proposed OpenAI transaction
Windsurf said Anthropic cut nearly all of its first-party capacity for certain Claude 3.x models and gave it less than five days’ notice. Windsurf said it had to rely on third-party inference providers and warned that users could see availability problems. It also said it did not receive direct Claude 4 access at launch. After Cognition acquired Windsurf
Cognition stated that Windsurf had “full access to the latest Claude models” again. That indicates the immediate access crisis was resolved after Windsurf was no longer moving toward OpenAI ownership. Does Windsurf still support OpenAI, Gemini and other models?

Model neutrality is valuable but conditional
Different models can be better for code generation, long-context analysis, editing, debugging or agentic tasks. An IDE that lets users switch providers can reduce dependence on one model and preserve workflows when a model underperforms. The Anthropic episode shows that neutrality depends on commercial agreements and inference capacity as much as on software architecture.
Check the real cost, not just the subscription
Windsurf’s upgrade page showed a free tier and a $20-per-month Pro tier when crawled in 2026, alongside usage and model-access claims. Treat that as a dated signal: prices, credits and overage rules can change. Windsurf pricing Premium models may consume credits faster, require a higher plan or incur separate BYOK API charges.

Use a continuity checklist before standardizing
- Open the live model selector in your account and confirm the exact Claude, OpenAI, Gemini or other model you need.
- Record whether access is managed by Windsurf, BYOK or a third-party route.
- Read quota, credit, rate-limit and overage rules for your plan.
- Test switching to a second provider without changing the editor or losing project instructions.
- Review the current DPA, retention policy, administrator controls and subprocessors before sending proprietary code.
- Export rules, prompts, settings and project configuration so a provider or product change does not strand your workflow.

The “OpenAI is buying Windsurf” headline is no longer an accurate description of ownership. The reported $3 billion deal did not close; Google took a separate talent-and-licensing path, and Cognition acquired the remaining Windsurf business. Cognition said Claude access was restored, while Windsurf continues to advertise support for multiple rival providers.
That makes Windsurf’s model-neutral pitch more credible than the original headline suggested, but not permanent. Anyone committing a production codebase or enterprise budget should verify the live model selector, access method, quotas, data terms and portability before treating multi-provider support as a guarantee.
