Nvidia’s H20 China AI Chip Preorders Began in 2024—Then Export Controls Changed the Game

Nvidia’s H20 was a China-specific data-center AI accelerator, not a gaming GPU. Here’s what the 2024 preorders, reported pricing, Huawei comparison and later export restrictions mean.

Short answer: Nvidia did accept Chinese distributor preorders for its China-specific H20 AI accelerator in early February 2024. Reported pricing was about $12,000–$15,000 per card, roughly comparable with Huawei’s Ascend 910B. But this was not a normal gaming-GPU launch, and “head-to-head” overstates the technical contest: contemporary reporting said the H20 lagged Huawei’s chip in some important specifications while Nvidia held major software and deployment advantages. By 2025–2026, new U.S. licensing requirements and a $4.5 billion Nvidia charge made the original preorder story incomplete.

What Nvidia actually announced

The event occurred on February 1, 2024, when Reuters-based reports said Chinese distributors had begun taking orders for Nvidia’s H20. The product was a data-center AI accelerator for model training and inference—not a consumer graphics card for gaming PCs.

Nvidia developed the H20 for China after U.S. export controls restricted sales of higher-performance computing products. It was reported as one of three China-focused parts in the same product effort: the H20, L20 and L2. The design and configuration reflected the performance and interconnect limits in force when Nvidia prepared the products. U.S. Commerce Department export-control rules were intended to limit China’s access to advanced computing chips and manufacturing equipment relevant to military and supercomputing capabilities.

What “preorders” meant in practice

This was a distributor-led enterprise order process, not an Nvidia.com retail launch. Industry sources reported small-batch deliveries could start in the first quarter of 2024, with larger quantities expected in the second quarter. The quoted $12,000–$15,000 figure was reported distributor pricing, not an Nvidia-published consumer MSRP.

Nvidia did not provide a conventional public H20 datasheet or open checkout page. In a developer-forum response, prospective buyers were directed to Nvidia’s sales organization rather than to a public product listing: Nvidia forum response on H20 documentation. Nvidia documentation later listed H20 configurations with 96GB and 141GB variants, but those entries do not establish a Chinese retail price or current shipment eligibility: Nvidia AI Enterprise H20 documentation.

H20 versus Huawei Ascend 910B

The two accelerators competed for Chinese AI-infrastructure customers, but they were not proven performance equals. Contemporary reporting described Huawei’s Ascend 910B as ahead in some key specifications while Nvidia retained a more mature software ecosystem. The figures below combine reported specifications and market information; they are not a complete, independently verified benchmark database.

The memory comparison comes from contemporary reporting rather than a universal official specification sheet: Gigazine’s H20 and 910B comparison. A larger memory number alone does not determine training or inference speed; bandwidth, interconnect, kernels, compiler quality and utilization can dominate at cluster scale.

Why a Chinese company might still choose H20

CUDA and migration costs

Organizations already using CUDA, Nvidia libraries, model-optimization tools and Nvidia-trained staff could deploy H20 with fewer changes. Porting a production stack to Ascend can require kernel rewrites, compiler work, testing and new operational expertise. Those engineering costs belong in the purchase decision alongside the card price.

Utilization and total cost of ownership

A theoretically slower accelerator can be cheaper to operate if existing software keeps it busy. A proper comparison should include training and inference throughput for the buyer’s models, power and cooling, networking, maintenance, software licenses, porting labor and the cost of unused capacity.

Existing infrastructure

Companies with Nvidia servers, monitoring systems and procurement relationships could expand an established cluster rather than run two incompatible environments. That convenience was a practical advantage even when reported H20 hardware measures were less impressive.

Why Huawei could still win the account

Domestic supply and policy alignment

Huawei offered a Chinese alternative less directly exposed to future U.S. licensing decisions. State-linked or strategically sensitive buyers could value domestic sourcing and local policy support more than Nvidia software familiarity.

Supply continuity risk

H20’s export-compliant status was tied to a particular set of rules and a particular point in time. Buyers expanding a cluster had to consider whether a later U.S. rule could interrupt replacement cards, support or additional capacity. Huawei’s domestic orientation reduced that specific risk, although it did not guarantee unlimited production, advanced packaging, memory availability or software maturity.

System-level competition

Single-card comparisons can mislead. At eight-card or larger scale, interconnects, server design, scheduling software and support may matter more than an isolated specification. The relevant purchase is often an AI server or cluster, not a loose accelerator board.

How pricing changed after the preorder

The $12,000–$15,000 launch range was not a permanent market price. By mid-2024, Reuters-based reporting said abundant H20 supply pushed some transactions to more than 10% below Huawei’s Ascend 910B price. The same reports put Ascend 910B distributor pricing above ¥120,000 per card and an eight-card Huawei server at approximately ¥1.3 million–¥1.5 million. These were source-based market observations, not universal list prices: Investing.com report on H20 discounts and Ascend pricing.

Discounting did not settle the strategic question. Nvidia needed volume to justify a constrained China product, while customers had to weigh a lower transaction price against the possibility that future shipments or expansion would require a U.S. license.

What changed after 2024

April 2025: licensing became a direct commercial constraint

Nvidia later disclosed that the U.S. government informed it in April 2025 that H20 shipments to China required an export license. This demonstrated that a product designed around earlier rules was not permanently cleared for export.

Nvidia’s financial impact

Nvidia recorded a $4.5 billion charge connected with H20 inventory and purchase obligations after demand diminished. In a later filing, the company said licensed H20 revenue was approximately $50 million as of that filing. Those figures come from Nvidia’s own disclosure, not distributor estimates: Nvidia financial filing.

By 2026: the market had moved on

Reporting in 2026 described Chinese AI-chip demand as increasingly oriented toward Huawei and other domestic suppliers: Associated Press report on China’s AI-chip market. That does not prove Nvidia abandoned China or that Huawei surpassed Nvidia globally. It shows that export uncertainty and domestic investment changed the competitive baseline.

Do not mix the 2024 comparison with later Huawei generations

Huawei’s later Ascend 910C and 950-series products belong to a different competitive phase. A 2026 Atlas 350 announcement used an Ascend 950PR accelerator and claimed 1.56 PFLOPS of FP4 performance—about 2.87 times Nvidia H20’s claimed performance. Those are Huawei claims about a later product and are not an independently verified, like-for-like 2024 H20-versus-910B benchmark: Tom’s Hardware report on Atlas 350.

A procurement checklist for Chinese AI operators

  1. Define the workload. Test the exact training, inference, batch-size and quantization patterns your models use.
  2. Measure the whole cluster. Include memory bandwidth, interconnect, networking, power, cooling and scheduler behavior rather than comparing theoretical FLOPS alone.
  3. Price migration. For Ascend, estimate porting, compiler, testing and staff costs; for H20, estimate licensing and expansion risk.
  4. Verify supply terms in writing. Confirm current export eligibility, customer qualification, delivery capacity, warranty, software support and geographic restrictions with an authorized enterprise vendor.
  5. Plan for reversibility. Decide whether the organization can operate a mixed Nvidia-Ascend environment or migrate if one supply channel is interrupted.

What this means for buyers outside enterprise China

H20 is not a sensible recommendation for an individual consumer, gaming-PC builder or small developer seeking a plug-and-play local GPU. It was sold through enterprise channels, had no verified public retail MSRP, and its availability depended on export rules. Organizations elsewhere should not assume that a China-specific H20 is generally obtainable or legally shippable to their region.

Cloud GPU rental can avoid capital expenditure but introduces separate questions about data residency, provider availability, export compliance and hourly cost. Nvidia’s newer accelerators may be technically stronger, yet a public specification page does not establish that they are eligible for sale in China.

Bottom line

H20 was Nvidia’s attempt to preserve a China AI business with a deliberately constrained accelerator. Its CUDA ecosystem and installed base made it commercially credible against Huawei’s Ascend 910B even though reporting suggested Huawei led in some hardware measures. The same export-control environment that created H20 also made its supply fragile: licensing requirements, a multibillion-dollar Nvidia charge and the rise of domestic Chinese alternatives reduced the product’s long-term importance. The 2024 preorder was real, but it was the opening move in a policy-driven infrastructure contest—not proof of a stable Nvidia–Huawei technology tie.
