It is a multi-year redesign of packaging for telecom equipment. The clearest announcement came on November 21, 2023, when Nokia said its Lightspan fixed-network broadband access portfolio would move to 100% recyclable packaging by the end of that year. Nokia reported packaging that was 60% smaller, 44% lighter and capable of reducing transport-related carbon-dioxide emissions by up to 60% for the cited redesign.
A separate 2025 project described by Nefab applies a fiber-based FiberFlute system to Nokia 5G radio-frequency modules. Nokia’s company-wide 2025 figures show broad progress, but they also matter for accuracy: 98% of packaging was reported recyclable, not 100%.
What Nokia actually announced
Nokia’s November 21, 2023 announcement covered Lightspan broadband access nodes in its Fixed Networks business. The stated goal was to move the entire Lightspan portfolio to 100% recyclable packaging by the end of 2023. Nokia had already introduced eco-friendly packaging for broadband customer-premises equipment in 2022, when its sustainable packaging system received Red Dot and iF design recognition.
This is therefore a business-to-business network-equipment initiative. It should not be described as a new Nokia-branded smartphone-box launch; Nokia Corporation’s network businesses and HMD’s consumer phones are separate operations.

What the Lightspan design replaces
Nokia said the redesigned package removes non-biodegradable foam, protective plastic covers, bleaching, toxic materials and chemical treatments. Its protective buffer uses recyclable cardboard components described as compliant with the Forest Stewardship Council. Nokia also said the package can be reused for return shipments.
The change is more than swapping one cushioning material for another. The design combines fiber or cardboard cushioning with smaller external dimensions, lower mass, fewer material types and protection against handling damage. Smaller cartons allow more units on a pallet, which can improve truck and container utilization.
- Cushioning: engineered cardboard or fiber elements replace conventional plastic foam in the cited design.
- Protection: the package is intended to withstand normal distribution handling while protecting high-value network hardware.
- Return logistics: Nokia says the box can be reused for return shipments, although that depends on customers actually adopting the process.
- Material separation: eliminating plastic covers and treatments can make sorting simpler than a mixed-material package.
Nokia’s broader circularity program says cardboard shock-absorbing elements have replaced traditional plastic foams in many Fixed Networks products and that fiber-based cushions have expanded across most Mobile Networks products.

What the reported numbers mean

The 60% size figure does not mean every Nokia carton is 60% smaller, and “up to 60%” is a maximum potential transport estimate rather than a guaranteed result for every shipment. The company-wide figures come from Nokia’s operations and supply-chain reporting and its 2025 sustainability update.
The newer FiberFlute project for 5G radio modules
Nefab’s 2025 account describes a separate packaging project developed with Nokia for 5G radio-frequency modules. In that application, Nefab says its fiber-based FiberFlute replaced polyethylene foam, removed plastic from the cited package and can enter established paper-recycling streams.
Nefab says the design had to meet strict protection and performance requirements and was named a finalist for Nokia’s 2025 Diamond Award in the Sustainability category. The account does not publish drop-test conditions, vibration data, moisture testing or a comparative life-cycle assessment. It should therefore be treated as a documented project example, not proof that every Nokia package uses FiberFlute.

How this fits Nokia’s 2030 targets
Nokia’s stated 2030 packaging targets are:
- 100% recyclable packaging;
- at least 50% recycled content in cardboard and plastic packaging materials;
- plastic packaging no higher than 10% by weight of total primary packaging.
For reporting year 2025, Nokia reported 50% recycled content and 9% plastic by weight, meeting those two thresholds. It reported 98% recyclable packaging, which shows substantial progress but is not the same as achieving the 100% recyclability target.
“Recyclable” and “recycled” describe different things. Recyclability concerns whether a package can be accepted and processed; recycled content concerns how much previously recovered material is incorporated into new packaging. Nokia’s broader climate and circular-transition strategy also notes practical challenges involving the availability, purity and verification of recycled materials.
What “100% recyclable” does—and does not—guarantee
A portfolio-level or design-level recyclability claim does not guarantee that every customer can recycle every component. Outcomes depend on local collection systems, accepted fiber grades, contamination rules and whether users separate labels, tapes, bags, fasteners and protective pieces.
- Coatings or laminates may cause a local paper facility to reject cardboard.
- Adhesives, inks and labels can affect fiber recovery even when the main carton is recyclable.
- A biodegradable protective cover is not automatically recyclable in the same stream as cardboard.
- Recycling access varies by country, municipality and industrial waste contractor.
- Reuse is only an environmental benefit when return shipments actually use the package again.
Public descriptions cited here do not provide a complete bill of materials or an independently audited methodology showing how every component was counted. They also do not establish a full life-cycle comparison with foam, including manufacturing energy, moisture protection and end-of-life outcomes.

Why packaging buyers should care
For telecom operators, distributors and enterprise infrastructure buyers, the commercial relevance is logistical as much as environmental. Smaller cartons can increase units per pallet; lower weight can reduce handling and freight burdens; and reusable boxes may simplify reverse logistics. Packaging can also help suppliers meet customer procurement rules, extended producer-responsibility requirements and internal plastic-reduction targets.
Buyers should request evidence rather than rely on a headline claim. Useful questions include:
- What are the tested drop, vibration, compression, humidity and temperature limits?
- What percentage of the package is accepted by the buyer’s local paper or fiber stream?
- Are recycled-content figures post-consumer, post-industrial or a mixture?
- Are forests, recycled content and recyclability independently certified?
- How many units fit on a pallet compared with the previous package?
- Is the return-packaging program actually used, and who manages reverse freight?
Fiber can eliminate fossil-based foam and improve sorting, but it may require more engineered geometry, different moisture protection or additional testing. A lighter package is not automatically lower-impact if it needs substantially more material or causes more product damage. Preventing a damaged network component, replacement shipment and return can outweigh a nominal material saving.
